Liberty 02:21221 Wr find in the haltiesse American, a paper with decided leanings to the Know N.dliinz, cause, a statereentuf facts respecting a quarrel between the Mayor of Baltimore and the Know Nothing Order, which challenges attention, and ought to excite the liveliest apprehensions in all who care about preserving their liberties intact. Mr. Blinks, the Mayor of Baltimore, was elected as the Know Nothing nominee, and on a pledge that be would appoint none but Ameri cans to office. This pledge he has redeemed; but in making his eclectic.ns for office he has taken several individuals who, though Dative born, are not members of the Order. His nom inations have to ire confirmed by the City Coon oils; and these being under Know Nothing con trol, have rejected all who are not-members of the Secret Order. Hence the:quarrel now pend ing. The Order claims the right to control the Mayor's nominations ; nod the Mayor refuses to 'submit to this dictation. The American thus states the leading facts of the cane TROVOLS IN TB! ADDR(CAN PARTT.—TIIO trouble in the American party begins to assume a eerions aspect. . We rutted a day or two Sine., that there had peen a meeting of the Superior or State Council (of the K. N. Order) to take into considerption the course pursued by Mayor Blacks in his nominations of officers for the city, and a committee was appointed to advise with him, and direCt.the course which he should foi -1 low for the future. The few facts which were published in the American of Thursday morning have brought shout an inquiry as to the source from which these facts were obtained. It has been charged that they were obtained through the connivance of the Mayor, which it is scarce ly necessary for us to.eay is without a shadow of foundation. A member of the committee called on that officer yesterday to make the inquiry, and also to speak to that functionary upon the course he intended to pursue. The Meyer, we learn from o gentleman who was present, would not acknowledge toy authority of the commit• tee, nor its control over its notions, nor submit to its dictation. lie said ho thought he knew his duty quite as well as the committee did, and if he was not disturbed, be would perform it fie had accepted the nomination upon the plat :.form adopted by the party, had laid down his 1 Course in his inaugural address, and would ad -here to it. -,1,--enotlier meeting of the committee was held _rat TeMperance Ball, when it was resolved to dia.. , reover who divulged the facts which have been made public. The following aro the members of the committee: Dr. E. P. Bouldin, John IL Wit. ' son, regalia maker; John O. Wilmot: paper hanger; E. Beale, carpenter; John Mitchell, tobacconist; and William L Valliant, China and glass dealer. This. committee was ep pointed to receive the action of the subordinate Councils throughout the city, and to explain is the Mayor Al. duty of adherence to the party who elected Aim. The Mayor says that be shall not be governed by any outside dictation, as he ac cepted the nomination with the express under standing that he was to be left perfectly free in his actions, except so far as the platform, which was adopted by the party before the election, prescribes. The Mayor, in reply to the committee, we learn, asserts that upon this platform he will continue to stand. lie supposed there was no obligation resting upon him to confine himself wholly to the organization in his appointmente,as thereby a large number of Americans who had sustained his nomination might be proscribed. lie eupposes that if he comes up to the require ' meats of the party in appointing none to office than those who are of American birth, sic., that his course will give satisfaction to the great mass of those who elected him. —Those who oppose the chief magistrnto iu the exercise of the right which ho supposes is grant ed by the charter of the city, end the platform of the party, are known as the ..third branch" of the City Council, and their attendance upon the Council is as regular as the eession. When a -member departs from the rule adopts.. 4 by the Superior Council, Ida fault is at once noted and transmitted to the subordinate Council of which be ie a member for the Consideration and Utica) of that body. Two eases have occurred in which members have been reported. la the fient ease the coarse Tres approved but we base not learnt' the result in the other. The Committee not being able to arrange mat ters trith . tlse Mayor, a epeeist meeting of the Superior Connell haa been called far Wednesday evening next; when It G.aaid full reporta will be enbmitted and decieiro' action taken as to what will be the future mommenta of the party en Cu as the central of that betty L eoacernatt.” SPECL/L NOTICES Mayor of Allegheny.—lt being very evi ,ant that the late Whig prlmarr me"ttnif• In Allrx.b.nr warn enntrollnkledtlerly Uwe. wht , were tvd vhlga. my trietnto he.. adiylaed ma to en, as an INDEPENDENT CANDIDATE.
