In 1844 the leaders of the Locofooo party in Pennsylvania deceived thVpeople inreference to their views on the tariff. "Polk, Dallas, and the Taniff of , '42," wan inscribed on their ban ners, and the most unblushing assertions were uttered in every part of the State that Mr. Polk and his friends were better tariff men than the Whig. The cheat even entered into their songs, and in every village handi of pelitical vocalists , Might be heard ringing opt, wi* the titznot force of their lunge, this catch— "o the tariff men are coming! , 0 the tariff men are coming'. 0 the tariff men are coming , . • With their Polk and Dallas pledge." • They believed, and Antlered honestly, that Polk -tuad Dallas hid pledged,.themselves to the support of the tariff policy as it then existed, nod nothing offended theta more- hen to, tell them that Mr. Polk hid done no such thing, though Dallas, 'Buchanan, and McCandless had. • The tariff of 1842 had elevated Pennsylvania to a high. etate of plbsperity, and waa'Seserredly popular with all, parties. Loot - Vat. which has reeehtlyhein pulfflehed at the request of aeons =due° of the eitizeas of Buffalo. The followitig notice of this lecture we take from the New, York; Courier and.Engitirer : ~ • It is aisroduetion stamped with deep thought, and thoroughly imbued with a patriotit and Chrittian spirit, and we wish It could'be calmly and considerately permed - by eery .Intelligent American. Bishop Hopkins, in the first place, maintains this ground t.. That 'IA relation of master and slave is expressly permitted by the Bible; that Slavery does not, therefore, of itself, - involve any sin, and that every Christian is an, therized bY the derine 'law to ein slaves of the African. race, provided he treats them in moor donee iith the principles of the ficepel. In the second place, the people of the South are called upoulto concede thatS laveryis s.a dangerous and growing eiii, threatening their own fair r and beantlfal land With, rein, and that within the brief period of the next fortyyears." .. la sup port of. this position; Bishop ilopkins quotes a forcible 'wren& from a speech•of the Hon. int liam.B.l3hepherd in they Legislature of North Caroliea. in which this acknowledgment:is made: that Slave labor, even 'maw, is not remunerative: that the soil in the Slave States will be worn ont in forty yeast' from the present time ; that there will thou be nine millions of alerts, who will be practically. 'free, because ' their owners' will be compelled to - abandon them ; • and lastly,. that this enormous host of famished and desperate men will be let loose 'upon the Union within the life of many .amongst ourselves. In • the third place, Bishop Hopkins, acting upon tide IuPP O- ' sition,—that the North and the South are of one mind on this main proposition : that Slavery is a dangerous etil, and that we must destroy It, or it will - destroy us—eaters upon the consider ation of this serious question: How can the 'ab olition of Slavery be actempilehed, with the kindliest regard and solicitude , for the best in- i teiests, first, of our Southern brethern ; next, of the slave population ; and thirdly, of the [ Continent of Africa? Bishop Hopkins' plan is ' I briefly • this :.. to induce our government to de- 1 1 vote all the public lands, yet unapproshsted, to' the purpose of emancipating such slaves es their .masters might be disposed to sell, without loss! to the owners; so that, on. these public lands, as on a sure - basis, the interest of $200,000,000 (or. at six cent., $12,000,000 a year,) might be expended year by year, until the purchase of i the slaves should be finally accomplished. shies, then emancipated, .o be conveyed These public expense to , the coast of Africa, anti Set- i tled by the Colon s ail= Society, in the same ', manner as those have been` who now constitute I the Republic of Liberia. l'• I By way of showing that one diffienity in the I way of this plan—the large, amount of money, to be expended—is not altogether insuperable, Bishop Hopkins appeels to the declarations of two statesmen, (Mr. Webster and Mr. Seward,) both of whom, (he says) "although differing in some r esp ects , stand in the first rank of estima tion wi their friends and their eountry."