The Sena tors are generous souls with mime) , that does not helong to them, and for the scattering of which they can be none the poorer, as by the hoarding of it they can be nothing the richer.— It is.proper that the House should bemire nig gard and churlish. In its structure and tendencies the military academy is an aristocratic institution. Tet these tendencies are to some Latent counteracted by .others which threw its Influence in a contrary direction. It is the right and duty of members oceargress to_nornin' ate young men from their 'districts to fill the ranks of the cadets at the academy. From these young men, educated as gentlemen and soldiers, the officers of the army are formed. In the Rouse last night the bill authorizing the transfer of the rights and franchises of the Pitts burgh and Erie Railroad Company was taken nr4; and was discussed till a late hour. Mr. sPCombs submitted an amendment con fining the Pittsburgh and Erie Company on the main line to the limits of their original charter; restricting the branching power to branches of twenty;fire miles, 'and within certain prescribed limits.. This was lost—yeati 25, nays 57. The bill then passed and was ordered to be transcribed, and being on its final passage Mr. Porter moved to go again into committee of the-whole for the purpose of adding the fol lowinkproeiso to the first section: Proiided further, That nothing in this or any other not shall itiany way interfere with or pre vent the construction of the lino of the Cleveland and Pittsburgh Railroad as surveyed and located by said Company from Rochester,in Beaver coun ty, tb the city of Pittsburgh, December 14th, 1853; Provided further, That the lino of said Cleveland and Pittsburgh Railroad Company shall not be located nearer the centre of the first loca l@ track of the Ohio and Pennsylvania Railroad than fifty feet- Mr. Porter addressed the House in explana tion and support of the amendment, showing the absolute :necessity of a proviso protecting the Pittsburgh and Cleveland railroadicompany to construct a track along the narrows between the the city Of Pittsburgh 'and Rochester. He dis claimed anylit-feeling to the Ohio and Pons. railroad Company. He proposed the amendment simply to prevent that company from having an exclusive monopoly of the narrows. He would do the same if the Pittsburgh and Cleveland. railroad tieilny other railroad sought to obtain the same monopolising- privileges. This was a proper time to offer an amendment of this kind. The Ohio and Puma. railroad seeks to extend their Chartered privileges by obtaining now rights and powers, and it was just and proper for the Legislature to name the conditions upon which these new rights and privileges shall be granted. He . contiaued at considerable length 'to ahoy the importance of securing theeenstrue don of the Pittsburgh and Cleveland railroad up the narrows to the city of Pittsburgh. Mr. Bight= followed on the same side. He deprecated the idea, of giving_any railroad com pany such an exclusive_ right as was sought by the Ohio and P01:11111. railroad company. Mr. McCombs took ground against the amend= Ment,.and in favor of transferring the whole un restricted rights of the Pittsburgh and Erie rail road company. The amendments of the Senate to the bill to regulate the hours of labor, were considered on Thursday evealeg, and after some discussion, ion•concurred in. The hill came back to the- Senate to day, and that body, on motion of Mr. Kunkel insisted on its amendments, and appoint ed a committee of qonferenee. The Senate amebdraerit makes the provisions of the bill apply to all manufactories of every plass. The House Wish to apply them only to cotton, woolen, silk, and bagging factories. In the Senate this morning the bill relative to Coroner's Inquests in Allegheny county; and the new bill to transfer the ran to Railroad to the /Umber? and Erie Railroad Company were reported from oommittee. An effort to take up the latter bill was made but failed.
