The mighty question, with untold issues, which it involves, oppresses me. lakes porten tous cloud, surcharged .with irresistible storm and ruin, it seems to fill the whole iteavens, mak , ing me painfully conscious how unequal I am to the occasion—how unequal, also, is nlllithat I can sny,-to all that I feel. In delivering Insentiments here to-day, shall speak frankly—according to my convictions without concealment or reserve. But if any thing fell from the Senator from Illinois, [ Mr. . Douglas,] in opening this discussion, which ought seem to challenge n personal contest, 1 dcsise to ray that I oduill not enter upon it. Let not a word or a tone puss my lips to direct attention, for a moment, from the transcendent theme, by' the side of which Serintora and Presidents are but dwarfs. I would not forget those amenities which belong to this place; and are no well cal culeted to temper the antagonism of debate ; nut can I cease to remember and to feel that, amidst all diversities of opinions, we are the rep resentatives of thirty-one sister reptlblics, knit together by indissoluable ties, and constituting that Plural Unit, which we all embrace byi the endearing name of country. The question presented for your consideration is not surpassedin grandeur by any which has I agurred in our national history since the Dec-I laration of Independence. In every aspect it I assunesgimuitic proportions, whether weiiimp ly consider the, extent of territory it concerns, or the public fiiith, or national policy which it affects or that higher questi . on— that Qui;tion of Queoions, as far above others as Liberty is above the common things of life-;-which it opens anew for, judgment. It eeneerns an immense region larger than the original thirteen States, lacing in extent with all the existing Free States, stretching over prank. field aid forest—inlerlaced by silver streams, skirted by protecting mountains, and constitu ting the heart of the North Amerierin continent —only a little smaller, let me add, than three great European coutries combined—ltaly, Spain, I an.l France, each of which, in succession, has dominated over the world. This territory loos already been likened, on this Hoar, to the Gar den of God. The similitude is found, not merely in its present pure and virgin character, bat in its actual geographical situation occupying cen tral spaces on this hemisphere, which, in their general relations, may well compare with that early Asiatic home.' CHARLES SUMNER AGAINST THE REPEAL OF TIIE PROHIBITION OF SLAVERY NORTH OF TIIIRTV4LV. DEAREF.S THIRTY MINUTES. IN SENATE, FEERVAILY 21, 18r34 IMRE the deed." I arraign this proposition; First. * in the name of Public Faith, as an infraction of the solemn obligations mounted beyond recall by the South on the admission of Missouri into the Union as a Slave State; Secondly, I arraign it in the name of Freedom, as on unjustifiable departure from the original Anti-Slavery policy of our fath ers. These wo heads I propose to consider in their order, lancing under the latter at the ob jections to t e prohibition of Slavery in the Ter ritories. And here, sir, befote I approach theargnment, indulge me with a few preliminary words on the • character of this proposition. Slavery is the forcible subjr tion of one human being, in person labor, or pro ierty, to the will of another. In this simple statement is involved its whole injus tice. There hi no offence against religion, against morule, against humanity, which may net stalk, in the license of this institution, "unwhipt of justice.". For the husband and wife there is no marriage: for. he mother there is no assurance that her infant child will .not be ravished from her breast; for all who bear thename ofSlave, there is nothing that they can earl - their own.—' Without a father, without a mother, alinost with out a God, ho has nothing but a master. It would be contrary trealiai rule of right, which is or dained by clod, if such a system, though mitiga- - ted often by a patriarchal kindness, and by a plausible physical. comfort, could be . otherwise than pernicious in its influences. It is confes sed that the master reiffers not less than the aleve. And this is not all. The whole social fabric is disorganized: lahers. loses its dignity, industry siekeus; edtimitiiin finds - no schools, and all the land of Slavery is impoverished. And now, sir, when the conscience of manikind is at last arous ed to these things, when throughout - the civiliz ed world, slaeholder is a by-word and a re proach, we, netenatiou, nee about to_epen a new market fat!the - tieffickers' in fleelethWhaunt the shambles of the'. South. Such an act, at this time, is removed from all reach of that palliation Often vouchsafed to Slavery. Vida wrong, we_ are speciously told-by those wile souk to defend it, is not our original sin. It waeinntalled upon no, so we are instructed, by our ancestors; and the result is often, with Now, thrown upon the mother country. Now, without stopping to inquire into the. value.of this apology, which is never adduced in behalf of any other abuses, and which availed nothing against that kingly pow-. or, imposed by the 'mother eisuntry, and which our fathers overthrew, is it sufficient for the pre vent purpose to know, that it is now proposed to' make Shivery our own original act. Here is a fresh ease of actual transgression, which we can not cast upon the shoulders of any progenitors. nor upon any mother country, distant in time or place. The Congress of the United States, the people of the United States, at this day, in this vaunted period of light, will be responsible for it; so it shall be hereafter, so long as the dismal history of Slavery is read, that, in the year of Christ, 1854, n new and deliberate act waepass eel, by which a vast territory was opened to its inroads. Albno iu the company of nations does our country assume this hateful companionship. in despotielltuseia, the serfdom which consti tutes