After having fully considered the petitions and arguments presented, and baying examined the probable effect the introduction of lay delegatre into the general and annual conferences wonld have upon the interests of the Church, your committee are unanimonaly of opinion that each a change Is inexpedient. de this aubject has been on various occaaions in the history of cur Church fully discussed, your oommittee deem it unnecessary to enter at present into any argu moot in seep°. tof their views. While they highly appreciate the spirit which characterise the movements of those brethren who advocate a change, and while they most ardently desire the full and cordial co-operation of the laity and ministry in all our enterpriser, atilt they are fully convinced that the propesed change would not be advantageous to the interests of the Church.
