It is a matter of little consequence, as Russia has no ships at sea to injure our commerce and no com merce to be molested by our ships whether in war or peace. . A negotiation has begun for the purchase of Russian territories in America. They are ex tensive but of little value. They lie between lat itude 54° 40 , and the polar sea In about latitude seventy, but extend nominally to the north pole. They are-of no account to Russia, audio candor, it must be confessed, would be worth little, or nothing to us. Nevertheless they are toi to bought. Oue motive for the transfer is the !ap prehension that they will be seized by the Brit ish in the prosecution of the present war. That has been threatened, and the blockade of Sitka ' and the whole of the Russian American courts has been formally announced to this government. The Russians trill probably take five millions of dollars for-the province, and though nbselntely it may be considered worth exactly 000, yet at, the price stipulated to be paid for Arresomah, it .is worth a hundred millions. Sitka. is in about the latitude otOlasgow, with a climate not more se vere. Its chief production at this time is ice, but in the bands of our industrious countrymen would doubtless tie found adapted (abetter uses. A more important movement by far is the in tended purchnie of Vanconvre's island, which . Ilea before the. outlet of Pugets Sound. Thia acquisition would make another fine State, and above all a free State, sustaining itself by the honest labor of freethen. I have not heard the price named for this island, but understand that At is not more than one tenth that offered for Cuba, while it is much larger. • So you see that we are to have bosytimes in the line of annexation and expansion. Proba bly If we first get quiet possession of Cuba, Nova Scotia, New Brunswick, Newfoundland, Van court°, and Russian America there wili be no ineOrmonntable objections to taking lo Cuba, !Ind Porto Rico to balance them, if we can secure - those pr'eductive Colonies without an extravagant outlay. For no tree Northern man objects to a little reasonable Southern annixation except in so fur as it extends slavery and adds to the inso lence and strength of that interest. Mr. Smith's amendment requiring ass proviso to the appropriation for the officers and men the aboli tion of the spirit ration, and its total disuse in the navy, except na a medicine, and only cd 'number of doses per day, was evidently about to pass the House, when Stanton, of Tenn., with the tact ,of an old practitioner, moved an amendment iirohibiting the use of liquor on shipboard, by (he officers, when even taken among their private stores. This was adopted, and of course defeated the proposed reform.— I have always remarked that however well agreed the members of either or:both Houses of Congress may be to regulate the Conduct of the privates in the army or the navy, the moment the privi eggs of the officers are touched their sensibility is aroused, and they suddenly disco,- 'er that it is best to let well enough alone. Stan ton's amendment being tucked, upon Gerritt 'Smith's, both fell to the ground by the above vote. As the temperance question in connection with politics is nose occupying a 'great deal of public attention. these proceedings of the House -will be closely scrutinised. Mr. Speaker Boyd is a. candidate for the Presidency, and hobos reached that time of life when he cannot 'afford to wait .until the issue becomes antipated. Boyd is a moderate man, and one not at all unlikely to be compromised- upon by the supporters of other competitors. So that-it is not beyond the range of probability that the proceedings of this day ma t e have nipped like an untimely frost the bud ding aspirations of the Speaker for the Chief Magistracy , This was the day that Mr. manager-of-the- Hotuesteattyawson fixed upon as that on wlzieq be should move to take up and dispose of the Seizate swindle called the Homestead bill. It is known to' be •an administrative measure. The hireling Organs of the government have been yelping in chores morning and evening, remind ing members that it is an administrative mea ure, and must be passed. I fear this influence will carry it, but-that is not quite certain. It is now pretty generally perceived to bb a most impudent pretenceto conceal the total rejection and repudiation of the Homestead principlpf and moreover, that it deliberately despoils the old States, - by a single operation, of all their interests sad property in the public, lands. The matter will come up to. morrow when the proceedings of the body gill possess a higher degree of practical importance .than at any time since the Nebraska infamy wan consummated. They are related one day to have met each ether nt a counter to make an exchange of stock at the request of Schuyler, whose reasons tell Le wished his friend kyle to give him some _Harlem for .his New Haven was,.that His market for the latter WOO weak, and be was. therefore, desirous to keep it out of the street. His real motive was to get good preferred Harlem ',hares for his counterfeit New Haven. But alai! Kyle, who wished to get good New Haven for his cousterfelts, was a match for him: for on receiving the request of Schuyler, ho went right off and manufactured enough Harlem stock to satisfy the order.
