Thera can be no,doubt the people are sof String. The immediate cause of a part of the distress is, I fear it most be admitted, the short crops of the year now closing, which WRA a re sult of the terrible drought that prevailed ever so large a portion of the country-during the whole of the growing sea Son. The proofs of the gen eral Scarcity trio numerous. The most obvious is the enormous prices for altkinds of provisions. One of the most striking, in addition to that, is tae meagre arrivals of bremistuffs from the west b 7 the principal routes. All Europe is appealing to us for food, but we - have none to export. Yet the shortness of drop to certain staples is not the whole cause of the empty supply, and of the consequent suffering. Our agriculture has undoubtedly fallen off during the vast and un precedented activity of commercial .opemtions. The free trade tariff which democratic policy has forced upon the country ban invited people to leave their. farms and their workshops and to re sort to the more alluring - pursuits of Commerce. Production at home has been diminishing, while dealing in foreign productions was never eq pro fitable nor so eagerly followed. We'novf'perceive and may profit by our error. We must go back to our old avocation.` we Moat import less and export less, and must produce 1 , more—we must lay up for a rainy day—we must., not in this fertile and thinly peopled country al low one year of abort crops to find our granaries empty. Foreign commerce is well to diversify a nation's industry, to promote its intelligence and civiliiition; but no a source of domestic plenty and happiness - it cannot compare with that in dastry which begins and ends at home. The baits are breaking, and the democrats in Congress -imagine they can remedy, he evil of the day by :shouting out, down with the banks proscribe small milts, banish the rags, and sup ply the vacancy with coin. This is very Demo cratic. Are not store• keepers breaking also, and manufacturers ? will you prevent the recur rence of that misfortune by shutting up shops and manufactories and suppressing all trade? The luminaries in political economy who now control the House have two grand expedienta with which to mire all the evils of the times. In the first place they watafto euppress all piper eine lation, and in the limit to break down the tariff, although passed as a free trade measure, and throw wide open the flood-gates or competition as a means :of relief to our already stagnant in dustry. This . ..has been the burthen of the song to day and yesterday in discussing the affairs of the." - Diatthet A private bank has blown op, and left, scattered about the country, some $lOO,OOO of bills unredeemed. They will prob ably be ultimately ,paid, though perhaps at a discount which the poor trio bold mime of them are unable to beam So the cry is raised in Con „grew, "put down shin plasters.” If the people did not want shin plasters, they certainly would not me them. The true remedy would seem to be, charter or give some other official sanction to the banks already existing, and require them to letamt their circulation by some adequate guar antoe. But as the Democrats once deliberately refesed to do this, aod".hus contribute,' to pro duce the very state of things now existing, of course they prefer to Standstill, shrieking "skin plasters," "down with the banks," dm. Nothing was done in the House except to de bate.- the affairs of the exploded bank, and to wrangle over a bill increasing the penalties for issuing 'of unauthorised banknotes. The Senate received the report of the commit- ee on the bill for establishiog a board of porn. missioners for the examination of claim. against the government. The substitute provides for for creation of a court, of three judges, salary $4,000 a year, and one attorney, salary $2,1760. It will probably. pass.
