Tim Bess QMISTION.—The Harrisburg Herald has at last been driven to complain of "the reek leee facility with which the Legislature of Penn sylvania--and especially the House of Represen tativea--throsts through the applications for new banking institutions." We copy some of its statements: "Theare about eighty applications pending; and we are credibly informed that the committee on Banks in the lower House; so far as the bills have been reached, have reported favorably in every instance, land that without a single excep tion that body has passed every bank bill that has come before, it. Already it has sanctioned an increase of fear or the millions to our banking capital,—and unless the people and the press speak out upon the subject we may expect- the entire twenty millions demanded by reckless speculators to be granted. Nine bank bills, with a capital of $2,200,000 have already been pre sented to the Governor, seven of which, with • oopital of $1,650,000,' are proposed to be located in the interior,—and in addition to this a large number of bills have passed the House and are now awaiting the action of the Senate." The addition to her banking capital naked far amounts to $8,200,000. or nearly half of the above total. As, however, there are two bills pending with' the same name, we suppose them to be intended for the same concern, and there fore deduct one million from this sum, being the amount named in the House Bill for chartering the Coal and lion Bank: this will leave $7,200,-• 000 as the total. We are not prepared to believe that Philadelphia has any need for this inorease in banking facilities; and we feel ,assured that her success in obtaining it would riot tend to heVultisnate prosperity. ./Three banks were asked for from Pittsburgh. One of them has already been chartered. The application of one of. the others, we learn, Is de feotiee, and is not likely to be pressed; so that at most we can get but two new banks, with a capital of half a million each. Pittsburgh is one of the few cities in the Union. which lack a fair proportion of banking capital, and her business is such as to call for emlirged banking &tellies; we do not, therefore, look with any feeling of alarm on the email addition proposed in the applications before the legisla ture. But if our necessities are to be made the stalking-horse on which unnecessary and dan gerous projects are to be inflicted on the peaple, it were mach better that we should suffer under our present disabilities than be compelled to run the risk of future disasters from an unwise ex ? pansion of banking capital in other directions?' - deem. at the list given above will choir the points at which the banks for the interior are to be located.. We spent five or six hours in a man ner most gratifying to our feelings, hearing and witnessing the efforts of the boys at the close of their winter session. Select speeches, dialogues, original essays and mgsic, interspersed, kept up the unflagging attention of the highly respecta ble and crowded audience tothe close. The per formances were all creditable, and some of the original compositions evinced more than usual facility of expression, varied acquirements and originality of thought, for such young persons. The music was not only creditable, but would do honor to any public exhibition in the country. We have attended concerts -of couch pretension which did not afford better voices or display a higher:cultivation_ We were much pleased to discover among the scholars who acquitted them selves well, the scum of persons residing in the neighborhood, whose means would be wholly in adequate to enable -the children to enjoy snob advantages, but for the institution being located in their midst, thus allowing their children to board at home. •• While it coats the boarding scholars about one hundred dollars for a session of five months, these receive the same advanta ges for about sixteen dollars. This shows what desirable acquisitions such elevated and classical institutions are MA neighborhood. The:Acade my commences its summer session on the first of May. The Principal, the Rev. Mr. SEATILLI, has now conducted it for many years, giving great satisfaction to parents who have confided their children' to his . care. We assist ed last year in breaking down a pro=slavery party, expecting the successful one to be an ex ponent of the anti-elsvery sentiment of the times : but when we see that successful party selecting for its embodiments such man as Thomas J. Power, Thomas 8. Bell and Simon Cameran,we are led to believe that we were slight ly mistaken in our expectations. The Argue is certainly free to fuse with Power;Boll, Cameron, and others of that,olass ; but we doubt whether it will contribute :Mush to the success of anti slavery principles in so doing. Ws stand where we have alwiys stood ; In de termined opposition to all secret political organi zations. Nothing„can tempt us from this posi tion. Dearly as molars the anti-slavery cause, not even the prospect of doing it a benefit could induce us to yield 000 inch in this regard.
