KOSSUTH IN HARRISBUROH THE RECEPTION IN THE CAPITOL. .TELCULA Or (10V. .101110TOti ♦SO INSFUTIL The following isthe speech delivered byGov. Johnston On welcoming Kossoth in the Hall of Representatives, yesterday 130 V. JOHNSTON'S 3PEICH. Gov. Kosioth—The 'covenants of despots for the maintenance of tyrannio power, commenced to crumble into dissolution the moment thy footprints marked the American soil. The na tion to whose safe keeping had been confided liberty and her institutions, quietly slumbered in the enjoyment of her happiness and prosper ity, regardless of the machinations and evil. doings of the demagogues and despots of other lands. To arouse thin guardian of popular in stitutions to a sense of duty, it - was necessary that some persecuted and down trodden child of liberty should bring to her the story of his wrongs. It woo • thy destiny to porfdrm this. holy work. Thy advent here, with the history of thy sufferings and thy country's oppressions, told in the sublime and eloquent language of truth, filled the. American heart with the best sympathies of our nature, and convinced the American mind of the power 'and - duty of our government Entanglementhy alliance in the affairs of Eu rope was not required—intervention in,its con tests was not asked. We have declared' the law that than Is capable of seltgovernment, and possesses the inherent and indestructible right of altering, amending and changing his form of goicrument at pleasure, and in furtherance of hie happiness. We have sworn hostility against every foim of tyranny over the mind•ot man.— These truths we have made a part of the law of nations. Despots combine and Interfere, by force and fraud, to present the erection of re publican 'institutions by a nation struggling suc cessfully against its local usurpingoppressor for independence. Fidelity to our, principles and institutions demands that we prevent such inter ference by solemnly proclaiming that the laws of nations and of humanity shall be preserved inviolate and sacred. In the performance of this duty the faint. hearted may falter : the domestie despot and cold dipTomatistmay linger behind; the man of world-extended and fearful truffle may hesitate„ but the warm and great heart of tte American masses will feel no moment of hesitation and I doubt in defence of truth. The great Author of nations will find the means to carry out his wise designii; Hoar glorious our deetiny, if to us is given the solemn charge of carrying into effect the beneficent purism of heaven in the estab lishment upon earth of universal liberty, univer sal education, and universal happiness and peace. A milmi:Jan. 20 , Sir, when the emperor of Austria demanded the surrender of yourself and compatriots at the hands of the Turkish government for the sanguinary purposes which usually control the action of successful tyrannies, and when he in flicted wanton cruelties by scourges, imprison• merits, by depriyation of virtue and life open the defenceless women by the Prostrate anti be trayed fatherland, the cause qf Hungary, be came the cause of justice and hatnanity. I felt it my duty at the time to address to the repre sentatives of the people some remarks uptin the issue of your struggle and its consequences and bearings towards ourselves ands, the world.' "The recent efforts for the establishment of liberal political institutions in Europe, have ex cited in the people of this country, the warmest sympathies- The conflict between tho oppressor and the oppressed, whatever may lie the inci dents or results, having for its obje# a govern ment capable of protecting and extemfing polit ical and ' , octal liberty, must he regoided by the people of the United States with the deepest so- , 'ln the enjeyment of institutions which re- Cognize the inherent rights of men, and arc foun ded on the acknowledged principle that all political power is a meet to he ezernieed for the benefit of the citizens, they cannot witness the struggle between despotism and freedom, with out ardent hopes and cincere prayers for the triumph of liberal and enlarged justice. "It is impossible to behold a people long the subieete of tyranny end cppression•—eulighten ed by our example, and solicitous for equal en joyments;rising up beneath the burtbens which centuries have heaped upon thcm;.•—tltSt log aside the reverence for power, and the pride of regal splendor; lookiiforward to the estab lishment of human nigh to the elevation of the moral and racial co ition of society; and placing their lives and romance en kbe liazerd of a struggle for these objects; without, on our part, an earnest, an anxious desire that they may succeed. "That struggle has been unsuccessful. The ! arbitrary Governments, in whose midst the no ble bend of patriots erected their standard, have succeeded with their immense force in maintaining tyrannical authority, and the brave mat who fought for freedom, have either per lined under the barbarous exactions of despotic will,!or they \wander in (align binds, exiles from homes that no-longer afford eefarity. "It Is not the policy of our Nutlet:ix! Govern went to mingle in the controvereies of foreign nations, nor is it desirable that it shouid, by acts of hostility or foiendship, break up the commercial ralationawhich exist fur mutual ad vantage; but it is, nevertheless, no violation of International law to enter our solemn protest and warning agathet scut of creely.and barba rism upon heroic men and defenceless women It is no wrong for one Government to unite with others, in the expression of indignation against the violation of national faith and national law, involved in the demand, for- sangtfinary purpo ses,' of the brave defenders ,of human rights." The sentiments then' expressed found a ree. pease from every heert within our borders.