the "peculiar institution" of that greet • empire, is neverellowed to travel with the impe rial flag, according to the American pretension, into - provinces newly acquire,' by the common blood and treasure, but is calefullY.restricted by positive prohibiten, in harmony with the gener al conscience, within its ancient confines ; and this prphibition—the Wilmot Proviso of Russia— is rigorously enforced on every side, in all the provinces, as in Beserabia south, and Po land on the west, so that, in fact, no Russian nobleman has been able to move into these- im portint territories with his slaves. Thus Russia speaks for Freedom, and disowns the. eLsvehold- I lug dogma of our- country. Far - tinny :in the East, at "the gatewaye ofthe city," in effemi nate India, slavery= has been condemned; in Constantinople, the', queenly . seat of the most powerful Maboinedati empire, where barbarism still minglem with civilization, Ottoman Sultan lens fastened upon lit.the stigma of diiappieba tion. ; the Barbary States of Africa, occupying the same parallels of latitude with the slave States of our Union, and resembling them in the nature of their boundarien, their produc tions, their climate, and the "peculiar institu tion,- which Fought Atelier in both, have been changed into Abolitiorlists. Algiers, tested near the Una of "t; deg. 30 mlii., has been dedicated taFreeelorn-1 Morocco, by, its ,untetered, ruiees u rer • nubs . 3 portals from the minds of men ; and only recently from the Dry of Tunis has proceeded that noble act :by which, oln honor of God, and to distinguish man from the brute creation"—l 'quote his own words—he decreed its total aled ition throughout his dominions. Let Christian America lie willing to be taught by theseeexam ples. God forbid that our Republic—"heir of all the ages, foremost in the files of time"— should adopt anew the barbarism which they have renounced. As the effort now making is extraordinary in character, so no assumption seems too extraor dimity to be wielded in its support. The primal truth of the equality of men,. as proclaimed in our Declaration of ludependence, has been as sailed, mid this great charter of our country dis credited. Sir, you and I,will soon pass away, but that will continue to feud, above impench inent or question. The Declaration of Indepen deuce was a Declaration of Bights; and the lan guage employed, though genera in its chltracter, must obviously be revtraineit within the design and sphere of is Declaration of Rights, involving no such absurdity as was attributed to it yes tenlay by the Senetor from Indiana, Dlr. Pet tit.] Sir, it is a palpable fact that men are not born equal in strength or in mental ca pacities, in beauty of form or, health of body.— These mortal cloaks of flesh differ, as do these worldly garments. Diversity or inequality in these respects is the law of • creation. But, a. 4 God is no respecter -of persons, and as all are equal insight, whether Dives or Lazarus, master* or slave, so are all equal - in natural inborn rights; and, pardon me, iPI ray, it is a vain .sophism to adduce in argument against this vital axiom of Liberty, the physical or mentallinequalities .by which men are characterized, or the unhappy degradation to which, in violation of a commonl brotherhood,' they are doomed. To-deny the I Declaration of Independence is to rush on the) bosses of the shield-of the Almighty, which, in , all respects, the resent measure seems-to do. . The delusive suggestion of the able - Senate:l.i from North Carolina;:- Badges , ) that by the .overthrow of this prohibition,. the number of slaves will not be increased, that there will be - simply a beneficent diffusion of Slavery, and not its.,`extension, I reply at once, that this argu ment, if of any value—if not mere weeder, and nothing else—would equally justify and require .the overthrow of the prohibition , of Slavery in the free States,-and; indeed, everywhere through outtheavorld. All the, dikes, which, in different countries, from time to time, withtheineaelt - oe civilization, have been painfully set upagalnst the Ilona& of this evil, must be removed, and every landi opened anew- to its destructive flood. .I It is dear, beyond dispute, that by the overtlitow of this prohibition. Slatery will-air - qtifficened, and slates themselves Will be multiplieriothile new "room and verge" will be seal:aid' _for the , gloomy operations of slave-law, under 'Which free labor will droop, and a vast territory will be I smitten with sterility. Sir; a - blade of grass would not grow-where the horse-of Attila had'' trod; nor can any true prdsperity spring up in the footprints of the slave. Butit is Suggested that slaves will not be care"-' ed into Nebraska in large numbers, and that, therefore, the question is of small practical mo ment. . My distinguished colleague, (Mr: Ever- , ettyin his eloquent speech, hearkened this sug gestion, and allowed himself, while upholding - the prohibition, to disparage its importance in a manner, from which feel constrained kindly, but most strenuously, to dissent Sir, the ten 811S shows that itis of vital consequence. There is Missouri nt this moment, with Illinois on the met and Nebraska on the west„ all covering nearly the same spaces of latitude, and resem ermh other in soil, elimate, and produc tions. lark , now, the contrast !. ;By the poteet I efficacy f the Ordinances of the Northwestern territory, Illinois is now a free State, while bliss ' - 130IIni has 87,422 mistime _and the . .simple . question which challenges 'oh answer is, whether Ne bmtkathall be preserved la therondition of Ill inois, or sarrenderedlo thatef,Missourit Surely this cannot be treated lightly. • 'But -for myself, I an unwilling to measure the-- exigency of the prohibition by the 'number of persons, whether many or.few, .whom it may prothet Human rights, whether in it solitary indiridind or a - vast multitude; areentitled to an, mins' rind unlresita supii-ort.
