Mr. Cutting will probably be the eh Wenger. Duelling is an anti-Christian prac tice, Yet, like most evils, it aometimes leads to ponsequences not wholly pernicious. A.‘fatal duel would 'iteproie the manner's of Congress. and abate that sectional arrogance on one part, and perhaps that eicoss of humility on the other, from which so ranch of the ill-feeling and disor der prevalentin Congress proceeds. -. I would advise the opponents of: the Nebraska fraud to be vigilant and prudent; yet I think it is dead. Sky of our friends, however,' have gone away, , and more are going. I suppose that they, have. generally paired off. Mr, Giddings is among the number of the absentees. .The consciousness that their meditated enormity has been bilked is probably is chief reason why its aa vocra ti g , like Breckenridge, are so particularly ferocious. Time will bring -them patience, per haps repentance. . Franklin, of Md., to=day made a most excellent speech against the Nebraska bill. His views on the legal tenure of slavery were excel lent, end - perfectly in accordance with Mr. Web ster's and moat other northern date-amen, not dcrughiaceserui dirt - eaters. They showed that slavery had no . foundation whatever but the local law, the , statute brws of the State or coun try in which it might be found. He spoke of the pretension that the Constitution carries slavery into the territories or anywhere else as an ab sUrclity. . The Senate have been again engaged upon_the Ifeiican treaty. It is believed that it cannot pass. Its adversaries have a great advantage over its friends in argument and infoimation.— It is now given up that the land acquired is worthless, and that the twenty millions to bo paid for it would be • free gift to Beals Anna. The treaty trill probably be rejected,; and then a new negotiator will be sent with • specific in structions to conclude another arrangement. The anti-Nebraskans favor the making of spe cial orders. Yesterday the six steamer bill was . made the special order for to-day, and has been dlicussed accordingly. Two anti-repudiation epeeChic on the Nebraska question were made, (Metals the Navy, and one on war, honor and - glary generally. The latter. was delivered by Caleb Lyon, - an 'eccentric genius, from upper . Neripek, witMa long . beard, a long . nose, but • rather a short tongue. ..• Ho went for Cuba im ,Mediately and for arguingtifterwards. He was • for - twelve steamers instead of six, and for send ing men of warinstead,of, or • along with, fats eionarica to christianize and - .Arnim the nations of the world,' For a young Lyon, he roared with a good sound voice. His notes would have 'been fearful - to hear had they been hostile.' For innately' for them; , our innumerable enemies were not withinhail ; but we cannot doubt that his tones would have .been keit as .bold in the .face of the.foe. Mr. Lyon is a good anti-Ne hrukan, thotigh a Hardshell, and his speech was shOrt. -• James. 100.000 99,020 6,196 16,000 14,000 11,000 12,000 17,000 11,008 Warturscrroa Cirr, March SO. The Senate has had the Deficiency Bill on the anvil for several days past. It was reported Or week ago, and has to remain under the hands of its Senatorial persecutoran fortnight tenger.-- They hats added a minsiderable number of !terns, and have already raised the bill from the modest proportions in which it passed the House, to the ram of two millions and a half of dollars- One of the more moderate expenses itrovided for is $250,000 for merely buying a sitn for the San Francisco Castom llouse. It seems they have laid the foundationsof one edifice and !Pent $90,- 000 on one epot, to whiCh it seems the title otthe United States • not satisfactory. - It is a fact belonging to the class 'of California anomalies that the Gotvernment, has built a Floating Dry Dock in those waters at a coat of $700,000, and now can find no place to pist it-the State or land speculatora baring claimed the land to which they Were about to attach it and to erect improvements costing a million and a halted dol len; in addition. Today the Senate made, another , exhibition of its extreme libOrality at the expenee of the com mon treasury. They affixed an , appropriation of $500,000 for continuing the work on the aqua. duct, from the falls of the Potomac to the fedetral eity. - .Now the question is a eery impertant one, why awry on this gigantic work for'the local benefit of_ this 'city, if no constitutional 'power exists to improve rivers and harbors? time' is no tingle argument in its favor. which does not ' apply to works of the latter class. The cost: of the Washington aqueduct is unknown. It may be twelve or fifteen million of dollars. For twelve miles it rims through the State of Mary- , land. Upon Democratic ideas of State rights the State seize the work whenever she pleases; orthe may impose tribute for the use of the .water. The aqueductwill come through George. town, and there will bna reservoir there. The IMMO game will doubtless be played In good trine there es in Alexandria. When all the lei. 'provements shall have been made for the benefit of that place Which they 'can ask from tba gen eral government, then an agitation will commence for the retrocession of that part of the District to Maryland, and It will be done, as. Alexandria was retrocededTo Virginia, after millions of dollars had been squandered open Its local improve nfents frbin the national treasury. These profigato expendimres ought to kill the :bill In the House, and I believe they will 'do it. : But observe what d caricature upon nor legis lation this bill is. We are now. at the end of the fourth month of the session; and if anything hsa been demo but _wrangle abent•Hards and Soft!, Nebraska, Slavery, and such refreehing topics, 'the fact haa not, been made known to the public. r We are-In-the midst of the Deficiency r which means a: list of the appropriations that ought to have been made last „Tier for the ser, - , vice of this. It says: ..To believe that our. minister at Madrid will use his power to smooth down tho difficulties which we anticipate, andobtain measures ofpru dence and conciliation6would not be warranted by his past histOry, or open and private declara tions in regard to Cuba. If Mr. Mason or Mr. Cass were at Madrid, the question would be amicably settled, but Mr. , Soule does net care to so settle it. lie is there to seek ever; possible pretext for fit difficultywith Spain, by which we may acquire Cuba. And it Is our deliberate conviction that he will so.present the mattes to the authorities at Madrid rui to induce them to reject his propositions, thus giving him the, op portunity of demanding his passports.
