The project is one which has not been canvassed as it ought before the people; and there is a mani fest. propriety in sending a matter ass much portance over to another session, and subject to a revision by the public. Harrisburg has been the Capital for more than half a century; and it hardly:behooves our tegiaLatore to decamp from it Bo suddenly, without consulting those who have a right to be hoard. In very few States of this Union is the seat of government located at the principal business point of the. State.. Massachusetts affords the only instance which now occurs to us; and we arenot certain that the experience of that Com monwealth affords any argument in behalf of the proposed measure. The general rule has been, first, to make the Capital as central as possible, for public convenienea, intd second, to remove from metropolitan influence. Largo cities are not only always seeking legislation in their own behalf, but they likewise aim at a general con- trot of the policy. of the State; and it is meet that, in judging of their projeits, the legislature should be removed from thosesednotive local in fluences with which such places abound and which their citizens know so well bow to use without overstepping , the bounds of honor or honesty.' Legislators are thus left to a clearer view of their duties; and being removed from distracting metropolitan allurements have more time for, and are lees embarrassed. in , the die charge of their responsibilities. 'We certainly think the principle upon which the States have so generally acted'is a correct one ; and shall re gret to see it departed from, in the case of our ewn'Commonwealtta, at least until= the people have had the opportunity to loolinto it. Tau Fo mon News.—The intelligence brought by the Atlantic is of more than usual aignificance. The Vienna conference' has broken up; without aceomplishing its purpose, Bessie feeling strong enough to refuse the demands of the allies. The new Emperor ie evidently under the influence and control of the ultra war party,-and dare no undertake a peaoe untfl. the stern chances of war have been again tried. The Allies have nothing left to them but to Eight it out; and if, as the rumor indicatest o Austria is disposed to side against them; the tangled web will become more complicated than ever before. We can hardly believe this of. Austria, however; for, no matter -how much she might thereby annoy England anti Trance and injure Turkey, she - wonld lay herself open' to a most-fearful retaliation. ...She seems . to tut to have too many exposed points for such a venture. The details 'of this starimer'e now may be ex . Tooted here in time for our paper of Monday, from which oar readers ;will be able to glean amore intellipmt view than from tie telegraphic acasnot. SPAIN. rue Stars.—The crack of the sport*• man's gun is heard very frequently in the coun - try, just now, the victims of his skill being the , innocent and ;u s eful 'useful' birds which are just ._ ning to visit us and enliven the weeds and fields. The one thing now needed by this road to make it one of the most suneessful in the country is the comple tion of the Fort Wayne and Chicago road. This would give a direct and unbroken route from this - city to Chicago, and divert from, the Lake Shore roads a largo portion of the travel which has thronged them daring the past month. The Somerset Reread, after alleging, in direct terms that this paper bad fused with the demo_ oratio party, now crawls out by saying that, in its opinion, our course is tantamount to a fusion —that the Know Nothing party being an oppo nent of the democratic party and the Gazette an opponent of the Know Nothing party, therefore the Gazette had fused with the democratic, party. This login, or explanation, or whatever it may b e t a k en for, is pitiful, and as puerile as the original allegation was false. "Tout Wear Eon."—Most persons think that the reason why the west-end of London is more' fashionable than the out, is nothing more than the topographical configuration of the capital. But-the Academy of Sciences at Paris, at Its last sitting, pronounced this opinion to be a delusion. It: the first place it appears that it Is not only at London, but at Paris, Vienna, Berlin, St. Peters burg, and almost every other capital of Europe— at Liege, Caen, Montpellier, Toulouse, and sever al other large towns—wherever, in fact, there are not great local obstacles—the tendency of the wealthier inhabitants to group themselves to the west is almost as strongly marked as the " great metropolis." In the second place, at Pompeii and other ancient towns the same thing may he" noticed, and in the third place, where the local figuration of the town necessitates an increase in a different direction, the moment the obstacle ceases, houses spread towards the west. This last fact may, it is stated, bo particularly ob. Barred at Rome, and, to a certain extent nt Ed inburgh. When, then, all cities and towns have their best &Arista in the west, it is pretty clear that the canoe of it must be some general law entirely distinct from local situation. What is that law? "It arises from the atmospheric pres sure," answers the Aeadmy of Science. "When" it continues,-"the barometric column rises, smoke and pei'nicions emanations rapidly evaporate in spthe. In the contrary ease we see that smoke and pernicious -vapors remain in apartments and on. the surface of the soil. Now, every one knows that of all winds, that which causes the greatest Setlelltioll of the barometric column le that of the cut, and that which lowers it most is the west. When the latter blows, it has the inconvenience of carrying with it to the eastern- parts of a town all the deleterious poses which it meets in its pas sage over the western parts. It results from this that the inhabitants of the eastern part of a town have to support not only their own smoke and miasma, hut those of the western put of the town, brought to them by the 'eat winds: When on the contrary, tke east wind blows, it pur ifies the air by causing to ascend the pernicious emu ationa which it cannot drive to the west- Consequently, the inhabitants of the want receive pare air from whatever part of the horizon it may arrive; and it may be added that, as the west winds are those which most frequently pre vail, they are the first to receive the air pare and as it arrives from the country." After thus explaining why the western parts are the best, the Academy makes these recommendations :-1. That persons who have the liberty of choice, and especially those of delicate health, ahould reside, in the western parts of towns 2. That all es tablishments from which emanate pernicious vapors and gases shank' be placed to the east; 3 That in buildings house in s town, and even in the country, the kitchens and other dependencies from which pernicious emanations nosy arise should be placed to the Lest. - The members of the Academy who have announced the preceding discovery, and make the preceding recommenda tions, are Messrs. Pelouxe, Ponillet, Boussingalt and Elie tie Besumant—all of them of European reputation as lararal. I ' EMT SAIL or New Waxer.—A bona-fide aide of wheat on the ground—the incoming crap—was made on Saturday, and the first we have heard of having been made this season. One of the most extensive farmers in anadjoining town con. tracted for the sale of the product of shout one hundred acres, to be delivered immediately after harem, at a fraction less than two dollars per bushel. The purchaser was a country miller.— A handsome advance was made on the spot to bind the contract. The inference from this sale is that the present indications are that the open ing price for the new crop Will be less than two dollars. It will be more than ten weeks to har vest, and important changes may occur to affect the marketsin that time.—Roe.Awer (N.Y.) (laden. The liingston (Canada) Nara of Tuesday learns that in consequence cf the price of floor having been raised to thirtun dollars per barrel, and other breadstuff, in proportion, the people of Smith's Falls have broken open the !Flores and helped themselves adage's. A great deal of Buffering is said to prevail in the township of Marlborough and the adjsaint townships, which were devastated by fire last August, many of the settlers being destitute of food and the means of procuring the treed for their spring crops. It is said a petition is about to be presented to Par liament praying for aid for these people. Ma. Be:m.3l'olm eminent London publisher, has yielded to the pressure of the times. The business will probably be continued for the bene fit of the creditors. Bentley's Miscellany, the sale of which had declined as low as 600 a month, has been purchased by Mr. Ainsworth, who is now proprietor and editor of three periodicals, via: the Now Monthly, Ainsworth's and Bent ley's.
