With regard to the T _ces, all that
has transpired within , days has been
that another meeting sly held, pending
' the arrival of the anew.. _ram St. Petersburgh
to the deniands to which Russia is required to
submit on the third point, apd that it wee short
and unsatisfactory. This announcement produc
ed heaviness in the stock market, since, although
it Was not expected that any real progees would
be made previously to the arrival of the St. Pe
tersburgli dispatches, the knowledge that the
'Russian representatives have most probably
at least received tome message by the elec
tric telegraph Indicating what the nature of the
reply was likely to be gives to any unsatisfactory
tone they may have adopted an importance that
mould not otherwise exist. According to some
accounts, Russia has offered not to increase the
Matt Sea fleet beyond the, few vessels now re
maining at Sebastopol, and to abstain from rain
ing with a view to theirfature employment, those
that have been sunk, a proposition which was in
stantly, rejeeted, . From the secrecy, maintained
by all puree, it is not likely, however, that any
of the numerous stories of this description which
circulate from time to time possess the least
foundation.
All the arrangements for the arrival of the
Emperor and Empress of the French are now
moredeflaitely fixed. Theywill land on Monday
next, the 16th instant at Dover, where Prince
Albert, who will go down on the previeus day
will be in readiness to receive them. Their stay
will be limited to a week, and .during that time
they will visit the corporation of London In state
and also the Crystal Palace.
Parliament will resume its sittings next week,
although probably little will be•done until the
Emperor and Empress have departed. Mean
while,
- 1
thereis nothing new in domestic politics.
The course of trade continues quiet and safe,
and money is every day becoming more abund
ant. The India Company, who have some unem
ployed funds on hand, are offering to make loam,
on Government securities for two months, at the
rate of 2t per cent. per annum, and in the dis
count market the choicest bills can readily be ne
gotiated at 8} per cent. Meanwhile, not only are
the continental exchanges maintained at a point
which precludes any export of gold, but there is
every appearance that this favorable condition
will increase and be observable for some time.
Under these circumstances, a steady rise in
the funds and all other securities would hare
been Inevitable but for the anticipations of the
coming loan. The effect of those anticipations,
and of the sales made by public establishments
end private capitalists in coneequence of them,
hen been to produce a eery decided decline. At
the last date, consols were quoted 92t, and they
have since touched 91, the final price this even.
log being int.
The full particulars of the loan are to be an
nounced op Monday, when the governors of the
Bank of England, and such capitalists as may be
desirous of contracting for it, are to have an in
terview with Lord Palmerston and the Chancel
.lor of the Exchequer, for the purpose of hear
ing the terms and fixing the general arrange
ments. The intended amount is not yet known,
but it will be about .51;900,000 sterling, in 8
per cent. stook. As soon as it Is subscribed,
great rebound In prices may confidently be re
lied upon, if no disastrous political events oc
cur meanwhile.
The next steamer from this side will be theAt
lintic on the 21st. Bracnron.
PROGRESS MITRE WAR.
The latest advises from the camp before Se
pastopol are contained in the following telegraph
ie despatches by way of Vienna ;
Thaws, Thursday, April 12.—According to a
telegraphic despatch from the Crimea, dated
April 1, the allied armi‘e were quite ready to
open their fire on Sebastopol. The Generals pro
bably only awaited the arrival of despatches from
home before beginning the bombardment, which
might be expected to take place duringthe el:tint
ing week. The Generals wished to spare the town
and public buildings. The Russians stillshelled
the allied camp and batteries, but -the gone of
the allies were neatly silent, The fire of mus
ketry on both sides was active every night. The
weather was fine and dry. Two fires bad occur
red at Balaklava, a circumstance which excited
suspicions of treachery. _
The Russians were concentrating themselves
toward Raider. The garrison of Sebastopol was
on short rations, as the authorities preferred
storing up their supplies in magazines to issuing
full rattans. Advioes from Balaklava and Rem
ind of ,the 6th, via Bucharest, state that noth
ing important had taken place before Sebastopol
to that date. Alerts and skirmishes were fre
quent. Both sides were pushing on their works
with greet vigor. The general fire had not com
menced. Of seven Russian admirals at Sebago
pal at the commencement of the seige, two only
remain. A third stockade had been formed in
the harbor of Sebastopol, by sinking veseehi in
front of the antenna.
Vuters., Friday morning, April 18.—Nothing
new has taken place at Sebastopol up to the 4th
Inst., inclusive.
Despatch from General enarehert.
CIORRA, March 27, 1856.
Monsieur le ISfarechal—As I Informed you in
my letter of the 28d, a suspension of arms for a
few hour!, demanded by the General Osten Seek
en, took place for the burial of the men slain in
the combat on the night of the 22d. The Rus
sians have removed from under our eyes about
400 of theirs that fell in front of our trenches.
They bad pealed the previous night in effecting
the removal of such of their soldiers as were
slain; in the proximity of their lines.
We have been able to estimate their losses
with some accuracy. They moat amount to 600
or 700 killed, and 1,200 or 1,500 wounded—say
2000 men either dead or disabled. Oar calcula
tions, as had previoasly been the case in all our
engagements, were therefore much below the re
ality. Perhaps they are still.
Our own tossed amount to—killed or dead of
their wounds, - 1$ officers and 169 rank and file;
wounded, 12 officers and 361 men; missing, 2
officers, and 54 men.
I have nothing to add to the details I previ
ously gave you of this engagement; which was
in truth one of great mapitude. You will as
suredly appreciate all the merit of the troops
who know how to defend In this manner trenches
stilt very inoOmpleto.
The auxiliary army is still In the same posi
tion. Prince Gornsehakoff, has arrived and as
marled the general command, which bad been
previously held by Bsron Osten Beckon. Tartar
accounts affirm the !death of Prince Menschlkoff,
which occurred at the moment be was leaving

