Nicholson, Aug. 15. Dr. V. C. Decker
is performing good service in the
small-pox district near West Nicholson.
The doctor is deserving of the highest
praise and commendation. He Is very
much missed socially and profession
ally, and his many friends will be glad
when he gets through his disagreeable
task. He has had seven cases to at
tend, flvo of which were varioloid, one
discrete and one conlluent small-pox.
Seven families are qfcarantlned, be
sides the two afflicted families. The
doctor Is thorough, and will have the
houses thoroughly fumigated and dis
infected. Miss Eunice Titus, of Binghamton,
is visiting her uncle, Mr. D. W. Titus.
Mrs. William Henry Miller and Mrs.
George Rought left Tuesday night for
a trip through the west.
Mrs. Grace Warner Jones left Tues
day evening to Join her husband at
Dunlap, Iowa.
Mrs. D. W. Titus spent Wednesday

Proposing an amendment to section ten
of article ono of the Constitution, so
that a dlschargo of a jury for failure
to agreo or other necessary cause shall
not work an acquittal.
Section 1. Be it resolved by tho Senate
and Houso of Representatives of tho
Commonwealth of Pennsylvania in Gen
eral Assembly met, That tho following

stitution; thy is to say, that section ten
of article one, which reads as follows:
"No person shall, for any indictable of
fense, bo proceeded against criminally
by information, except in cases arising in
tho land or naval forces, or In tho militia,
when in actual service, in time of war
or public danger, or by leave of tho court
for oppression or misdemeanor in office
No person shall, for tho samo offense, bo

to public use, without authority of law
