For the Plttstituvlt Dill? Gazette. Steubenville listilroad. Son:—ln common with many other citizen' and.taz Payers. / have reed with much interest the report of the investigating committee to the Pittsburgh end Steubenville Railroad Company. The "Auditors" say that the main object of their "review" has been to show the exact con dition of the Company, so that the stockholders and taxablis of die City and County should know "precisely how it stood." At this work it ap peais that the Auditors have labored for two months; and the result is now before the people of the City and County, who ore the real bwners of the road as the Block held by individual. is small to amount, when compared with the mu nicipal t.ubseription ; and, of tie individual sub ecriptions, Instalments amounting to more than $200,000 are still unpaid. Why this Is eo the Auditors do not inform as. After having read the report twice, I must con fess that I do not yet undeistand "the exact condition of the Company." It Is satisfactory to learn however that, after 'two ;months spent In overhauling all the affairs of the company, no frauds, or Sehuylerisms, and no illegal or fraud ulent Issues ortitock or bonds appear to have ex isted. Thiele a gratifying fact, and as the com pany has had Ave Presidents before the present Incumbent, and numerous directors, who have boon among the most prominent and shrewdest lawyer' and business men in the city, It is well that such is the case. The ember:laments of the company have not been caused by frauds, or misplaced confidence in dishonest Why Is it then that the city and county are in danger of Incurring heavy homes in the prosecu tion of this remarkably pbpulor enterprise? This Is a serious question, and to it the Auditors have undertaken to reply. It appears to me that In preparing an official report on a subject in which the reputations of no many prominent gentlemen, as men of busi ness, were more or less involved, a more calm and judicial style would have been better suited to the subject The comparison with Talleyrand; and that of the Company to the "widows' cruise of oil," might have been omitted. Ait'"asylum for inexplicable windfalls," would have been a curious expression oven in a report on the House of Refuge. We are also, told that a "posthu mous entry" was "still born,". which smacks of the medical sciences. We have hid a great deal of very cold weather, whilst the Committee have been engaged in their explorations; and they now inform us that they "were compelled to seek almost a north-tcustern passage after the betimes from whence money came, and the des r tination it reached." .Tho Committee also informs us that to open a new set of books, would he "a perilous and ex ceptionable expedient" This Is a matter about which good accountants and men of business may honestly differ in opinion; as Indeed they may . on many other subjects. One thing is clear, and that is that more mon ey must be raised and a good deal it [twill never do to stop now. The road must bufinish ed, and how to accomplish that Is indeed the practical question before us. It may well be doubted whether the report of -the Auditors will help the credit of the company, or raise the market value of the stock. If It should have a contrary effect, the stockholders will not gain much by the labors of the Committee. it will need a powerful hand to lift the Company from its present prostrate condition. Capitalists must be appealed to; and they will want to know some fords, which do net clearly appear in the Committee's report. The following are some of the questions to be an ewered• 1. What amount of liabilities has the Coin pony incurred on account of work now done ? 2. After paying in full for the work now done, what amount of avaiLlbto means will remain in the Company's hands? How ranch work remains to be done, to finish and equip the road, from river to riv er , and trim' will the river bridges cost? 4. How long will it take to bring the road Into full operation, after the means aro provi ded? b. And 'lastly, what will be the probable net earnings of the road when finished! ,The road wad be finished, and the past can not be recalled. Recrimizustlon enriches no one; and wise beads and etzong hands mutt work to gether harmoniously, to s►re the interest or the city and county In the Pittsburgh and !Reuben Mlle Railroad. Tan-Parin. Tom Awn Toonnta.—Aithough barricades are notion now in fashion, the reform movementof ora-,.,„,,d I. t „ ,, , , ,, ,;ng - temm runrammye-ax vanefis, and, perhaps, in 1.0 sphere more 13.111:111.11- takesbly than in that of things eoolosiastical.— Three symptoms appearing almost eimulteaeous ly, two in Europe and one on tale Continent, and all of them of first-rate importance, warrant us in pronouncing the movement of revolt against Church establishments one of the moat manifest tendencies of the times. - The first ofi these man ifestations, in pointof time, at least, is the "Am for the Secularization of Clergy Reserves," lately passed by the Canadian legislature, by which the English Establishment was abolished, i and the religious system of Canada was based upon the voluntary principle, and assimilated to that in force among ourselves, an act of spolik i don at which the Bishop of Toronto vainly rain ed the cry of "Communisza!"