They may properly, therefore; be termed prohibitory. The remaining reference in the Constitution to the subject is in Art 1, section 7, and reads as follows: "Congress OWL have power to establish a uni form rule of naturalization and uniform laws on the untbject of bankruptcy throughout the United States" . • This is sin] . ply permissive. It will be seen from this brief recital of the legislation of Congress upon the subject that the naturalization laws have been changed at differ ent times and for various purposes. The term of residence required for naturalization was first fixed at two years, it was then extended to five years, and by the act of 1798 to fourteen year,; again by the aet,of 1802 it Wen brought back to five years. There is no Constitutional inhibition to prevent the action of Congress upon the sub ject in arty manner in which it may deem proper. WASHI2IOI . O2I, Dec. 19, ISM Gen. Shields has reported a very liberal bill for - the increase and reorganization of the army, it-4 more particularly for the augmentation of the ollicer's pay. The items of an army officer's pay are numerous, and it is not easy to deter mine bow many of them Gen. Shields intends to include in his new tariff of compensation, but I think he proposes to raise it fully fifty per cent. Tho additional force recommended, is six new regiments, and sundry additions to the old ones. The whole number of officers and men proposed to be provided for in this project, Is not less than seven thousand and the increase of expenditure most be between two and three million, of dol lars per annum. I trust the House will prompt ly condemn the pernicious scheme for saddling on the country such a permanent load of taxes to aupport a tided and privileged class of life of ficers, as much practical aristocrats as any sup ported under monarchical systems of govern ments. Ido not believe the country demand. so great an increase of the present army, o will patiently submit to it. The Senate, however, will pass any thing. The Rouse has been occupied to-day with bu siness relative to the District, and has bad un der consideration a bill for the suppreseion of Il legal issues of bank paper. The affairs of the exploded Exchange Bank of Belden, Withers & Co., incidentally came up in the debate, IE4 every body seemed to agree that it was one of the worst failures that has occurred during these peotilisit ly bad times. There is very little doubt that It was a deliberate swindle. The assets will pro bably pay about twelve and a half cents on the dollar of liabilities. This is a bad case. The note-holders and de positors may whistle. They will at some time receive a small part of !their claims, but in - the meantime will be ruined. The democracy has been slightly bitten in this concern. The foolish contract which the house bad with the State of Virginia, for selling its bonds was made by the democratic admin istestion. The Clerk of the House of Rep resentatives is said to have had some public - money on deposit* at the institution, which . ..lz of course swallowed up. The sissy agent is repos ,tetta sufferer to a eery heavy amount, and if so will of course turn up in deficit. It Is very sin gular that in the case cf this officer, the pals of the firm who are said to have fobbed his money were security upon his bonds. These are tight time. Some people think we have seen the end of them. Vain and fallacious hope. We hare' hardly seen the beginning of them! This Exchange Bamk ie the next worse swindle after the Schuyler fraud. No Whig has applied to or called upon, me in regard to, the matter. One gentleman from the Fifth Ward desired me to call a meeting of the Whig citizens of that Ward for the purpose of nominating Ward officers. I declined, for - the reason that neither the usage of the party, nor my own personal modesty, would permit me to dictate to the citizens when or how they should nominate their local officers . . If there ill a Whig party, It will be able to take care of itself, without my aid.
