A motion to extend the Session to the ninth of May was lost. The' resolution was briefly dis cussed and then postpdned for the present. It is very doubtful whether the business yet before the Legislature can be done by the second of May. 's The Governor sent in a messa g e to-day appro ving a large number of bills. Among those of interest to you are the following; Bills Aported to the Senate as signed by the Executive: . ' Act in refereilie to Board 'Calks in South Pittsburgh. The Horse in the morning session, was main ly occupied in the further consideration of the General Appropriation Bill, and progressed as ,far •as the 30th section. Various amendments ,I were proposed and discussed, which, however, it ! would be r' stale, flat, and unprofitable" to fol low. I will endeavor to give you a synopsis of the bill when it gets finally through the House. Mr. Crane submitted a resolution to make the bill for the sale of the Delaware Division, the special order for Wednesda;. The proposition was debated, but was finally disagreed to, yeas 52, nays 30—a two-third vote required. In Me afternoon.—Mr. Ball reported a bill to transfer the Franklin Railroad to the Sunbury and Erie Railroad Company. A supplement to the bill relative to the sale of the Mani Line, was read in place. The bill relative to the recording of ordinan ces in the borough of- Birminghim, passed finally. A communication from the Canal Commission ers, relative to the rumored reduction of tolls on the State road, was received and read in the 1 House this morning. - In the House this erasing, the General Appro priation Bill passed finally—yeas 58, nays 26. The debate was quite warm, awl an exciting scene occurred between Mr. Cook and the Speaker. NEWSPAPER POSTAGK.—Tbe bill ,proposed by Dr. Olds, not only increases the postage on let ters, but newspapers are to cost double the postage they now pay. The National Era thus . briefly sums up she absurdity of Dr. Olds' ex- orbitant demands: °Say that we'send 200 weekly Eras to Philo ,delphia, or 10,600 copies annually. For these the subscribers pay $3110: which covers the Cost of the white paper, of the head-work on it., of the composition, of press-work, of clerk hire and of mailing. But while the publisher, for all these outlays, receives only $3OO, the govern ment, for merely carrying, weekly, two hundred papers (which a man might take under his arm,, from Washington to Philadelphia, is to receive, •nhder the 'idea proposed by Dr. Olds, $lO4 a - icor: Were we to send 10,400 copies of the Eras, as freight, to Philadelphia, it would cost us Att.Otit two and a half dollar,; sending them by mail, at the rates proposed by Dr. Olds, the charge on them will be more than one hundred dollars I" • We cannot think it possible that Congress will rasa such.n [fill as this. If it does, the people will reptuliate the system altogether, and resort to private enterprise in despite of the Federal authorities. Ora AUII ' AVSADOIL AT PAIL7I.I.—The National In telligencer• has an interesting gossiping letter from a private correspondent in Paris : " Mr.' Mason, oar minister at this capital, is an estimable and honorable man, and personally .is highly respected ; but it is unfortunate that, at a time like the present, with a general war about involving the whole continent, he does not underitand French, which 'is a great disadvan- tage." "Oar citizens are hero in crowds, and present. , themsolves In great numbers to Mr. Mason for presentation to the Emperor. At a recent levee, our good-teriapered minister, at the head of some' thirty or more of his countrymen, said to the' Emperor, as he stopped before the group, !Ter mit me to introduce your Majesty to my country 'men ; they aro all Americans." This turning. Of tables, by introducing Me Emperor, only created a smile; but ono of the group made a much more unfortunate error. Ile was a Now Yorker, and had. been, it appears, personally acquainted with' Louis 'Napoleon when in former days the latter was in that city. Of this, in very bad taste, he, reminded the I:taperer, and then added; 'I hope. to have the pleasure of again seeing your ?dojos jesty b, Noe York.' This was almost as bad as the speech of a lady to George the Third, 'that the thing she most wanted to see was a corona , tinny " "To give you an idea," says a private letter in the London Times, "of the state of .
