LONDON, December 6,1864. The probable terms of the Ausuian treaty, and the business to be brought before Parliament at its meeting on Tuesday - next, the 12th inst., ate the points which continue to occupy publiodt tentioa_-.From Sebastopol there has not bet a much important news, but the adeicee reach o the 27th November, and one or two further names of a gratifying .. kind have been re, P4lad• After the announeement of. Austria having positively consented to join the Western Powers, advicea were received from Vienna, purporting to detail the principal terms of the agreement.— These, however, are understood to bare been er. rooms, and nothing of a reliable character has yet transpired en the subject,' except that Aus tria has undertaken to commence offensive and defensive operations, unless the Czar shall, before the end of the present month, yield to the terms required (rota him. fie must also, if be desires peace, sue, for it himself, since the Powers have not, u was at first reported, engaged themeeleil in any way to present propositions for his ac ceptance. One rumor that prevailed when the Austrian alliance was made public, was to the effect that England and France had undertaken in consid eration of it to guirantee Austria in all her ex isting posseasioncr/This created much adverse feeling, since such a pledge would have involved active =intense to her in putting down now and at all future periods any Irma riSiDZ that her misgovernment might occasion in Hungary or Lombardy. Theaapprehension on the subject was, however, arzd'ougded, the intention to give any such guarantee having been wholly and unequivocally denied. By many persons a belief has been entertained that the junction of Austria with the Western powers will not improbably lead to an early peace. They think thatthe czar may even have urged Austria to adopt the atop in order to give.him the opportunity of piekling on the pre text that agabast snchnsombination further re sistance would be useless. Under this view they interpret all external slips to suit their wish, no matter meth they may seem to bear in an opposite direction. ' For instance, although so far from showing any disposition to succumb, the czar is near sending large masses of troopstowarl the Anti- Irian frontier . . with 'mere expedltiois than ever. - This, it is argued, may be merely a (;rick to give as apPearinao of nosketriable determination that may operate in procuring better conditions, and should therefore be construed rather as an evi dence of his intention to treat than any thing elsei Again, although it is mentioned in jhe guns letters that Austria joined France and Eng land!. with the greatest reluctance, and not until she was forced to choose one side or the other, it is.contended that this reluctance was merely a fehttio prevent her intended service to the Cur 'front'being perceived. It is needless to state that these are the epic -1 ions ,of a very em I minorty. Austria, it is true, is still regard s with distrust by all classes„ but it is not belies that the Czar his any pre sent intention of giviiig in. That he would ac cede to the four points, by his refusal of which he originally provoked the war, may at length be gathered from a formal communication mode by.3l. Nessellude to the German courts, but he is well aware that what would have sufficed be fore bloodshed and expenditure had betnlneur red cannot how be entertained. . The acceptance i at this moment of any arrangement which did not virtually involve his surrender of the Crimea would be fatal to the English Ministry and most probably to the reign also' of Louis Napoleon. The offer to the German Courts is looked upon, therefore, merely as another of those abortive efforts to procure delay by which the course of RUSSIA has been diatinguished from the camp mencement of the dispute. ' It hea ofjen beei pointed out that so far from the Czar Ovieasing greatneis of character, that it is his peculiarity to be distinguished by that worst kind of feeble- siess—frequently observable in men of huge frames who get a reputation until times of real difficulty—which results from obstinacy, without i intellect. George the Third was a specimen of the class, although withoutthe coldness, cruelty and oneonscientiousness of his prototype. - The Czar, therefore, It's believed by those who take this view, will go on making concessions but never to such an extent as a wise and bold man would et once repose to avoid further dis aster, and will thus bring about that ruin to his empire which; but for his own ammitance, could never have been accomplished.