— This measure is.' the sorest blow the Church of England at home ; has sustained of late,. and the British Rouse of Peers trembled as itpaseed the preliminary sta tute enabling the Canadians thus to deal with the possessions of their clergy. The Chinch of Rain* has fared no better than that of England. The little Stara of Sardinia, which had been signalizing itself. for Rome time by divereprofane proceettmgv—imeh as the abo lition - of ecclesiastical censorship—has at last outdone itself in wickednest by . destroying, al most totally, ell the , religions associations or both sexes, the collegiate churches and eimple benefices, and delivering over their property to, the administration of the civil power." - Whereat the Papal beast is tortured, and taking up the cry of the Anglican Bishop of Toronto, denonn cos the little Commonwealth as infected with * , the pernicious errors of Socialism andCom i munism," and as having merited tho aw 1 cal c tigation of an interdict. Heresy In itai 'weal bad enough, but not so bad as the evil new& from Spain—Spain, the native country of Loyola; Al cradle of .the Jesuits; the hope of the Inquisitor; the matchless defender, the peerless propagator, the chivalric champion of the Roman Church.— Like Sardinia, the barricade ministry of Spain began by offending in small:things—such as the liberty of the Press, religious toleration, and the like. The Court of Home made an ineffectual threat of withdrawing its represenfiftive from Madrid for a breach of the Cencordat, and then kept silence. ' ! Bat the downward way is speedy; the Spanish Ministry are now carrying ,threugh a bill for I selling all oceleaiaatical property, and making, the clergy and the religious houses dependent I for support upon money-stdarles from the pub• lio treasury. This plan Is analagous to that In stituted by the French Constituent Assembly of 1789, and when carried Into effect will 'salmi late the position of the Spanish clergy to that of i their brethren on the other side of the Pyre- ' need. . "How are the mighty fallen !" Tho in- I cubes that has so long weighed upon the dead- I nice of the lbertilan peninsula, that has . made It', uttheseem the promise of its middle-age and play, for the last two . centuries, a subordinate part in the movement of Europese' civilization, seems about to be—partially, at loast..shaken off. The Pope has not yet spoken out upon this last profanity; bat neither the brilliancy of Itai bolla'e gift, nor the splendor of the assembled magnates at Rome, nor the eclat of the newly proclaimed dogma, northe consequenteostacies of the faithful in every land, will suffice to, re pair the damage inflicted by these rebellious as sumptions oCuadependence on the part of Spain and Piedmont —N. l'; 21ibuns. He has about all on law that a law yer of his standing should have, and a fair col lection of acientific works, including Bayley'a Dictionary in French, Erasmus, Lipsina, &e.— Then be is rich in encyclopedias, and par. ticalarly in American history. Other rarities for a private library are Rymer's, Feeders, Somers,' Tracts, and Da ..Cattge's Glossarium, ' This library, of which yo%have a glimpse with pen and ink, is perfectly orranged by subjects.— The rooms have a free and easy appearance that is very attractive . •We warn alllovers of books, that if they would not run into the temptation of breaking the tenth commandment, they had bet ter keep out of this library. Mr. Choate thinks he should have died before this had It not been for his library. This reminds us that a library has been named a medicine for the mind, and of the king of Egypt, whop according to Moderns, Similes had inscribed over his library door Greek words, which Engllshed, are "The Dispensary ,for the Soul. The important rivers Irra waddy, Mouttams and Menon, and their numer- 00A brancees discharging themselves in the gulfs of Martabn and Siam, open up communication with an immense extent of country,- the products and commercial capabilities of which are as yet quite unknown. The population of Barmah has been usually estimated at 4,0000000, exclusive of the provinces coded to the Britiah--namely: • Ar-. racan, containing about 600,000, andTavoy, Mergni, &c., another 100,000. The number of cities, towns and villages of the Burman empire are said to be about 8,000. The towns - Of Ran goon, Pogo and Promo are most important pos-' eessionV, as situated on the principal branches of the Irrawaddy, and commanding, therefore, the the whole exterior trade of the empire. Shut out from communication with the sea, unless through British trade, it is confined to an inte rior traffic with China, the Shan; and Siam; by the rivers or by caravans. . i We bate teethed the following circular from our obi friend Mr. Iteebling: SOSPENBION BMW; March oth, The first Locomotive panted over the .Suspension Bridge , yesterday, at a moderate (peed. This engtne, weighing'23 tens, caused a alight depression of the superstrucbire which; in the centre, measured 3 . 4 Inches, but produ;. cod no vibration whatever. The experiment wad repeated to.day with two other engines, making . ,separate trips at a speed of 8 miles per hour,— One of these weighing 34 tons, and with a well filled passenger car attached, caused a degree- . BiOCI in the center of 61 inches. Considering . the unfinished state of the work the above results, and the total ahem:ice of vitzi. , tion are highly gratifying. The success of the work may be considered as established. The strongest gales have tio effect on it. The Bridge will be open for the regular passage of bates in about eight days. ' JOHN A.
