Charles Naylor as Secretary, and Wm. A. Hill as Treasurer, and made immediate arrange merits for the annoy and exploration of the route. Accordingly on the 3d of September, they appointed David Mitchell, Jr., Esq , Chief Engineer, and W. Milner Roberts, Consulting Engineer, By order of the Board, three gen- demen, as soon as possible after their appoint- ment, organized two full and efficient corps of Engineers for field work who reported for duty aI:LC - commenced their labors about theist of October, 'tyres expected that before this period the lo cation would have been completed, bat owing to much bad weather, which has prevented oat door work from being berforinecl, and the fact .that there are a number of different routes that require fall and thorough examination, in order that the best possible location matbe made, it will yet require some weeks to accomplish it. • There has been upward of three thousand shares of stock subscribed, and the Board have expended for contingent and engineering ex penses, $0,277 03, out of the amount paid into the Treason; on the first enstalment on said stook. A partial report made to the Board by the • Engineers is herewith submitted. If tho loc. tics was finally determined, this report would of, course be much more satisfactory. It is how ever sufficient to satisfy the Stockholders and the public that the route is entirely practicable for. the cenetruction of a first class road, with easy grades and carves of sufficient radius; at le comparatively email expense per thile. The great importance of this road to the cities of Pittsburgh and. Philadelphia, forming as it does a link In the nearest and most direct route between Philailellibia, and Columbus, and Cin cinnati, in too well known and too highly appre ciated to require comment here. Orxrcemizt:—ln Accordance with a resolution of the Board, passed at their last meeting, re questing the engineers to present a report upon the surveys and Location of the lines, so far as they have progressed, we beg leave respectfully to submit the following: In the preliminary report which was submit ted on the 30th of October last, it was stated that the route from Pittsburgh to Steubenville was entirely practicable at moderate host, com pered with east railroads generally—that the distance on the longest route by way of Char tier's Creek, Robieuson's Run, and King's Creek, would not exceed 44 miles, and by way of Saw Mill Bun 42 miles; with grades in no case ex ceeding 62 8.10 feet per mile, and a minimum radius of curvature of about 1000 feet. Fur therexperimental lawyers having also establish ed the feasibility Of a line by way of Harman's Creek and the south, branch of Robinson'. Run, within these lisultsrof grade and curvature, they were adopted and have been adhered to In mak ing the subsequent locations. After the surveys by the above routes were completed, at the request of the citizens of Frankfort and Montour Valley, and with the approbation of the Board, an experimental line .was also• traced from a point ou the Kinds Creek line, about five miles west of Florsnee, up the North Branch Of that stream, passing near Frankfort, to theitummit between it and DlDon'e Rim, (a tributary of Raccoonjand by it, Biggert's potato garden, Montours and Moon Runs, to the mouth of Chartier's Creek, where it connected witirthe tine traced westward from . . Pitteburgh by that point. The whole distance by this route from the eolith end of the Monon gahela Bridge, at Pittsburgh, to the month of Harman's Creek. opposite Eiteubenville,Ls 41 92 • 100 milee. It will not, however, admit of the est% gradients sad curvature adopted for the other routes, within any reasonable limit of cost, and presents fottr commits, (instead of two by, the other hues) with a greeter aggregate amount of rise and fall, which forbid its adoption In preference to other and more favorable routes that exist. After a careful examination of all the ground lying* between Saw Mill Run and Chartism Creek, and the Ohio River and George's Run, an experimental line was traced from the mouth of Saw hill Ran down the Ohio to the mouth of Cork's Ran; up that stream to Its source, and over into Chartler's valley, joining the other lines at the mouth of Robinson's Run. This proved to be 60 hundred's of angle short er to the latter point than that by Saw Mill and George's Run, and 2 88.100 miles shorter than by the mouth of Chartiere Creek. This route appearing most favorable In point oillistance, the location was commenced Immediately back of Wood'e Rolling Mill, (at the month of Saw Mill Ron) and carried to the head of Cork's Run on nearly the came ground as the experi mental line, from the latter paint the line pass es Into Citarticre valley through • narrow place In the Ridge, by a tunnel through a soft toted stone of 600 yards in length, and puritan • very direct course to the month of Robinson's' Ron, passing over the Steubenville turnpike near the Catholic Church, about 1 mile =East of Chortler. Creek, which stream it crosses before routing Robirmon's Ron; front thence it pur sues the valley of the latter stream, and that of the North branch of the same to the Moreland Summit, dividing it . from the waters of the Lit tle Raccoon, down 'which stream It ham been located to a point about 22 miles to the place of commencement. The line will be carried thence by way of Brimler'e Run past Florence Into the valley of King's Creek, and down that stream to the upper end of Holliday's Cove, through which It will pass to the mouth of Hannon's Creek, opposite Steubectiille. . Making the whole - distance from the krinsongshela Bridge at Pittsburgh, by Lbs located and surveyed line, on this