'But this morning be was of another way of thinking. His allies made nothing by their motion of yesterday--they got more than they bargained for; so when Jesse Mann of New Hampshire, having finished a strong, speech against letting in the Louisiana Catholics, com menced a touch of Anti-Slavery doctrine, he was .I promptly shut down by the President. The de cision was promptly right now, but it was very wrong yesterday. Nearly every prominent member has a "plat form" of his own which he thinks can alone 'pave the party and the country. That of Albert Pike of Arkansas Is modest enough. He proposes that no Council shall discuss subjects that aro distasteful to other Councils! Is Albert Qua ker? What a set of dumb shows the meetings would be under this rule! The discussion of stkolicism would be tabooed es well as Slavery, for both are equally obnoxious to the sensitive "lords of the and wore Nippers of the most holy Catholic Church of Louisiana. In the place of the Louisiana delegation exclu ded, are admitted the 'partial representation (two men only) of another state council which nbitlea by the Protestant test and excludes all Catholics with religious faithfulness. All of the Pennsylvania delegation, sasellov.Johnston to ted with-the ultra South to override the Prete.- tont test and admit the original Louisiana Dele gates. At ono time the Council 'seemed.,to be nearly evenly divided on th is question, tififf.the Catholic delegation was near en admission, but a strong sq,etteh , from Kermeth Raynor of North Carenna against them carried the Issue. ThO Southern members nearly monopolize the speaking. It is difficult for a Northern man who is suspected of being true to the North to get the floor or to be heard respectfully and with out interruption. Yesterday it was three to one on the part of the South, and so it has been to-day. The dispute of the California delegates was netted to-day without any words of consequence, and at 2 o'clock the Council adjourned till 9 o'clock to-morrow. Mott of the members attend the grand American banquet given this evening 14 the Americans of this City. The contestedasata are-now all settled, and to morrow the Council may proceed to the election of officers or the construction of a platform. Everybody is better natured to day. Virginia smiles even, and protests that it did not mean to. be ill-mannered or ill natured yesterday. The' ' Missouri Compromise lino to the Pacific is more talked of, and finds emu, favor South. - PRltanlLPni seeds! plooten to tne Y. Tribune. Tuureday, June 7—Noon.— The South concussed loot night and the North do the same to-night. The Kansas debate was not allowed to go on to day. The South had enough of it yesterday. Pn.u.onstento„ Thursday, June, 7-1 P. M. —The Louisiana delegation were excluded this morning by a vote of 71 to 44. All the votes in their favor were from the South. The North and West and a part of the South went against them. No movement has yet been made to disturb the Alabama delegation, who stand upon the same position as that of Louisiana in throw ing out the. protestant test. Jesse Mann of New "Hampshire undertook to touch upon Slavery this morning, but was ruled out of order and left in a passion. The North is I wonderfully stiffened up by debate of yesterday. It has brought out the right feeling whoreit was supposed doughfaceism was universal. Connect- tient, New Jersey and Michigan are coming up to the mark nobly. PRILADRIMAIA: THORODA T. June 7—Night. The grand American Banquet to-night is a Uulun-saving Pro-Slavery affair. Everybody suspected of belonging North was omitted in the arrangements for. speaking. Nearly all the Maine, Maseaohusetle, Ohio, Indiana and Ver. mont delegates absented themselves. They, had no designs on the Union, and therefore don't choose to waste breath in saving it. Barker will not.be elected • President—rely on that. He is altogether Incompetent, and. was snubbed all around for hia.rulizqg at the meeting this morning. According to letters from St. Petereburgof the Ilth, Russia has profited by the troubled of the Chinese Empire to effect an easy extension of the frontiers in Southern Siberia. Means have been found to induce four Mongol Khans, longsubjeet to China, to ask that their lands may be annexed to the Russian Empire. The Mongolians in gees tiodare miserable tribes, without agriculture, arts, or even towns, and well understand that they cannot hope to maintain' a - position.of inde pendence.. Tatter AND ITS New ilmwr.—The journal de Conatesntinopte publithes the imperial hew, by which the Christian subjects of Sultan, hith erto excluded by jealousy of. religion and race, from the profession of arm!, are called to take part in the military service of the empire. The proclamation starts from the point that all the, subjects of the Sultan are alike, and without ex ception cared for by their sovereign. It is next intimated, that measures are taking for consoli dating the basil' of the Ottoman state for carry ing out administrative reforms, and for giving legal guarantees for the welfare of all. areepatch from Lord Washes. BEepak Sseseloroz, May 12 do myself the bonor : to acquaint yck'n. Lordship that General de la Martoora, with a portion of the Sardinian contingent, arrived off Balakiava on the night of the Bth that., and he came up to headquarters the following morning. The very unfavorable state of the weather since the Bth has prevented any material part of the force being landed; and ithas been found necessary to send the vessels that brought, it, and which could not be got into harbor, to Ear