Conn.—There are again rumors of discontent and even of some movements indicative of a coutemmplated rising, .among the Creoles of Cuba. The N. Y. Journal of Commerce has the fol lowing information from. a gentleman from Ha• Yawn -Oo the 6th teat., fifteen persons, all Creoles, were arrested in that city,, of whom ten are melee, and five females. In their dwellings were discovered 10,000 cartridges, 12 demijohns of powder, and 20 arrobes (600 lba.) of lead. On the ith the arrested parties were examin ed, and three of them sent to tho Cabanas ford- A:attest. During the week ending August 14th, a good many young men were enema, and oth ers lavited to go to Spain. They will be per mitted to return when they obtain a diploma of loyalty. . Thcso events created quite a stir in the Gov ernment daces, and evidences of alarm. We do not attach much importance. to these ramore; but they may be regarded, neverthe less, as shadows of Coming events of some kind. The disastrous end to which the Lopes expedi tion came checked pretty effectually all album rang Movements; but it is hardly to expect t-1 that those who so earnestly covet that rich prise will altogether give irtip. The telegraph brought no, on eater*, an absurd etory based upon letters Bald to have been received at New York from Madrid, tc the effect that Spain, despairing of being able to keep possession of the Island much longer, was chant to sell it to .Solonque, Emperor of Hayti; ,that the slaves were to be set free; the Island to LC garrisoned by Ifaytien troops, &o. Another letter alleges that Spain has sent * . lommiesioners to England and France to ask their co-operation in defence of Cuba agaitmt the rapacity cr the United States; end if that faits, then the bargain with Solonquo is to be consummated. The extreme improbability of this story will et once be perceived, when it is considered that fo the first place Solongue is still lees able to bold the island than the Queen of Spain, and In the ennead, that the Cuban proprietors, both Creole and Spanish, would resist the emancipa tion of their slaves. To these reesonz 'for die. crediting the story it may be replied, to be sure, that an army of Hayti= soldiers could, with the aid of Zile slaves, soon remove ail objections on the part of the proprietors, and then, the blacks being free, there would no longer be any thing to tempt Americanlflibustieros. Still, we regard the getting up of these rumors as anoth er attempt to excite the minds of Americans agairat the . present rulers of Cabo, and afford some plansiblei pretext for the seizure and ulti mate annexation of that inland. When the question of the annexation of Texas was pond og, a rumor, that unless we took it in it would cede 'itself to Great Britain, was set afloat, and was used with great effect both in awl out of Congress. Now, the story that unless we seise Cabs, f3olonqie will get it, is probably but a re• petition of the old trick, with a variation. The naval Committee of the House cf Repre sentatives have recommended the adoption of o ,project .'for providing our naval vessels with tart, stein propellers. In theetent of the sun ti:st` of this phis, it is proposed tharthe whole of our naval amine, not already provided with ideam power of some kind, be littedtip with stern propellers. ,The plan is to fix a !plaid screw:pro peller, of sufficient eine for the propulsion of the vessel, when acting Musty, lb the stern, im mediately; in front of the stern•poet, and ',hove the keel, Where an opening, sufficiently large for its reception, will hereto be made. it ie not, wihelleve, the claims of this Medi tiOn that steam power should be used in ordina ry sailing, but onlysthen in action, and when It to required that a vessel should proceed to a dif recent post with the greatest despatch. From these we learn that there were on board the boat, according to the statement of Mr. Harney, of the Michigan Central Railroad, who determined the number of passengers of each class by the number of tickets leaned from his office: steerage pausengers (emigrants) 217; deck do 51; second °leas do 10; cabin do 98; making 826." In addition to this number Mr. H. thinks there may have been 135 other persona on board including crew, &c., making altogether about 450. , This estimate reduces the probable lase to about 200 souls. This, it is feared, however, is a little below the mark. The emigrants, says the telegraphlo diepatch. were Norwegians who came through by Lake Ontasia steamers from Quebec. About 76 or 80 of those emigrants were left on the dock by the agent of the boat, who refused to toffee them to go on board. These have now to rejoice over their own preservation, and mourn the lots of many of tbelr friends. Immediately on the receipt of the news of the melancholy disaster the steamers Northern In diana, the Loulolana, and the propeller Prince ton„ offered their services to ge to the wreck. To-day the Senate has evinced almost equal so licitude to secure to the Union, which is the or gun of the•majority, a Monopoly of the printing profits, by awarding to it without competition, a contract for the printing of the census tablet The project, honorer, was postponed till next week. The 'Homestead Bill mat:lined another defeat to-day, which I have no doubt if , detteive for the !tension. A motion by'll.lr..Hale to take it I up, and proposed by him ass test, failed by two to ono. In the Home, a struggle took place over the French Spoliation claims, in which the friends of that 'measure were out generaled, partly, mi yesterday, by the oppooltion of the speaker. It is quite obvious that the enemies of the claims mean to call into requisition all the resources of parliamentary tactics, and that they are destined to another defeat.
