The, defects appear to ariee from insufficiency of funds, and the want of proper teachers. \ It is manifest that competent persons, in imfficient 'numbers to supply the demand for their cervices, cannot be had, unless come practical plan is adopted as part of the Common School system, to create professional teachers. • The ability to impart knowledge to °there, •partienlarly \to young :minds, is to be obtained poly after long and-yet ' tient study, assisted-by dl the facilities which science and learning can afford.
