- In the Council yesterday afternoon, and was''
nailed to urdet by an ludiana member, President
Barker set all parliamentary rule at defiance,
and proclaimed his intention to let the "heathen
rage" on the slavery question to their hearts'
content. 'But this morning be was of another
way of thinking. His allies made nothing by
their motion of yesterday--they got more than
they bargained for; so when Jesse Mann of New
Hampshire, having finished a strong, speech
against letting in the Louisiana Catholics, com
menced
a touch of Anti-Slavery doctrine, he was .I
promptly shut down by the President. The de
cision was promptly right now, but it was very
wrong yesterday.
Nearly every prominent member has a "plat
form" of his own which he thinks can alone 'pave
the party and the country. That of Albert Pike
of Arkansas Is modest enough. He proposes
that no Council shall discuss subjects that aro
distasteful to other Councils! Is Albert Qua
ker? What a set of dumb shows the meetings
would be under this rule! The discussion of
stkolicism would be tabooed es well as Slavery,
for both are equally obnoxious to the sensitive
"lords of the and wore Nippers of the most
holy Catholic Church of Louisiana.
In the place of the Louisiana delegation exclu
ded, are admitted the 'partial representation
(two men only) of another state council which
nbitlea by the Protestant test and excludes all
Catholics with religious faithfulness. All of the
Pennsylvania delegation, sasellov.Johnston to
ted with-the ultra South to override the Prete.-
tont test and admit the original Louisiana Dele
gates. At ono time the Council 'seemed.,to be
nearly evenly divided on th is question, tififf.the
Catholic delegation was near en admission, but
a strong sq,etteh , from Kermeth Raynor of North
Carenna against them carried the Issue.
ThO Southern members nearly monopolize the
speaking. It is difficult for a Northern man
who is suspected of being true to the North to
get the floor or to be heard respectfully and with
out interruption. Yesterday it was three to
one on the part of the South, and so it has
been to-day.
The dispute of the California delegates was
netted to-day without any words of consequence,
and at 2 o'clock the Council adjourned till 9 o'clock
to-morrow. Mott of the members attend the
grand American banquet given this evening 14
the Americans of this City.
The contestedasata are-now all settled, and to
morrow the Council may proceed to the election
of officers or the construction of a platform.
Everybody is better natured to day. Virginia
smiles even, and protests that it did not mean to.
be ill-mannered or ill natured yesterday. The'
' Missouri Compromise lino to the Pacific is more
talked of, and finds emu, favor South. -

The Kansas debate was not allowed to go on
to day. The South had enough of it yesterday.

—The Louisiana delegation were excluded this
morning by a vote of 71 to 44. All the votes
in their favor were from the South. The North
and West and a part of the South went against
them. No movement has yet been made to
disturb the Alabama delegation, who stand upon
the same position as that of Louisiana in throw
ing out the. protestant test.
Jesse Mann of New "Hampshire undertook to
touch upon Slavery this morning, but was ruled
out of order and left in a passion. The North is I
wonderfully stiffened up by debate of yesterday.
It has brought out the right feeling whoreit was
supposed doughfaceism was universal. Connect-
tient, New Jersey and Michigan are coming up
to the mark nobly.

Uulun-saving Pro-Slavery affair. Everybody
suspected of belonging North was omitted in

no designs on the Union, and therefore don't
choose to waste breath in saving it.

The very unfavorable state of the weather
since the Bth has prevented any material part of
the force being landed; and ithas been found
necessary to send the vessels that brought, it,
and which could not be got into harbor, to Ear
etch Bay, until it should moderate:
Five troops of the 12th Lancers landed on the
9th from Ilimalaya,which performed the voyage
from Alexandria to Balaklava in 94 hours.
The enemy made two serious tumults uponour
most advanced parallel of the right attack on the
night of the 9th, but were on each occasion moat
nobly niet and repulsed with considerable loss.
The arrangements of Colonel Trollope, who
had charge of, the right attack, and Lieutenant

years; vegetables and fruit equally so. Wine
(one of the necessaries in France) is at two and
three fold rates, owing to the. disease in the

and the provincial eitiesare almost as high. All
over France the cry is up about high prices, which
are, on the average, fifty per cent higher than
before the war. Cattle and sheep are not raised
