The act, I;N: which it was terminated was confined, by its own es.m*s terms, to the same Territory, and hilkl no relation - to any other. The second acquisition was froth. Spain.— Florida, the Territory thus acquired, \vas yield ed to Slavery without a straggle, att , ii almost without a murmur. The third woo from Mexico. Tho contkorersy, which arose from this acquisition is freshln the remembrance of the Aperican People. Out of it spring the acts of Congress, commonly lulown as the Compromise measures of 1850, by Om qf which California was admitted as a Free Sftts; while two others, organizing the Territories of New Mexico and Utah, exposed all the residue of thnredently acquired Territory to the invasion . of Slavery. These acts were never supposed to abrogate or leach the existing exclusion of sla‘ery from what is now called 'Nebraska. They applied, to the Territory acquired from Mexico, and to that only. They were intended n 8 a settlement of the controversy growing out of that acquisition, and of that controversy only. They must stand or s ' fell by their own merits. The statesmen, whose powerful support carried the Utah and New Mexico acts, never dreamed that their provisions' would ever he applied to.. Nebraska. Even at the last session of Congress, Mr. Atchison, of Missouri, iu a speech in favor of taking up the former Nebraska Bill, on the morning of the 4th of March, 1853, said: ••It LS evident that the Missouri Compromise cannot be repealed. So far as that question is concerned, we might as well agree to the admission of this Territory now, as next year, or live or ten years hence." These words could not have fallen front tlds watchful guardian of slavery, had he sup-. posed that this Territory was embraced by the pro-slavery provisions of the Compromise Arts. This pretension had nut then hero set up. It is. iipalpahle after-thought. The Compromise Acts themselves refute this pretension. In the third article of the second section of the Joint Residue for annexing Tex as to the United States it is expressly declared that••in such Mate or Mates as shall be formed out of. 1 nrritury north of said Missouri C'oinpro ease lino, Slavery ter involuntary serritude, aerie( for crime, shall be prohihibited :" ( 3 ) and in the act for organizing New Mexico and settling the boundary of Texas, a proviso was incorporated, on the motion of aMr Mason. of Virgitlia, which distinctly preserves this prohibition, and Bouts the barefaced pretension that all the territory of the Caitiff] States, whether south or north of the :Missouri Compromise line, is to he opened to Slavery. (3) Here is proof, beyond controversy, that the principle of the Missouri Act prohibiting Slavery north of 3G deg. 30 min., far from being abet. \ gated by the Compromise Acts, is expressly af firmed; and that the proposed repeal of this pro hibition, instead of being MI affirmation of the Compromise Acts, is a rdpealof a very prominent prWrimion of the most important act of a series. It is solemnly declared in the very Coo promise Acts "that within!, herein eroilained shall be construed to impair or yualify" the prohibition of Slavery north of 36 deg. 30 min., and yet, iu the face of this declaration, that sacred prohibi tion is said to lie overthrown.