— They are sow referred. to, testhow that this peo ple have wept over your country's wrongs, hove sympathised in the sufferings of her children, ' and anxiously desired to avert the dangers which then overshadowed your own pathway. Permit me; in !conclusion, to perform the pledging duty which the General Assembly base requested at my hands. It is to bid you a cor dial welcome to their Capitol and to their hearth. Than welcome, thrice welcome, to the homes of freemen, illustrious and magnanimous defender of civil and religious liberty. CELtRISTON, Jan. 20. Nor' Yoga, Jan. 20 Senators and Representatives of Pennsylra Dia; 1 name with Confidence, I came with hope to the United States—with the confidence of a man:who trusts with burning faith to theiogic of principles, knowing that where freedom is sown there generosity grows—with the hope of a man who knowa that there is life in his cause, and that where there is life there must be a future yet. And still the hope of man is only au lumina fill) throb 'of the heart with which nature's moth erly tare counteracts the sad impression of ad versify. We often Lope without knowing why, and like a lonely wanderer on a stormy night, direct our weary stops towards the first glim mering window light, without knowing whether we are about to knock at the door on a philan thropist ore heartless egotist. Bat that hope and that confidence, with which I came to the United Staten was not ouch a one, There was a knowledge of facts in it, I did not know whom it may be my, fate to meet, bet I know thaf meet I will, with two Hein; principles that of freedom and that oblational hospi• Wily. Both are political principles here. . Freedom Is expensive like the light,• it likes to spread; and hospitality here in this happy lend, is raised out of this narrow circles of private virtue to a princlpe of political states wisdom. Jest as you, gentlemen, are the represent,: dyes of your people, so the people of the Bolt ed States at large le the representative of Eu ropean humanity—a congregation of nations assembled in the hospitable Hall of American liberty. Your people is linked to Europe not only by the Common, tie of humanity—not only by the communicative spirit of liberty—not even only by eldamercial intercourse ; but by the sacred ties of blood. The people of the 'United Staten is Europe transplanted to Amer ica. You are not one national tribe, like there treating Indians, who retire before the white man to be with nature • alone. You came over not like the migt:ative people of the middle age eeeking a home in one compact national miles. I said by design, the people of the United, States is Europe transplanted to America. And it is not Hungary's woes alone—it is the cause of that Eirope which I Mime to plead. Whore, was ever a sou, who even in his happleet days, ,could indifferently look at the sufferings of hie 'Mother 'these heart blood is running in his ilery veins? And Europe le the mother of the et a 27 100. de Rtatracky leaf at 6 gallons at 61c 12 'United States. Ole, I hope to. Ood, that the- , people of this glorimui land_ie, and will ever be, fervently at tached to this their free, great and happy home. I hope to find that whatever tongue they Speak, they are and will ever be Ameriorn,.and noth ing but -American. And, so they must be, if they will be free—df th'ey desire their adopted homes 'grestnees and continunt ealstence.— Should once the'citiseus of the United States . cesse to be Americans, end become again An glo-Saxon, Irish, German,Spanish, Italian, Oardsb, Swedish, PrenchAmerica would noon cease to be what it is now—freedom elevated to the' proud position of a power on earth, But while I hope that all the .people of the United States will never become anything but Americans, and even Its youngest adopted sons, thinigh fresh with sweet home recollections ' will know, here no South, no North, OO East, anda no West r —nothing but the whole country, the com mon nationality of freedom—ln a word, Aineri cm; Still I also knew, that blood is blood—that the heart of the son must beat at the contempla. lion of hls itotbeiee sufferings. • • Thom were the motives of my-confident hope. And here to this place I base the happy tight to say, Uoil the Almighty is with me, 'my hopes are about to-he . . 'Sir; it it 6gratifying view .io ,eee how the general sympathy of your peoplefor the cause which l respectfully plead, is rising, in natural process, in the elevation of public opinion.. But nu where bad I the happy lot to are this rising process morn clearly expressed than in the great commonwealth of Pennsylvania, this mighty keystone Btuto of the Union.-- I Applause First thr people of Ilarrisburgh spoke, and nu city before hail so distinctly articulated the pub. lie sympathy into acknowledged principle.. It has framed the sympathy, of generous instinct, into a political shape. I forever will renteniher it with fervent gratitude. Then entice the me tropelis—a hope and consolation, by its very name, to the oppressed—the sanctuary of Amer ican independence, where the v,ery bells spenk prophecy—which now sheltering more inhabi tants than all Pennsylvania did when 75 years ego the prophetic' bell of Independence Ilan an• nounced to the world that free America in hunt; whiah.new with the voice of thunder will, I hope, tell the world that the doubtful life of that child has developed into a mighty power on earth.— Applause.l _.4lAnutsunnon, Jan. 13 Yes, after Harrisburg, the enetropolie came, a dourishing.example of freedom's developing power, as the metropolis bf the west Is the proof of freedom's creative power, and after the metropolis, now the first personification of your great Republic's manufacturing interests, that mighty link of nations and this natural ally of international law—then came Pittsburgh, the immense manufacturing workshop, alike memo rable for Ito moral power and its natural advan tages which made It a link with the greet valley of the west, that cradle of a new world, linked iu its turn to the old world by boundlres agri cultural interests. And after the people of Pennsylvania thus spoke, now here I stewd in the temple of thin people's sovereignty, with joyful gratitude no . - knowledging the . inestimable benefits of this public reception,.wharowith the elect of Penn sylvania entrusted with the Legislative and Ex ecutive power of the sovereign people, gather into one garland the flowers of the people'npub tic opinion, and with the authority of their high position announce loudly to the world the prin ciples, the resolution, and the will of the two millions of this great commonwealth. (Ap pillar.) Sir the words your Excellency honored me with will have their weight throughout the world. The jeering smile of the despots, which ace,:m 7 partied the poor exile's wandering steps, may turn, at the report of these proceedings, to a frown which may yet cast mourning over fami lies, as it has cast over mine, hut which will look for consolation, at the dawn of public hap. pinesn.