— Thus, r. Webster, on the 7th of March, 1850, said he would bc; quite disposed to incur almost any degree of expense to accomplish a scheme of colonisation proposed by any gentleman from the South and four days after, Mr. Seward ex pressly said there was no reasonable limit to which he' was not ready to go, in applying the neticrised treasures to effect the peaceful voluntary remov al of slavery itself. In conclusion. Bishop Ilobtins enters into an argument of some length in sup port of his propositions, and, see need not add, enforces his views with great Vigor of. language and propriety of sentiment. Although the pub lic mind, both at the North and. South. is still too moth excited with reference to the sub ject of slavery, still we 'could wish that think= ing men, in all sections, would, at the proper time, soberly consider the leading views: set lorth in this very interesting pamphlet—that is, the purchase and colonisation of the sieve popu- _ . . lion. , . The , lehined Bishop undertook klierculean taskwhen he attemptal w reconeile Chilstianl ty vritlislavery, and to point out a remedy for the terrible evil which has appalled the clearest , heads an stoutest hearts which 'has ever ap preached it. It is ecomfert toknowthatthe same Almighty Power which permitted the African, to be brought here, will solve, in His own good time, the mighty problem, and work out of it the adviustage - of mantled, and the glory of .the kingdom of Christ• is this respect as in others, he will make the wrath of men to praise him. HOW qov. 10EURITON • OTANDOHVEH Nara, HD3 OPPONENTS. The Pennsylvania Statesman—a loeofoco pa. per in Philadelphia—bas an article in its issue of the 17th June, which is styled "Seasonable Suggestion." Bre make in Astratt below, and commend it to the attention of those brainless locofocos who talk about giving Bigler and the locofooo ticket a majority of ten, fifteen and twenty thousand in the State.. The Statesman says ouch a result is "utterly impracticable"—that "Each boasts indicate any thing but sound judgment"—that the "adoles cent orator might weave ouch calculations into his tinged declamstions"—thit the "superficial politician might cudgel his arithmetic for antici pated majorities." but that "the sound, sober, penetrative mind will seek for more secure data from which to argue and to act" It rays "the party must work to ensure even Mr. Bigler's sa fety." although his "ready eloquence, popular manners, accurate information, decision of char acter, and promptness of action render him . in vincible." This last is Ihors of the Moat cefixis ite character. Mr. Bigler Is a clever amiable man, Cod to talk about his ready eloquence, so- Curate information. decision of character, and promptness of ettion," is little lets than farci cal. llowerer we excuse the Statesman. It in tends to be sincere and is influenced in its opin ion, 17 feelings of undue personal 'friendship. The paper however bates Gov. Johnson most cordially. It has not forgotten the good he bee done the State, turd the superiority of his Admin. istrstion over that of his Locotoco predecessors. This it will never forget. It however speaks thin, of air. Johnston's ability: "hi Gov. Johnston. Mr. Bigler will find • ,foe man worthy of his steel: an active. energetic, un tiring competitor, who, perfectly Inpctrineted in all the , mysteries of politics, and la thorough adeptin their practical application to every com bination of circumstances, will elicitall his pow ers of eloquence, and all his resource's of address and energy, IVe harehsil the most tudiefattory evidence of his influence with the maosto.. Da ring the last Gubernatorial campaign, the party was listlessly dreaming of what was deemed an old fashioned majority,' which RN to exceed even that given to Gen Jackson; but Gos. Johnston was wide awake, traversing the whole State; addrtsaing the people in every hamlet and village, I..oMB:telling himself with the. wan and pre- Jo dices of respective sections, and perfecting that gm rid scheme of political strategy, which excit ed s ar surprise and admiration when it was too Late to repair the injury. In deed, the movement towards the revision ben al ready gone too far, to stop short in its course. Petitions In its favor have poured into the As sembly from ell partied France. A coup d'rtui from the Elytre is hardly possible, opposed as It would be by Gees.