etch Bay, until it should moderate: Five troops of the 12th Lancers landed on the 9th from Ilimalaya, which performed the voyage from Alexandria to Balaklava in 94 hours. The enemy made two serious tumults uponour most advanced parallel of the right attack on the night of the 9th, but were on each occasion moat nobly niet and repulsed with considerable loss. The arrangements of Colonel Trollope, who had charge of, the right attack, and Lieutenant Colonel Mundy, the field officer of -the treneheis, were most judicious; and Captain Turner,.of the Royal Fusileers, and Captain Jordan, of the 84th Regiment, are reported tq have done their duty in the mosrgallant manner. They opened,m powerful fire -on our trenches on..t. he following night, and exposed their columns tad heavy musketrylre from the troops on duty. They did not, however, reach - the parepeta, nor, indeed, come very near them. Last night a very determined sortie wee made upon the advance of our left attack. The enemy moved forward in two - columns from the Woron ioff road. Our advanced sentries having slowly retired, the guard of the trenches was prepared to receive them, and consequently drove them back in . ' the moor determined manner. A few Russians only got into the parallel, and five were left dead close outside. • The conduct of both afficere authmenwas thimble, and it is with deep concern that I have to report the death of captain Edwards, of the .68th Poet, and that of fire men. ' I have sloe the pain of saying that the wound ed amount to 80. Owing to the great quantity of rain which has fallen during the last few • days, the rervice in the trenches has again been most arduous end' severe upon our men, who deserve all praise for their energy and untiring perseverance. LAN. GiNinAL Paids.9lll'll Piana.—The new of campaign ineaid to - be of General Peliseier's conception ; and from his known character it is not too much to expect it will be something very daring, ned more approaching what is termed the gratukcoet•rs than any we have as yet witnessed in the Crimea. It, is not probable that his plan has been communicated to mink consequently any idea as to its nature must be vague. it is however, surmised that his intention is to make a bold attempt to cut off the Russian army from Sebastopol, drive it into the interior of the coun try, and establish himself on the ground now.oo - by them, to do what the Russians attempt; ed to effect at Inkermann. But whatever tie the I u6w plan of operations, it is certain that im portant events are considered imminent at the seat of war. General Pelissier will assuredly noel remain idle and we may expect, from one day to another . to hear of something decisive hav- I lug taken place. Too Now Now CAMPAIGN IN Tun C6tstaA. The Paris correspondent of the Daily News writes:— I I have theses to believe that the French govern_ meatis about, either officially or semi-officially, to contradict the report that the recall of the ex- I pedition to Kertch proceeded from a mis.tider standing of a telegraphic deepateit. According to information, which I have no.doubt to in the math correct, a new plan of campaign, sugges ted by General Pelissier and approved of by the Emperor, renders the immediate occupation of Kertch comparatively unimportant. Itie probe- , ble that at this very moment the allied armies! are carrying into effect against the Simians a 'manceuvre similar to that which they attempted against ns at Interment'. A general attack up on their positions on the Tchernaya river Will doubtless' be reported in a few days. The fol lowing Is a closely approximative estimate of the allied force now in the Crimea:--120,000 French, 30,000 , English. 15,000 Bardinlans, 35, 000 Turks, and 10,000 Egyptians— in all, 210, 000 men. It is considered that 80,000 men will abundantly suffice to hold the trenches before! , Seloatopol, land the remaining 180,000, besides reintbreements, are likely to be employed during the summer to scour the Crimea. The latest government magnate state that the amount of the Russian force in the Peninsula is much less than has been supposed. A despatch from Vienna states that General Pellesler, on assuming the commantMe-chief of the French army in the Crimea, announced that an attack would soon be made; This declaration was received with enthusiasm by the army. LASIST AUSTRIA:I PIOPOArrION.—The Partin correspondent of the Daily News, writing on Wednesday, the 28d, says: 'The latest Atistrian proposition for conditions of peace to be offered. to Russia has been, as I am assured in an official quarter, favorably received by thefrenoh govern ment; but some -doubt le felt, or affected to be felt, whether it wit be thouglite, qemily acceptable in England. I understand that the, propooltion what ever it may be, has been fpnraided to Lon don this morning. When I soy that it has been favorably reserved here, I mean that the govern ment looks upon it mi a pledge of the co-oper ation of Anstrio in the war. It is not,for a mo- meat oupposed that the proposition will be ac cepted by Muesli. Hoverer, diplomacy is hard at work, and It is difficult, indeed, to say who ie . moat likely to be deceived:" A French private despatch, publinhod In the Petrie of /last night, announces that, on_the nights of the 22d and 23d of May, the French carried by malt the entrenched Brissian vamp near the Quarantine Bastion; which was defend ed by the whole garrison of Sebastopol. , The same despatch states that the expedition &phut Kertch had spin sailed. Blivins' experience reminds us of the anecdote told by the Rev. Sydney Smith.
