He belongs to Mississippi and not to pennsylva Ilia. It is fitting that he should be a passionate advocate for this bill, since it:is a chart of repu , diation and a guarantee for slivery. To-day Mr. Chandler, of Philadelphia, spoke in a strain hcooming a representative of Penn sylvania. Ile very properly said that he need say nothing on the question of slavery in the abstracttThe question at issue was, shall a BO compact maintained, or shall Übe violated- 7 . shalrpublic faith be respected, or shall it be for ever abandoned? Mr. Washburn, of Illinois, gave a noble and eloquent 'response for the northern district of that great State, to the dishonorable proposition of her apostate Senator. Col. Biala, of Illinois, is contending for the floor. He will give.Nebraskaa volley worthy of his reputation. Mr. Benton will speak 'upon it, when he can, get the floor without a struggle. The Senate have had a three days' contest over the Gadsden treaty without a result. The indi- Cations are that the vote will be very close, and I confess that I think there is now considerable chance for its ratification. On a motion, yester day, to lay on the table, thirteen Senators only . voted in the affirmative, while twenty-seven op posed the motion. Senator Cooper, of Penn'a., Fish and Seward, of N. Y., and Truman Smith, of Ct., aro absent. We shall need at least five more votes to defeat•the pernicious scheme, and I fear that they will be found wanting, as they were yesterlay, just at the time when we shall -most need them. The Rouse also is getting wretchedly many members adopting the reprehensible practice of Making their mark, as they call it, upon the pending question of great est interest, making a speech, in other wordi, upon Nebraska, and therileaving for home.: •• • The Methodist Cliurph case is up again in the Supreme Court. The Southern portion demanded a certain distributive share of the proceeds or.the money value . of the Book Concerns in New York and Cincinnati. Thedemandwas refused. Suit was brought in New York before Justice Nelson. Re made' an-unjust decision in favor of the South, though on the secession of the Canadian Confer ence, some.years before, the Southern Confer cam had refused to that division of the Church any share in the Book Concerns. It is probable, however, that the N. York Conference would have successfully contested the judgment, hadnot Jai tire McLean interposed, u a friendly mediator, last winter,•and effected an amicable settlement, under which about $150,000 was paid to the South. Bat the Conferences which controlled the Book Concern in Cincinnati refused to be bound. by this judicial. decision or the arbitration. Suit was brought before Judge McLean and - the &s -trict Judge, and they gave judgment against, and in &reet opposition to the New-York Court 'The case now comes up on appeal from the Ohio Cir cuit, Mr. Stansbury and Senator Badger for the seceding branch of the'Church, exid,Bon. New York case when under argument I adhere to the opinion I then expressed, that the South had no shadow of legal claiin, but that in a spirit of Christian liberality, the North should consent to • a division of all the funds and property. The value of the property in dispute in the present ease, is about $200,000. Bat in justice and fair ness, it must be remembered, that the South es • tablished the principle on which the Northern Church refuses to pay. When a separation of the American. and Canadian Churches took place, a majority of the Northern Conferences voted to share the. money and property with them, but those of the South refused, and they got noth ing. The Gadsden treaty W p has had a narrow escape from destruction, and, .arr near no tOan . learn, I Mr. Mason, the chairman of the Comniiitee on Foreign Relations, and others, who hare been the champions of the measure, have retired from the leadership. . Yesterday the Senate Proceeded to the vote.— .Vrodtfon to strike out theboundary de.scribed in the Treaty and substitute another, was divided. The question being first taken on the motion to strike out the motion was equally divided. Two- thirds not voting against the motion, it is clear that the boundary described has not friends enourth in the Senate to succeed. The qfiestion was then taken on the motion to substitate the 31st parallel of north latitude as the boundary, upon which also the vote was nearly a tie. This certainly looks badly for the' the sucess of the treaty. But on the motion to lay the treaty on the table, which was then made,: not more than a dozen Senators voted in the affirma tive. This, doubtless, was the reliable test vote upon the distinct Issue of ratification or rejection of the treaty. The Senate was very thin, little more than a 'quorum voting. As I suggested a few days ago would be the case, there is considerable dodging the question. On a full Senate the friends of the treaty would be much stronger than they now are. After the motion to lay an the table had been rejected, a motion was made to adopt the. boun dary proposed in the treaty from its- eastern ter minus to the intersection of the lllth degree of west longitude with the list degree of north lat itude, and thence run the line due west to the Gulf, and thence up the centre of the Colorado river to the mouth of the Gila, and ❑rom thence due west in the existing boundary Cue to the Pa cific Ocean. This will give 03 a large and salvable port on the Gulf of California, besides several smaller. ones. The senate adjourned pending the ques tion on this amendment. It is thought the friends of the treaty will bo able to unite on this amendment, and carry the treaty with it. To-day, pending the amendment, the treaty was rejected. Its getting a very small vote was only because the more had no authority to pledge Santa Anna's acceptance. The vote rejecting' the boundary was then reconsidered, but' in to-. king the question the treaty was again rejected. The friends of the treaty here abandoned the intention of making further efforts. The Senate adjourned, It is believed impossible to carry the treaty without a modification of the boundary, and that Almonto is powerless to make. The Instrument will expire by its own limitation on the thirtieth. ELICTION LY Maassenussrrs.—We are glad to learn that Thomas D.
