The resolution, passed unanimously, offering a rewnrd.for the murderer Bremer, but excepting the :May or's police from the benefits of it, is one of the most scorching rebukes which could powdbly have been administered to his Honor, and if ho does not feel it, ho must have n hjde like a rhinoceros. Such a doubt thrown upon the honesty and ef ficiency of the police of n great city, by the Councils thereof, is unexampled, and if such withering.contempt does not induce an effort at reform, the case is hopeless.
