It will be remembered the Old Liners in the Legislature refuted to go Into an election for Attorney Gen eral, State Agent, and other State officers. This they did because they knew their candidates would not be elected in joint session, and if no alsertimi was guide, they npposed the Governor would appoint their candidates, who would thus get the offices, though a majoritu of the Legis lature were opposed to them. They succeeded in preventing an election, and after the adjourn ment of the Legislature the Governor appointed the candidates of the Old Linen, and their plan seemed about to succeed. But it seems the Con stitution requires the oath of office to be admin istered by the Secretary of State, and he, not being an Old Liner, refused to administer it, and there is no way to compel him.
