F.toza Naws.—The weather, which on Friday was uniaually . warm,changed on Saturday to intense cold, the thermometer in the evening going down to zero. The effect of the heavy rains of Thursday and Friday was, perceptible in the river on Saturday, which Was at high finest, being at a stage of-10 feet in the evening, and still rising. It had riven Sfect itt24 hours. The cold of Saturday, how ever, would tend to check the rise, and by t his morning it will be falling. • The arrivals'on Saturday were the keystone State and Washington City, beside the regulor Ipacketei The Allegheny and Federal Arch went out, the latter bait loaded to the guards, The other boas inport vreroli, busy loading. Shortly afterwards a large number of men and boys were seen wending their way over, each one with a stick or pole in his hand, poking the ice as he walked along, to teat its strength. About 200 emigrants, from New Orleans for the tipper Minsissippi, are detained at Cairo, the ice in the Mississippi between that point and St. Louis, Mad are suffering immensely. They are camped , out under trees, huddled around fires in the woods, and suffering from sickness soil want of provisions. A meeting to raise means for their relief has been held at St. Louis.
