The. doo trine he undertakes to establish is that "Death is the divinely , commanded penalty to be inflicted on the wilful murderer." This doctrine he estab lishes by an induction of scriptural proofs, which . cannot fail to carry conviction to every unpreju diced mind. In the latter part of his address Dr. West notices and corrects various mistakes into which the opposers of this doctrine fell. This he does with his usual skill and discrimination. The publication of this address is highly Bea namable at a time when:a spurious and unscrip torsi philanthropy Is seeking to deprive society of the protection which and has thrown around it so valuable a contribution to the true doctrine, es that contained in this-pamphlet, will not fail to be web:aped by every lover of the truth. The slave party have quite calentated ontheGoverner and courted him with much assiduity. The story of the hotels is that they offered to run him for Vice-President if he would turn his beak upon.his colleagues and follow the slime course of The New-Yorkers. They thought that because he resisted Anti-Slavery ultraisM at- home he would not stand up against Pro-Slavely ultraism at Philadelphia, end so plied their seductiotut upon him. When the New York insult was given to the minority, therefbre, on the submission of the resolutions as to Slavery, and the Governor got the door, much interest was manifested to hear him speak. Silence prevailed as he remarked thst.the question of The gentleman from New- York was a pertinent if not a polite one, and should be calmly answered. It was asked whether any man of the Convention felt that he was not boturi by the decision ofaftujority of its members? He would answer it for himself, for Massach °setts, for an all but unanimous North, and, turning to the New-York gentleman, he would it were an entirely unanimous North, for than the Council could not and would not dare deny its 'demands, Ms =ewer then was that they *mad not be bound by the action of that or any other body of men for a single moment to a declaration of princi ples that were false to- the Constitution, to liber ty and to the - rights of the humblest citizen of this Republic. On the proposed platform' they could not stand for i moment in a single village of New England, and they ought not if they could. The New Yprk gentlemen deserved for out-Heroding the South to be swept away, es they were doomed to be, by an outraged and Indignant people. The South itself wan ashamed of Now York for their efforts here to reject just' conces sions to the North. New . England, the North, the West, asked the only boon of a just and hon est platform, and that they would have or shake the dust off their feet se a testimony against them. Gov. Gardner proceeded in this strain for some minutes amid profound silence, Interrupted only by cheers from the Free States, and closed with an eloquent appeal to the mignanimity andeldvalry of the South to concede the wtors thin of the Missouri CoMpromise. On. Fletcher ofVermonthandsomely respond ed to hie Massachusetts brother, saying that he spoke the sentiment of the Free States nobly; that he thanked him fur It and was proud of him for it. Gov. Pleteher plainly told the convention that If, the wishes of the North were not consider ed the popular indignation of the Free States-. would break down every relic of Slavery not restrained by the bulwark of the Constitution, and what was quite as desirable, extinguish the whole tribe of Northern Doughfaces. There was another manly speech on Monday evening. Mr. Clement of Delaware, who had signed the minority report in favor of the resto ration of the Missouri Compromise, was &noon cod by his associate delegates for so doing and charged with misrepresenting them upon the com mittee. He explained this to the Council, and assumed to himself the reeponsibßity of his agreement with the minority. He had acted constdentlousli after careful deliberation as to his duty, and he should grind by his actnow and forever. He believed what he demanded to be right and havoald b 1 tree tohla bidief whatever the opinion of blare or the milt in the coun cil.-- The resolutions of the majority of the Commit tee were drawn by Mr. Burwell 'of Virginia, and submitted by Mr. Lyons of .New-York.—The Committee adopted them, 17 to 14—the Nays being those who signed the minority report Pre viously another set of resolution" bad been adopt ed by the Committee, which if anything were more objectionable still. They were the produc tion of Vespulan Ellis of the American organ at Washington, and proposed in one of the series to turbid the discussion of the Slavery question, in or out of its Councils, to any of its forms, by the American party. Another of this Be rlin proposed that the Conatitution and Laws of the Cleneral Governmentshould be rigineabeyed and enforced, end was intended to ariity par ticularly to the Fugitive Slave Law. A Free State member proposed an addition extending its application to those 'award:der guaranteed "pop. sovareignity" to the act. al settlers in the Territories, and this was voted down by New, York, and the South, 18 to 15: Thus you see the spirit and purpose that control here. There bee been a great debate snags forenoon on the Slavery question, in:which Judge Hopkins of Alabama, John W. Foster of Massachusetts, 8. Squires of New-York, Senator Wilson of Mas ssoliusetts, Mr. Morse of Alabama, Mr. Cary of Mombasa', Mr. Combed of. Indiana, and Mr Barber of New-York have participated. Judge Hopkins made an elaborate, specious legal ar gument for Slavery on the Calhoun ground that the Constitution carried Slavery wherever it car ried its own supreme authority. ' The speeches of Mears. Foster and Wilson Of Massachusetts, were given with effect. They were directed largely against the Northern doeghtaene, and embraeed a withering exposi tion'of the sham pretensions of the New York delegates. • -Massachneettscomeshere, said Gen.
