This announcement produc ed heaviness in the stock market, since, although it Was not expected that any real progees would be made previously to the arrival of the St. Pe tersburgli dispatches, the knowledge that the 'Russian representatives have most probably at least received tome message by the elec tric telegraph Indicating what the nature of the reply was likely to be gives to any unsatisfactory tone they may have adopted an importance that mould not otherwise exist. According to some accounts, Russia has offered not to increase the Matt Sea fleet beyond the, few vessels now re maining at Sebastopol, and to abstain from rain ing with a view to theirfature employment, those that have been sunk, a proposition which was in stantly, rejeeted, . From the secrecy, maintained by all puree, it is not likely, however, that any of the numerous stories of this description which circulate from time to time possess the least foundation. All the arrangements for the arrival of the Emperor and Empress of the French are now moredeflaitely fixed. Theywill land on Monday next, the 16th instant at Dover, where Prince Albert, who will go down on the previeus day will be in readiness to receive them. Their stay will be limited to a week, and .during that time they will visit the corporation of London In state and also the Crystal Palace. Parliament will resume its sittings next week, although probably little will be•done until the Emperor and Empress have departed. Mean while, - 1 thereis nothing new in domestic politics. The course of trade continues quiet and safe, and money is every day becoming more abund ant. The India Company, who have some unem ployed funds on hand, are offering to make loam, on Government securities for two months, at the rate of 2t per cent. per annum, and in the dis count market the choicest bills can readily be ne gotiated at 8} per cent. Meanwhile, not only are the continental exchanges maintained at a point which precludes any export of gold, but there is every appearance that this favorable condition will increase and be observable for some time. Under these circumstances, a steady rise in the funds and all other securities would hare been Inevitable but for the anticipations of the coming loan. The effect of those anticipations, and of the sales made by public establishments end private capitalists in coneequence of them, hen been to produce a eery decided decline. At the last date, consols were quoted 92t, and they have since touched 91, the final price this even. log being int. The full particulars of the loan are to be an nounced op Monday, when the governors of the Bank of England, and such capitalists as may be desirous of contracting for it, are to have an in terview with Lord Palmerston and the Chancel .lor of the Exchequer, for the purpose of hear ing the terms and fixing the general arrange ments. The latest advises from the camp before Se pastopol are contained in the following telegraph ie despatches by way of Vienna ; Thaws, Thursday, April 12.—According to a telegraphic despatch from the Crimea, dated April 1, the allied armi‘e were quite ready to open their fire on Sebastopol. The Generals pro bably only awaited the arrival of despatches from home before beginning the bombardment, which might be expected to take place duringthe el:tint ing week. The Generals wished to spare the town and public buildings. The Russians stillshelled the allied camp and batteries, but -the gone of the allies were neatly silent, The fire of mus ketry on both sides was active every night. The weather was fine and dry. Two fires bad occur red at Balaklava, a circumstance which excited suspicions of treachery. _ The Russians were concentrating themselves toward Raider. The garrison of Sebastopol was on short rations, as the authorities preferred storing up their supplies in magazines to issuing full rattans. Advioes from Balaklava and Rem ind of ,the 6th, via Bucharest, state that noth ing important had taken place before Sebastopol to that date. Alerts and skirmishes were fre quent. The Rus sians have removed from under our eyes about 400 of theirs that fell in front of our trenches. This may be call ed timidity or pindencn—perhaps, moot properly, 'a mixture of both. On the other band, Lord Bowden, has presset hard upon them to adopt a bolder and more decided course. First, he demands that they, should interrupt . 'the religious clause; then comes the question of Protestants in Cuba; and now I learn thathe is sending in a note in consequence of inquiries he has received from several English consnla, and with reference to the project of law jug presen ted to the Chamber authorising cemeteries in Spain for-non-Catholic foreigners, requesting to know whether it be lawful to read the Protestant service over the grave at funerals.
