It requires no argument to show, that where the in junction of our blessed Rodeo'.ler, o 'lll things Whatsoever ye would that men should do to you, do ye also even so to themi" is duly regarded, there slaiery must cease. To us it appears clear, that a system which bad its origin in violence, and is alone maintain ed by arbitrary power; which suldects men and women to the irresponsible control and disposal of persons. with like passions as themselves; must inevitably tend to the injury both,of the master and the slave; be ['amicable to the social and po litical welfare.of our beloved country, and pre vent the . maintenunee of that high standard of moral and religious obligation, *which the gospel enjoins. We are also fully persuaded, that hereditary and involuntary servitude, is wholly repugnant to the just and liberal principles upon which the people of these United States assumed their eta don among the nations of the earth. The dec laration that "all' men are created free and equal, and endowed by their Creator with An in alienable right to life, liberty, and the pursuits Of happiness," and that governments were insti tuted to secure those rights, must, if carried out in practice, annihilate slavery, wherevei it exists. It was for the support of the declaration in, which this doctrine is conspicuously set forth, that the Congress of 1776 pledged themselves to each Other; and the people of the United States, in the Constitution from which Congress derives its authority, declare that, among the objects they had in view in framing the - Government, were "to establish justice." to "promote the general welfare," and "to secure the blessings ' of liberty." Neither in the preamble, nor In the Constito - - tion, itself, do we find an intimation of any pow er or authority being conferred upon Congress to promote the system, or to extend the area, of Slavery. On the contents, it was well under ! stood at the time that Constitution was adopted, I and for many years thereafter, that Shivery was expected to run itarcourae and expire in the States where' it then existed, without spreading its blighting influences - over any others. The hie tory of the times confirms this statem e nt, and we have a striking illustration of iL9 truth in the Ordinance of 1787„ enacted by the Congress of the:Confederation, and ratified by the fleet Con [ pews under the present Union. By this law, hereditary Slavery is forever excluded from the Territory on the north-west of the Ohio, theonly 1 one then held by the United States. The wisdom of this 'measure has been conclusively demon _l strated, by the unparalleled prosperity and growth In population and wealth: of the States which have been formd out of that region. In the gradual diffuelon of light sad knowl edge, the manifold evils of Shsvery hare com manded the attention of the professors of the Clot/thin religion, and so far been condemned. that nearly all those governments of the civilize d. world, which at one time sanctioned the in system,. have passed laws prohibiting it within their jurielietiom and the few which still tolerate its existence, with the exception of our own, are now entertaining or metering plans for its gradual or MGM openly extinction. . Impressed with those coneiderations, wo have seen with feelings of deep concern and sorrow, that a bill is now before Congress for the estab lishment of two territorial government., in that section of the country rolled Nehreeka, legali sing the existrece of .tarery there, arol proit ding that when any ;strum of it shall bereoft, I be admitted into the Colo. The fact is indiieputable, that ouch Was the general understanding of the law at the time of Its enactment; and but for limb conviction and assurance, Miesouri could not have been admit ted as a Slave State. • lint the Bill now before Congress contemplates the abrogation of this centreels and the vertual retied of the, Eighth Section of the Law; thus throwing open thosast tract of country to Slav ery and Involdidary servitude, Which were by its previsions foreter excluded therefrom. .If the Supreme•Legbilative Coed:mil of the Na tion, can thus •violate the pledge and annul a coinpact which It has deliberately formed, what confidence can be reposed in the probity, of the government; or What security is there for the rights and the liberties of the peciple ? This document was prepared by a trust worthy person, who took pains to visit all these schools, and matte the -requisite inquiries on the spot. We have no doubt it is as accurate as it is possible to make such a statement. We will give a summary of this document in as few words as we can, end accompany it with a few rctrorks: I. These schools'and institutions are twenty eight in number, and are connected With Roman Catholic churches, and hear the names of.these churches—suck as St. Vincent, St. Bridget, St. Nicholas, St. Anne, St. Patrick, (the cathedral,) St. John tit* Baptist, St. Stephen, &c., he., 2. The number of these Schools which have boarders as well as day scholars, is six ; and the number of boarders is nine hundred and twenty. 3. The number of pupils is ten - thousand and sixty-one, including the nine hundred and twenty boarding scholars. 4. The numberof youth in the Sunday-schools attached to these churches,'and held, we believe, in the same school-rooms, is nine thousand six hundred and forty-nine. 5. The number of priests who have the'dharge of these schools, either as instructors or direct ors, or both, is sixty. 6. The number of teachers in'tlicso schools, male and female, is oto hundred and.forty three. 7. In twenty-t*o schools the instruction is In English; in four it is in English and German ; in one it L 9 in French and English ; and in one it is in German. • 8. The teachers belong to five orders: Chris tian Brothers, Sisters of Charity, &c. O. Four of these schools are called " Dis trict Schools," and receive aid, if we are rightly informed, from the public treasury! These are (unless we have been misinformed) the schools of St. Mary's, St. Francis Xavier's, St. Patrick's, and St Vincent do Paul. We believe that Mr. Ketchum explained this in his speech last sum mer. (See American and Foreign Christian Union for the month of. October. 10. In several of these schools are children belonging to various Protestant denomitiations ! How many, it is not, possible to ascertain : but the number is believed to be considerable.