from a Parliamentary return that the whole num

The members of the Army and Navy Club
have determined to Invite the Emperor of the
French to &public entertainment at their splen

convenient to his Majesty daring his stay in
London. Four hundred officers of the two servi
ces have put down their names. •
The English Government are fitting up every'
available ship and steamer which ties been lying
idle In various ports, so that In about six months'
time will be, to a considerable extent, indepen

transports.__ Already the charge for tonnage for
war purposes is reduced. Barge numbers of '
the present war transports will in a few months

in Spain- On the other hand the Ministry, anxl
ones pandering to the Spanish bigotry in the
vain hope of , thereby disarming lis tinoomPro•

with Lord Bowden, the British Ambtusiador,
whd had found himself compelled to make strotg
reoustranoes on account of the fana' Heal oars- -

The Madrid correspondent of the London

"I yesterday wrote to you that the Spanish

Lord Hoyden considers at tantamount to an , rip=
plication fors recall. The applicatlim is Walk'
proval of she conduct of the Spanish Govern
ment, or in other words, for a c,ensure on that of
Lord Bowden, who will, I am perfastly comfit--
oed, resign (If not recalled,) should oven a she.'
dow of disapprbbation be expressed to him by
the Government.
As it appeirs improbable that the letter in the'
Clamor Ptalica will not elicit, al leastsouse slight
expression of disapprobation from the Foreign
office, the departure of Lord Bowden from his
present post mast, I suppose, be anticipated.—
This is in some respects to be regretted. As a
Roman Catholic, and by the strong interest he
has always shown in Spain and Spaniards, by his
thorough knowledge of the laigusgeand tong ac
quaintance with the country, oar Minister at
Madrid has secured to himself great sympathy
end consideration. - This bas been.eftdent in the
recent unpleasant affair,
The tone of the prise' in &cussing his con
duct has been most guarded and nourteens.—
Lord Bowden, too, has been a lealnitauF4obier. of
English claims and rights. What may perhapa
be questioned is, whether ho has always punned
the course most likely to obtain their virtual'-.re
cognition. The present difficulty-has arisen' in
part from his pressing the Government to pro
claim officially that degree of religious toleration
which it would rather have connived at. ~
That Government is not strong; it is surround
al with difficulties and pressed on 'all sides by
hostile factions ; the religious question has been
a grievous thorn in its side, and, however
much some of its members may (and lbeliere do)
' desire to see religions toleration establiehed for
foreigners in Spain, it dares not make further
manifestations in that Berme. This may be call
ed timidity or pindencn—perhaps, moot properly,
'a mixture of both. On the other band, Lord
Bowden, has presset hard upon them to adopt a
bolder and more decided course.
First, he demands that they, should interrupt .
'the religious clause; then comes the question of
Protestants in Cuba; and now I learn thathe is
sending in a note in consequence of inquiries he
has received from several English consnla, and
with reference to the project of law jug presen
ted to the Chamber authorising cemeteries in
Spain for-non-Catholic foreigners, requesting to
know whether it be lawful to read the Protestant
service over the grave at funerals.
Now in these cemeteries (including that of Ma
drid) which we already possess in Spain, thgeer
vice is duly read on such occesiorm.either by elm'
gymen or consuls, who never to the best of my
knowledge have to complain of interruption or
molestation when performing that - pions &dr--
Wero it not better, then it may be asketto be sat
isfied with gradual iinprovementOind to refrain
from pressing a weak but well disposed Gover
ment for declarations which, if made public,
would complicate its already very difficult po
sition!
I consider theititrodoetion of theXernetesy bill
to be a great step in the right direction; and, as
long an the Government shows willingnesk to go
as far asit thinks prudent, it is =wise aid Unpro
fitable to hernias or overdrive it. Nothing ;is
to be got by spurring Spaniard'. They turn
stubborn directly, especially if the spur be ap
plied by a foreigner."
Mrsorarassous.—All usury laws throughout

t The natives are petitioning the council for an
act to prevent polygamy.
The Turkish Government has decided that for
the future Christiana are to 'be alkured to hold

which will give them theposition of a state func
