Mr. Alleki has been superseded by the. appoint ment to his place - of Mr, Greenleaf, his chief clerk. The Clerk and the Commissioner are try ing to slip through the clutches of the money har pica by negotiation. Nobody believes they will suoceed. There was a surplusage of rascality boo the part of the bank toward the Navy agent. The President of tho bank was a ?security on the official bonds of that officer, to the aliment of $20,000, and the persous who bad most aided the bank in its extensive and profitable transac tions with the Government, held the Same rela tion to him. The President and his associates, ipartiver, laugh at these cobweb ties, and cacti. ee their friends and patrons with as little con. cern as they would bolt an uytter. The debt to the State of Virginia will probably be a: 'total loss. It vibrates from day to day be tween half a million and a million of 'dollars.— One canse of the failure true the contract to sup ply the State with funds for the prosecuthin of the public works. While Virginia stocks of the new issue were above par, it was, of course, a very profitable operation for the bank to advance money upon them at par and sell them at the rket prembim; but when they fell to 90, from that 86, the operation was not so profitable. The quid unser in diplomacy have been startled by a rumor from Paris that Lori Palmerston was negotiating a treaty with Louis Napoleon. by which the British West India colonies of Jamaica, Barbadoes, the Bahama and Bermudas were to be transferred to France, as a menus of keeping them out of the hands of the United States. The story is flattering to our pride as a nation of Fil libusters, and is entertaining, if not probable.— The substance of it is, that the British ministry have been brought by the churse of events to a recognition of the fact that they cannot under any circtunstinces afford to go to war with the United States. The imports of cotton, rice. breadstuff's, provisions and tobacco are essential to the maintenance of British manufactures and the support of the British people. Peace must therefore be preserved at:all hazards,. This end can and must be subsea.] by the removal of all causes which may lead to a rupture. One of these causes is formed in the steady gravitation of the Union towards the Isthmus of Panama, and its constant tendency to impose upon the Carribean Sea the fetters of - its policy. If some thing do not speedily occur to prevent that con summation, it is admitted by the statesmen of Europe that Cuba, Porto Rico, Hayti, and the en tire West India group, must become parts of this republic. Great Britain cannot afford to fight An. those colonies. France can. Her trace with the United States is important, but not so much so that else would hesitate to sacrifice it, if ne cessary, to the defence of Colonies so valaible as she would have in the West Indies after the addition of the British islands to her own: For this important concession, it is stated that Louis Napoleon will supply men and warlike material 'for service in the Eastern war, to the utmost ca. pacity.of his means: The Know-Nothings declare that they have ob tidied corroborative evidence 6f the Conference of Ostend,.estattlishing the foci that. it :Was not Only held, but ihat it aasembled in obedience to Inatructions from the Basetaryof State, and that .it made an important report . upon the condition of Europe. SLCIIET POLITICAL SOCIETICS.-The impro prietynod danger of seeretsocieties to being di, cussed quite freely by the moot conservative nut most able presses of the country. The anti-Re publican character of secret political organiza tions is on evident to every unprejudiced and re ' fleeting mind, that it needs only time to pot an extinguisher on all such dangerous and improper means of discharging the duties of citizens of a free . government The following remarks, by the Cincinnati Commercial, are worthy of the at tention of all who are willing tngive thin impor tant matter serious thought: .•An examination historically of all that is known of the secret political associations that bate existed, previously to our own time, will convince us that they have, in no one instance, been productive of the good they profess to pur sue. The Vehme-Gerichte of Germany, organiz-, ed to put down tyranny, and administer that jot 7 tico which pelotas refused to render, became a most ferocious tyranny, panicking with unre tenting cruelty, every petty offense against its self, and wielding the dagger of the assassin to support and defend the despotism which it hat established. This society, the largest of the kind, perhaps, that ever existed, and the most -powerful, become the scourge of the land, 1113.1 its secret and untiring malignity was infinitely more dangerous to society than the passions and ambition of the princes who were its enemies -So mischievous did it become that society*. forced into an organisation against it; it became, -as it deserved to be, universally obnoxious, and was, at length, hunted from its caves and des troyedl Huck a society, hoWever, could - only es. Ist id t, land destitute, to a great extent, of gov ernment; and we need not go beyond our own country to discover that the self-constituted "regulator," rapidly disappears at the approach of a regular administration of established laws." • Under a govermiteat at once free and regular, the province of secret political - societies is cir cumscribed within very narrow boundaries, and their period of ,existenco must necessarily be limited. Cliques and lodges of party lenders there may be; audit uceds no - prophet to testify that such bodies can -generate political corrup tion with great rapidity, lint a 'political party in the State, with designs to control, he policy of the government through the elective franchise, mast eitherlay aside its features of privacy, or rapidly descend Into a deserted and hopeless minority--a condition to every intent and pur pose equivalent to a disbandment A majority , party, in a free country, holding their designs, principles, policy and candidates secret from the rest of mankind, is too enormous an anomaly. if it has designs against the &We. secrecy May be necessary to carry them into effect; if It has. no such designs, it must act to the forms pointed out by the constitution, and these are. the oppo site of concealment. The friends of government should in an cases be open friends, and so com pletely is publicity-the great ebaraeteriatic of ours, that it will not only not rewards& the as-- sistance of a secrete rganization in its behalf,. but all its influences are and must against the existence of suchen organLtation. .411 e have assumed that the atmosphere of free repablie, is one in which genre:poll:teal so=l cieties cannot long exist.. They wrest either lay aside their closeness or their power—they must either become political parties In the ordinary serum, or disband. For this reason, we have not ! been Teri apprehensive of any permanently mis chievous effects, growing out of thaterldch is or dismay known as the Know. Nothing organiza tion. It may here and there bailiff:yet wrong, .bet can: to no perceptible extent-change the chancier of government. It may pot-down 'an obnoxious individual, . .proscribe a newspaper, begat an omissions/ publiodlsturbance, and gm er:.te to come eztent a narrow and sectional spi rit, hut these thiugs only require time to correct themeeltes.