route &bong 42 mile', which may per. haps be somewhat l / 2 bortined when the location Is complete. Aline has been located from the month of, Hammon's Creek, up that stream to a point near the Diumord Summit, aboutl2 miles east .11Stembenville, from whence it wilt be carried into the valley of Raccoon, • short admire be low Burgettstown, and thence over the Bolger Summit into the South prong of Boblnion's Run, and down that stream put Noblestown to Its junction with the line by the North Fork, in the valley of the main run. From this Point to Pittsburgh, the location already made will be common to both routes, making the whole length of this line between Pittsburgh and . tbe river fir - opposite Steubenville dl miles. Since the le ofDecember last the Engineer Corps kers been constantly engaged in the field, pushing forward the location by the two main routes named, u rapidly as possible, in order to obtain the necessary data for • correct compar ' lion of their respective merits and cost, in which service, when the severity and unfavorable char , actor of the weather are considered they . have Made good progress. We would respectfully recommend that re leases for the right of way through Penneolva- Ma, should be obtained along both routes, at theesiliest period prestleable. . . The Pittsburgh and 13tenbenville Railroad is important in iteelf, es affording , the most con- venient Pittsburgh:oonnection with' the rich and productive region embraced in Chi great band of the Ohio river, now devoid of railroad &chi tin. It derives additional importance from the fact that it passes through one of the threat bitu minous coal regioica in the State, which, owing to its distance from the river, cannot come Into market without the introduction of railroads.— Your road will give this great coal field an admirable outlet, on &descending grade, to the Ohio river; and the carriage of coal must con stitute a heavy, permanent, and constantly aug menting Item of revenue to the Company. We propose to present this. question hereafter in connection with the general advantages of this road in a - more detailed form. But the distin platting feature of your line, is its position as a link intended to complete one of the most mag ttifitient chitin of railway imptovement in the country. . ~~~ Pittsburgh is destined to hold a proud posi tion as a Railroad City; and within the present year she will have continuous railroads. com municating eastward with Philadelphia, New York, Baltimore, and Washington, and westward by means of the Ohio and Pennsylvania, and Bellfontaine and Indiana railroads, with Indian apolis Madison, Terre Haute and Louisville.— Standing at the head of the Ohio River, (until the advent of railroads) Pittsburgh was the fa vorite point of departure from the Great West to the principal eastern seaports—first by turn pike, next by canal. Her rivers Bow on as be fore, but enterprising Neighbors have surround ed her, on the North and on the South with un interrupted and speedier avenues for the trans portation of passengers and trade; :ao a natural consequence, she is losing her relative impor tance in the eeale of cities. The completion of the Pennsylvania Central Railroad, at compara tively small cost to her citizens, is the first great step towards her redemption in this res pect But keepingin view the northern rival along the Lake shore, and the southern rival by Wheeling and Parkereburgh, if she rested there,, the Pennsylvania Central Railroad would be of little account to Pittsburgh. To become a growing andinfluential Railroad City, she most make herself a concentratiny point for railroads, coming in from every quarter. The opening of the Ohio anfPeonsylvani• Railroad in pert, ea far as hfassilon, and the connection afforded by the same road with Cleveland, by means of the Cleveland and Pittsburgh line from Alliance to Cleveland, will be found to add largely to her general business. Every additional line.running into Pittsburgh will swell her importance tie a Railroad City. When the Steubenville and Indiana, and Pitts burgh and Steubenville roads shall be comple ted, affording the shortest connexion with Cin cinnati in the south west, and indlenopolis in the went, she will have another and powerful ad junct to her greatness as a concentrating point. The completion of the Pittsburgh and-Steu benville railroad will, we are persuaded, Involve the immediate completion of a railroad comma ion with iVellsburgh and Wheeling. Twenty one miles of line, over favorable ground, will complete the communication on the Virginia side from Steubenville to Wheeling. It will be Dm 82 miles by this route from WhiMing to Pittsburgh, 20 miles lees than by the; river,— Will not this inniease the intereouree ;between the two places, and add to the general ibusipess of Pittsburgh? The Steubenville and Indiana line rang through . one of the most populous and productive regions of Ohio, and that whole country lance 'through Pittsburgh for its shoring and best linnet to the Eau. The trade and travel from the line of this road, would, Irrespective of all other ' considerations, warrant the construction of the Pittsburgh and Steubenville railroad: and - when It le known that the route through Steubenville , to Cincinnati is shorter by 30 miles than any other that is likely to be constructed, It must be obvious that it will be in the line of a great thoroughfare between two of the most important cities of the West. It is equally important to Pittsburgh to secure the stomata and best railroad connesion with Indianapolis, and this she will do through the fitoubearille and Indiana litte running to Cosh octon, and thence to Marion or Bellefontaine.
