Tno Gar.vrows Arrain.—The North "American calls attention "tothe fact, which probably the careful ressierlluiShimself noted ere now, that in Mr. Mercy's letter of instructions to Cnpt. Bel- . Bus the ground is taken that the authorities of Greytown having ineulted Mr. Borland, during his interference in the Smith arrest, they must either apologise for the insult or punish those who gave it; while Mr. Borland claims that the insult consisted in the very fact of their claim ing to hare municipal authority. His reason for interferinglo prevent Capt. Smith's arrest was that they had no civil or municipal existetee, and consequently no right to make an arrest; and straightway . the State Department proceeds to recognize the very authority_which Mr. Borland denied, commanding that they dual exercise, in the way of apology or vengeance, the jurisdiction which ho denied for the sake of protecting a mur derer. If Mr. Borland woo-right, in WO refusal to recognize a municipal sovreiguty at Greytown, then the Government was wrong in demanding en apology from a civil authority not -existing; if Mr. Borland was wrong, then the government wee doubly wrong in stepping in to his support. There is no escape from this dilemma.' This, 'then, is one aide of the case. What will be thought , of its justice, its courage, its magna nimity, when, recurring to the origin of the dif ficulty, it is found that the simple offence 'for which that petty community of - se - mi-savages were se fearfully -punished, consisted in their basing presumed to claite the very - political au thority, in virtue of which they were afterwards held responsible to our government? An Ameri can Minister impertinently interferes to protect a pretended fellow-countryman from arrest by the'authorities of Greytown,_for a most cowardly - and brutal murder of one of the people of the place, upon the sole ground that his Gove rn ment' cbuld not acknowledge their civil existence; and when, in their effort to assert their jurisdiction in the affair,-Mr. Borland is resisted and com plains to the Department of State at Washington; Mr. Marcy, strangely forgetting consistency, flies into a fierce rage and immediately recog mites, tee the purpose of a violent resentment and retribution, the very sovereignty which Mr. Borland had denied. It is of uo importance to this controversy whether they who pretend to exercise authority at Greytown, werereally what they claimed to be or not. In either event, our government has committed a gross and serious Outrage. For if there,was a civil magistracy ex isting in fact and of right at the town, against the laws 'of which Smith had offended in killing the poor negve, Mr. Borland, in resisting that magistracy, was guilty of an act deserting the treatment hh received, and had no just title to 'tht protection of his government. If, on the other hand, there was no Bitch authority as Mr. Borland could offend, then there was none which could offend him in his diplomatic eopacii.)%er ho held answerable therefor to the United States. So that.the whole transaction, viewed from the commencement; exhibits tts, an a nation, boa very contemptible light, We are not only charge able with having pusillanimously crushed a mis erable-community of people too weak to make the leak resistance or defence but we first in jured that community, and then held them to severe accountability by conceding them a polit ical character which we had refaced to ackuowl olge when it suited our purpose to,inffiet on them insult and outrage. This kind-of injustice may Consist with the haughtiness of power, but it ma nst but excite the contereptand execration of the civilized world. ' The annals of newspaper vileness, bad as they are, do not contain anything so utterly infamous as the above suggestion, which is no less than a .recenumendatidn to the Democrats of New York to utter a bare-faced, brazen lie, and on such a platform to go , before the people for, their suf frages. What an utter. Contempt must such men hs the editor of the Atlas have for the morality and intelligence of the people, when it could ven ture such a dastardly suggestion. The Washington .correspondent of . the Phila delphia North American thus sketches the for lorn condition of the northwestern representa tives who sold themselves to the devil, in the Nebraska business; to secure the-Homestead and River and Harbor bills, and got:cheated: There has been n little fugitive 'discussion in the Senate since Friday last respecting some of the unadjusted measures of the late session, though at no time has there been a fifth of the members of either Housapresent. This is only the ground swell of the storm. Mr. Richardson of Illinois, managed to get in a speech on Sat urday against the veto of the River and Harbor bill, though that veto has never been road in the House, and only receivedn place on the journal by the order of the Speaker, without the author ity of the House. Richardson was the Nebraska leader in the House, and expected to weather the storm of in dignation and unpopularity which be well knew that act would arouse, through the success of the appropriations for internal improvements, and the scheme for distributing the public lands among the new . States of the west. He has been utterly foiled and discomfited in bath expecta tions._ No northwestern:Democrat now has an inch of groundto ttandupon. The repeal of the .Missouri Compromise, the defeat of the Home stead Hill, the failure of "all.projects for despoil ing' the government of its lands for railroad 'grants and other western limal . purposes, militia denial of the River and Harbor appropriations by the Presidential veto, have brought the party into bad odor throughont the west. Frank Tierce was an experiment then, and the experi ment is a dead failure. Tho alarm of Mr. Richardson is therefore well founded; his vexation is just . and natural. lie has just.thrown himself away without equiva lent, lie could endure the contempt of his con stituents, if felt it Undeserved; but by that miserable violation of public faith . in which he was a principal, he has incurred a contempt for hbuselfwhich he Cannot throw off. And so of his confederates and colleagues in this great wrong —Douglass, Cass, Pettit, Shield and Dodge,lave -dog their political graves. It is remarkable how soon retribution has followed the crime. Not an individual, or section, of the Democratic party, which betrayed the rights and, interests or the free States in that memorable coutest, has realized the promise of advantage under which they tided.
