If Dr. Carothers had devoted his time to pre senting petitions for the repeal of the ten hour law, or any other law, he would have been In the path of duty. The people have a right to peti tion their representatives, and the representa tive Is bound by hie oath and his duty, and his respect to the rights of the people, to receive, present, land consider their petitions. Bet it is not true, as stated by the Port, that Dr. Caro there devoted his time in 1851, or any other year, to presenting petitions' for the repeal of the ten hour law. Not one such petition was pro• sented by him! ,He presented petitions from the operatives in the Cotton Factories of Allegheny, for a modification of the ten hoer law which per 'ratted a workman to enter tato a contract to work for a stipulated number of hours—a right width every man and woman ought to poems, if Re grant them any righte stall. This matter the Post hue wilfully, and maliciously, and dishonest ly perverted into an effort to repeal the ten hour law.
