If the data of the writer are correct, the money already expended is not only lost, but the Improvements themselves must finally use themselva up, and vanish from existence, as it 'cannot be supposed that the stockholders will not only sink their principal in so hopeless an enter prise, but tax themselves for all future: time for the innervation of what boa cost so dear. It needs only to review a few of the statements of the Journal writer to show how preposterous they arei . - If4ei is not wholly ignorant of the embjeckhefluts nislettaken to dilate upon he has grossly misstated tho facteat his command. For instance, be estimates the of the Company at $2,000,000, and calculates the Interest at 18 per cent. per annum, thus creating an ennui' expenditure, with one bold dash of his pen; of $360,000; whereas, as we are informed, .the floating debt is only about $500,000. How much interest is paid on this we have no means of knowing, but presume that on much of it no Interest whatever is paid: We doubt whether the whole expenses of the Company in this . way . amount to $50,000. This wipes off $310,000. " The State tax the writer estimates at $llO,- 000, but be was ignorant of the fact, or forgot to state it, that this is included in the statement of the expenses of the Ccritipany which "A.B. C." deducts from the earnings, as the baais of his calculation. He therefore:estimates that sum twice against the Company. Here is $llO,OOO Again, ho ionizes that the rolling stock will - wear out in fire years, :and therefore bases n yearly expenditure of- $400,000 to keep up this _ ' necessary part of the property of the Company. Re ought to have known that the Company„ltave . extensive machine shops, at which all the rolling stock is repaired, - renewed, and kept good, and that the oast of this constant maintenance of the rolling stock bo_a condition as good as npv is in . eluded in the current expenses' of the Compsum, and that it was a part of the $088,848 set down is "expenses" for 'the six months endings July let, The first cost of the machinery, cars, ma , chihe shops, etto., ischargerrto the construction account, but tineqVirtle all items of this ethane : ter are included under the general head of "ex penses.," Such ii the completeness of the Com - pany's arringements. that its machinery, cars, etc., are in a better condition, and are probably worth more money , now than when originally purchased. This sets aside the $400,000 for the wear and tear of machinery. Another item of expenditure assumed, is the wear and tear, of the road, which the writer cal culates will last eight or ten years, and he esti mates an annual loss of $BOO,OOO for this item. The writer ought to have known that there is a repair account kept, which is also included un der the head of "expenses." The repair forte *is alisaya engaged, so that the road is actually becoming better every day. If n do is found defective or broken, or a Bail unfit for its pur pose, It is replaced by others. In this way the rood is kept in perfect order, and the roadway ,is daily improved, and the expense is paid for out of the gross earnings of the company. The perishable portions of the roadway, are the ties and the iron. The cross ties will last, on an average, from eight to tea years, and it will cost about $20,000 per annum to renow them every eight years. The rails will last, on an average, from fifteen to twenty years, according to the quality of the iron, and the amount of tonnage on the rood. But the iron is by nemesia lot, soothe Journal writer seems to apprehend, as it can be re-worked or rolled over for 'about ten per cant on Its original cost. This item, there fore, of wear and tear of roadway, may safely be set down at not more than $50,000 per an num, thus causing a further deduction 013250,- 000 in the-Journal writer's estimates. Thus : in four items we have reduced these pre .posteions estimates t 1,970,000 his useless to follow him any further. If the writer is gov erned only by considerations of public good, he will be glad to &Rover his'mistakes, and hasten to reetilY them. Allegheny county has a deep stake in the prosperity of the company, besides the natural and proper pride her citizens take iu a groat Pennsylvania - work, as she owns one mil lion of its stock. While we would not hide the truth from the tax-payers, or shield the officers of hut Company from the consequences of Inca pattityer neglect of duty, we cannot sco tho pol icy or . THE Cnotana.-;—The deaths in Philadelphia 1113 t week were 469, of which 88 were by Chole ra, and 127 from ,Cholera Mellitus, Cholera In fantnm, Dysentery and Diarrhoea. In New York, the deaths were 1148, of which the Cholera victims numbered 302,and from kind red diseases 314. In Broolilyn the interments were 2G3, including Cho!ern eNe7Cholera Infantum 45, - Cholera Mot bus 21. and 19 of Dinithces. In Boston, the deaths numbered 131—Cholera 23, and 44 of Cholera Infantum, &c. no total Cholera deaths for the season number 144. In Buffalo the Cholera deaths for the week were 70, of which only 4 were Americans. The disease has entirely disappeared from Niagara Falls. At Chicago the deaths continue in about the same ratio as heretofore. From July 18 to Au gust 2 the number of Cholera deaths was 2,39, other diseases 236; since the 2d the deaths aver age 30 a day, of which about,half are assigned to Cholera. He says: lerarcoletta, the Nicaraguan Minister, ban entered a strong protest against the destruc tion of the town of San Juan de Nicaragua, claiming that it was within the territory and jurisdiction of Nicaragua, as, in fact, acknowl edged by the United States government. Mr. Borland, in his representation of his 'difficulty 'with the people of San Juan, expressly declares that the U. S. government had recognized the sovereignty of Nicaragua over the town and government. uf course, the demand for redress .should have been made by our government upon the government of Nicaragua; instead of the local authorities organ Juan. It either was or was not under the jurisdiction of Nicaragua.... If it was, then the demand 'should have been upon that State. If it was not, Mr. Borland had no claim whatever to protection, in his dip- 7 lomatio character, from a responsibility to the town authorities for interference to obstruct the Cie:at/on of the r laws. For another reason Mr. Borland had no right to interfere. It was the duty of the American consul to protect en Ameiican citizen in case he was wronged; and no consul, knowing his duty and his rights, would allow a minister to inter,' fere With the discharge of his own duties. Fabens, in• this case, considered the 'arrest of Smith as proper, and he went on • board the steamer for the purpose of promoting his arrest and insisting upon his surrender to the Grey ! town authorities, and finding there Mr. Borland, yielded to his threats Of violence. This matter is yet to be frillyinvestigated, and the represen tations upon which the government issued those instructions to Capt. Hollis, was to belhe sub ject of does scrutiny by a committee of Congress. Facts enough are already known to show that those representations were either partial or wholly zmtrae. • Mr. Borland failed wholly in the object of his _mission. Ilia treaty was thrown aside by the ad ministration. Another treaty was on foot here. between • Mr. Elarcoletta and Mr. Marcy, in 'which Mr. Borland's Secretary of Legation was consulted„ but Mr. Borland had the address, eohen he arrived here, to break that up.
