Councilman Chittenden's Theory Re garding Damages. The viaduct ordinance was referred to the streets and bridges committee of select council at last Thursday night's meeting of that body, but was not reported at the special meet iiiA' he-lel on Tuesday night. The reason that the committee did not report on tho or-llnnnee on Tues day night and will not report on It tonight Is because the chairman, Charles IS. Chittenden, Is making an effort to secure some sort of nn es timate of the damacrps to be Incurred, In order that when council votes on the measure the members "may know wht Ibey's voting on," as be says. Mr. Chittenden has a theory which he Is going to endeavor to prove. The theory is that it would be far cheaper for the city to buy up the property on both sides of the street, from Seventh to Ninth streets, in stead of paying damages for It. Tie believes that the municipality could then raze the buildings nnd sell the property at a figure mfTiclently high to make the difference between it and the original cost far less than the dam ages which will have; to be paid. He is going about proving this by secuing from the property owners an estimate or their damages and of what they would sell their property for. REPUBLICAN MASS MEETINGS. Congressman Littleiield Has Been Secured to Make Addresses. T. P. Penman, chairman of the speakers' committee of the Republi can county committee, yesterday celved assurances from the Re publican national congressional com mittee that Congressman Charles E. Llttlcflcld, of Maine, would be sent to this city for two or three davs at the end of the month for the purpose of delivering several addresses. Another one of his dodges was standing outside of churches Sun days and begging people for money for a poor widow. Another of his schemes was the for mation of a servant girls' league. Eagan, money order clerk at the postoflice for several years oas.t, was arrested Wednesday by Deuuty United States Marshal Clark Lowry at the Instance of Postoflice Inspector Gorman, on the charge of i-mbuzzle-ment. He was taken before United States Commissioner Taylor and held In $,",,000 ball for his appearance in court. Inspector Gorman was engaged In making an examination of Eagan's ac counts the beginning of last week for the purpose of discovering a small shortage, when ho discovered a series uf embezzlements extending over a period of three years. Ho Immediately caused Eagan's ar rest. The latter admitted his guilt, and voluntarily came to Inspector Gor man's assistance, and ever since his arrest has been closeted with him every day for the purpose of discover ing the exact amount of tho embezzle ment. This was ascertained yesterday,. and was immediately made good by Mr. Eagan. Tho exact amount could not be learned, but it Is known to be between ?2,000 nnd $3,000. Efforts will be made to have the case set aside bv the court, considering that full restitution has been made, and on account of Mr. Eagan's previous excellent reputa tion. The young man Is a son of Suser lntendent John Eagan, of the Lacka wanna Iron and Steel company, and lives at the corner of Scranton and Tenth streets, EVERHART HAS LEFT TOWN. Is Thought to Have' Gone to League Island to Enlist. Edwin E. Everhart has left the city. His relatives admit this and it Is now known that he quit Scranton on Tuesday morning. His exact where about are unknown, and neither his father nor any of those Intimately connected with him will throw any light on the matter. It Is, however, supposed from hints dropped, that ho is now at League Island, near Phila delphia, and bus joined the marines. Ho did not enlist at the local sta tion, but there Is an enlisting branch at Allentown, and ho may have en listed in the service there. The crime of which Everhart Is ac cused would not stand In the way of hlf eligibility. The open golf tournament at tho Scranton Country club began under most auspicious circumstances yester day morning. During the day the qualifying rounds tor tho Country club and consolation cups were played.
