This did . not soften the surface of the' articles, or render them ad hesive in the lead, The canteens, were then filled with apirite of wine, vinegar, lard, oil and water, all of whit:lh were submitted to the de gree of heat mentioned above,- and the liquors kept in the -canteens for twenty-four hours. They were not impaired by the-high tempera ture applied to them, and there was no percepti ble action upon the fabrics by either of the liquids. The results of the aforementioned ex periments were 'so satisfactory to thevßoard, that it was deemed important to ascertiln what would be the effect of a long-continued high beat upon the fabric'. PIILLADLIZILIA, Pa., April 20, 1856.—The Board met pursuant to adjournment. Present, all the members. An examination was then made of several ar ticles with* had 'been folded and rolled sii into • compressed package, as also the canteens con taining the Liquids before mentioned, all of Which had been sitbjected, for a week, to a continuous heat of from 100-to 150 degrees Fahrenheit, in a close room. ' The articles contained in the package were found to be not impaired by the action of the heat, and were apparently in the same elate as before being submitted to the test. There was a slight taste imparted to the spirits of wine, but no. change could be perceived in the oil, vinegar or water froni the action of the percha upon them. Several articles were placed in. an icehouse, imbedded in the ice, and after being kept there for several days, were ex amined while in • very cold state, and found to be very pliable. Several articles wore presented to the Board to-day, which ere not enumerated in the list be fore mentioned. These are a military cap, or hat of a new pattern, a bridle rein, and sword scabbard, all made of gotta percha. 4 All The testa that the Board have been able, during the limited time it has been in geisha to apply to the fabrics presented, have. been per fectly satisfactory to all the members, and they would recommend for a practical service trial upon the frontiers the articles herein enumerated,. to be plated in the hands of the troop, in order to ascertain whether they will prove serviceable in the field. Several letters from officers of the army and Navy have beeo presented to the Board, which give the results of *heir experience in the use of the gatta'percha all' of which are taverable. The Board would especially recommend, for the nse of the enlisted men, the military shawl, knapsack, haversack, canteen, valise. mock, cap and cover,. or hit, bridle rein, saddle bags, and sword and bayonets cabbard. The Board also recorameinded for the expe dition that has been ordered iutothe Plains, under General Harney, the large sacks for the tans. portation of flour, sugar, coffee, medical and ordosoce stores, or other articles thOt are.liable to become damp ged by exposure toruoisture'or the weother; also; the tanks for carrying water or other liquids, and the water buckets for the use of the.traine. In the economy of transportation, as in the preservation of the contents, there articles are regarded by the Board as very superior to the wooden barrels Sta., or the ordinary cloth grain sacks. The Board, in conolualoo, would unanimously recommend to the Department the propriety of adopting the new pattern military hat, presented by the Gutta Perch* Company. It is believed that this hat, in addition to being water proof, is much better adapted to frontier service than the enema present in use. Bra JANIE GRAHAM ACCUSED O TREAsoll The subjoined correspondence was read at a meeting of the Sheffield committee for investiga ting foreign affairs, held at the Council Hall efl the town. The occasion was emotion requesting Mr. Roebuck, the member for Sheffield, to move the appointment of a committee to inquire into the Baltic expedition of last year. Mr. Ironside, the originator of the motion, stated that, in con sequence of bearing that the whole of the corres pondence between Sir Charles Napier and Sir James Graham was in the hands of Grant of the London Morning Advertiser, he wrote to that gentleman, and received the following reply: "Loans, June 11, 1855.—Dear Sir—l bad in my possession for six weeks the whole cones pondenoe-4he originals--which passed between Sir James Graham and Sir Charles Napier, from the starting of the Baltic expedition last year to its return ; hnt I returned it to Sir Charles Napier a month ago. I got the documents— which ' I need not bay are of infinite iniportinee —on the understanding that I should not give them out of my hands. I had bo prohibition Be toshowing them to friends, and had yon chanced to call on me while they were in my possession, I should have bad ranch pleasure in showing them to you. I have no hesitation in saying that if I have any ides of what evidence is, these letters would suffice, with other facts of 'un doubted accuracy, to convict Sir Jaws Graham of tresses. TOWN; JAMS GRANT." On receipt of this, Mr. Ironside 'wrote to Sir Charles Napier, asking permission' to see the I letters. I did not give those letters to him to publish, because I Might have been aroused of giving my. plans of attack to the enemy ; -but when it is decided not to attack the ports I pointed out; and when there ia - no danger-of publication, I shall go to Lord Palinerston, and ask hint if he will 'give the papers to the House; and if he refuses, I shall publish them—whatever is the consequence to myself. have no hesitation in saying, had I done what Sir James Graham wished me to do, plainly expressed in letters both public and private, I should have lost het Majesty's fleet; and, think Sir James Graham deserves impeachment for goading me to do in the winter what be was advising me not to do in the summer. Roebuck was so auccessful with his Sebastopol committeel that he ought to take the Baltic.
