Some attempt was.;made to stigmatize that mi nority as factionists; yet -we earnestly declare that throughout the contest . they resorted' solely to the powers secured to them by the laws and the rules of, the House, and the passage of the measure through the House was effected only through a subversion of its rules by the, majori ty, and the exercise of. a power unprecedented in the annals of Congressional legislation.' The deedis done. It is done witn a clear proclama tion by the Administration and by Congress, that the principle whichit contains extends not only to Kansas and Nebraska, but to all the oth er territories now belonging to the United States, and to all which may hereafter be acquired. It has been done unnecessarily, and wantonly, be cause there was no pressure for the organization of government in lianas and Nebraska, neither of which territories contained one lawful inhabi tant-who was a citizen of the United States, and because there was not only no danger of disunion apprehended, bat even no popular agita tion of the question of slavery. By this' reckleis measure, the free States have lost all. the guarantees for. freedom in the territories - . contained ill the, former . compro:. 111/91:16 while all the States, both slave. and tree, have lost-the guarantees of harmony and union, which these_compromises afforded. It Seems plain to us that, fatal es the measure is in these aspects, it is only a cover for broader propagan ' disin of slavery in the future. The objector the administration . , and of many who represent the slave States, was, we believe, to prepare the . way for annexing Cubs,jit whatever cost, and a like annexation of half a.dozen of the States of Mexico, to . be admitted also as. M -- Maio States. These acquisitions are to he made peaceably, if they can bo purchased at the cost of hundreds of millions. If. they eannont be made peacefully, then at the mist of war with Mexico, and war. with Spain, with England, and with_ France, and at the cost of an alliance with Russia, scarcely less repugnant. Unmistakeable indications also appear of a purpose to annex the eastern part of Bt. Domingo, and so to subjugete the whole-isl and, restoring if to the dominion of slavery.--, And thin is to be followed up by an alliance with Brazil and the extension of slavery Into the val ley of the Amason. It is for you to judge whether, when slavery shall have made these additions to - the United States, it will not demand unconditional submis sion on the part of the free States; and failing in that demand, attempt a withdrawal of the shwa states, and; the organisation of a separate empire in the central region of the continent. From an act no unjust and wrongful in itself, and fraught with consequences so fearful, we ap peal to the people.. We appeal in no s rational apitit—we appeal equally to the North and 'to the,South; to the free States ani to the slave holding Stateathemselves. Itia no time for ex iggeration or for passion; And we' therefore speak . calmly of past, and warn you in sober 6ertOusness of the future. Here we have three hundred. mein banding' to getherfor the purpose of deciding on conflicting claims to land, and they not only invite Slave holders 'and their slaves to come in, declaring Slavery to be already existing there, batboy de clare that they will afford'no. assistance to any opponent of Slavery who tries to settle in the territory. If, therefore, a man opposed to 'slavery emigrates there, and selects his land, !ley will not protect his claim; and if any slaveholder choosesto put in a counter claim they are bound to oust the free settler. No scheme could be better doviseirto exclude free labor from the ter ritory, and make it what it was designed to be, a Slave State. We adduce these facts to show that sansas•is already &slave territory, and that powerful or ganisationsLare alremli effected to keep out free, settlers, and to resist,Tat the point of the bay onet, a prohibition of Shivery by the territorial legislature, should each an impiobability ever occur. "Popular sovereignty," under such an. spices, is a most transparent humbug. ,There is no sovereignty in the case bit that of a slavehold ing mob who band together to set the people at defiance. In this state of facts; there is but one course left. Enn—, is not open to the people of. the free States. There is no room for the exercise of their sovereignty therein. If they go there, they must go prepared to conquer and win fur themselves aright which the Nebraska bill falsely pretends to secure them.
