Thi'i road has been purchased by the Delaware, Lackawanna and Western and it will become part of the Latka wanna sjstem on August 1. Another Railroad. A corps of engineers has been at work this week running a. lino from Matamoras, Pike county, to Milford and from here westwardly through tho county to meet, it is said, a, survey now being made from Wllkes-Uarre in this direction. Joseph K. Perry, who bought the franchise of the Delaware and Anthracite railroad last year, whloh was a successor of the old Le high and Eastern, and subsequently transferred his rights to the People's Railway rompiny, was here this week and stated, wo nre Informed, that the survey was being made in the Interest of the latter corporation. Engineer! have recently been at work In the western part of this county, but no one seemed to have information as to their object or the company employing them. Possibly if injunctions or other legal obstructions retard, or prent, the building of the now road nlong the old canal in this state and the New York authorities llnally grant permission to build oer tlrere, the new lino, if built, may bo compelled to cross the river nt Port Jervis and go through tho cen tral portion of this county. We wish tho pionroters of the canal road all success possible, but it would be a happy outcome for us if in the end they were diverted in this direction. There nr thousands of acres of excellent arable land in tho county which would nearly adjoin such a route, which may never bo developed until a road !s brought in proximity to It. The summit of tho Focono mountain along tho lino of tho Delaware, Lack awanna and Western railroad Is being largely pitronlzed as a summer resort, and we have in this county sites more advantageous and beautiful which only need facilities for access to become as famous as the Catskllls. There is no question as to tire possibility of a lino across tho central portion of the county and wo hope in the effort to construct a road it may fall to our lot, after these long years of waiting and homing, to have it cross In this direction. Eastort capitalists who control the franchises of tho Delaware Valley railway are now securing options on rights of way, not heretofore obtained, between Buslikill and Stroudsburgand say they propose building a road up tho alley this summer. President Truesdalo.of tho Delaware, .ackawanna and Western railroad. aid yesterday that tho directors had rotermined to refund all tho bonds of that system as, fast as they matured nto S'2 per cent. 100-year bonds. AN hough there are only $3,OG7,000 bonds it the Lackawanna proper there Is an .ggregato of about $i4,COO,000 of bonds outstanding on the main and branch Unes. Nearly all of those Issues bear ' per cent. Interest. Arrangements have already been ..lade to replace $750,000 7 per cent. onds of the Wnrren railroad, which nature this fan, with V per cents. Vegotiatfons are pending for the re mndlnir into 3' per cents, of tho $5, 100,000 of Mouis and Essex 7s, which -iaturo next fall. Uetwven the present amo and 1907 about $13,000,000 of tho bonds of various roads in tho Lacka wanna system will mature and steps will bo taken to lrae thorn replaced by 3&s. The maturity of the remain der of tho '551,000,000 of outstanding bonds extends oer nrany years, but the same refunding plan. It Is ex pected, will bo npplied to each issue. The Lickawanna management has contracted with a substantial New York banking house to take charge of the refunding to bo done this fall. President Truesdalo and other ex ecutlve otllcers of the Lackawanna Successful Test of His Locomotive Firebox Is Made. Philadelphia, July 2C Cornelius Van derbllt, jr., today made another, and It is successful, test of tho locomotive firebox recently invented by him. Mr. Vanderbilt nnlved here last night and early this morning went to Paldwln's locomotive works and, accompanied by Super Intondent Vauclain, of Haldwln's, he went to a new Union Pacific loco motive stationed near ralr mount park on the Philadelphia and Reading rail road. Mr. Vanderbilt sat with tho engi neer and Mr. Vauclain with tho fire man. The test lasted an hour and the engine ran smoothly forthnt time, the boiler holding .steam without a trace of loss or weakness. A number of locomotive experts at Baldwin's said today that the Vander bilt device, If it carries out tho prom ise which its tests hao afforded, bids fair to revolutionize locomotive con struction. Tire standard firebox of locomotives in general use is wagon shaped and Is surrounded by a boiler shell holding the water from which the steam is generated. It requires heating on the side and upward. Tho shell and the firebox nre built of three-eighths inch steel plates riveted together. The Van derbilt device consists of a cylindrical boiler shell, with a firebox of corru gated steel, three-quarters of an inch In thickness, which is also cylindrical in form. The bottom of the fire box Is raised two inches above tho floor of tho boiler shell, permitting the water to circulate all around It. The corrugated firebox has long been used in the construction of mnrlno boilers Vanderbilt ad-'nts It to loco motives, a radical departure in loco motive construction. The first cost of the Vanderbilt locomotive Is really not more thun that of the locomotive run by the old device. Hut the device, it is said, gives economies in lepairs and In the consumption of fuel and water, and It affords a greater heating surface, giving power end speed. Germ Theory of Disease, tho Dis covery of Ether ns an Anesthetic nnd the Proof of tho Vtilue of An tiseptics Repicsent Three Distinct Periods. l'rom the Chicago Times Herald Three distinct periods have been marked In tho practice of medicine nnd surgery since the beginning of tho century first and greatest perhaps, the establishment of the germ theory In disease ns proved by Dr. Robert Koch, of Germany, tho dlcsovcry of ether ns un anesthetic, brought to the attention of tho world In 1841 by Dr. Horace Wells, a dentist of Hartford, Conn., and the proof of tho value of antiseptics, emphasized by Dr. Joseph Lister, In Ihrglnnd In 1SC0. To these may bo added Dr. James Young Simp son's discovery of tho uses of chloro form as an anesthetic In 1SS0 the indefatigable Sir Humph rey Davy had a prophetic foretaste ot the future of anesthetics. While ex perimenting with nitrous oxide gas he Inhaled the vapor to the extent of los ing consciousness, and on recovering from Its elfects he predicted that in the future some such substnneo would bo found to make dental and surgical op erations painless. In 1S30 Michael Faraday made a similar discovery re garding ether, but so far as note was taken of the experiment, It was re garded as In the nature of a loke. It remained for Horace Wells In 1844 to bring the discovery to tho credit of tho American profession. He bad ex perimented upon himself, and follow ing these experiments he planned a public exhibition In Boston before a clinic of physicians and students. For some reason tho patient failed to lose consciousness, and Wells was hissed by the gathering. Two years later he explained his discovery before the French Academy of Sciences, but his Boston failure Is supposed to have led to his death In nn Insane asylum in New York In 1S48. VALUE OF ETHER SHOWN. W. T. G. Morton, who was associated with Wells in tho unfortunate Boston experiment, tntlslled himself of the elllcacy of ether on the night of Sept. 30, lSIfi. Ho had experimented upon himself all day, when about nightfall ft man with his face tied up came lo his door, saying that he was distracted from tiro pain of a tooth. Morton placed him irr a chair, put him under tho Influence of ether and pulled tiro tooth. Then a great fear seized him that the man might not recover con sciousness. Morton threw a glass of water in the patient's face, whereupon ho sat up, unable to believe that tho heavy jaw tooth lying on the floor lrnd come from his own mouth. Eben Frost was the name of the man the first to demonstrate the value of an anes thetic In dental operation. On Oct. 1C following Morton etherized a patient in the Bostoir general hospital, and a tumor was removed from the man's neck the first time In the history of surgery that the patient had not been held by brute force of attendants, while the knife cut Into his protesting nerves. James Simpson of Edinburgh had protested against tho shambles-like brutalities of the surgeon to his patient, nnd the dream of his life h.nl been the nllevintlon of this suffering. Lleblg, tho great chemist, had discov ered chlnrofuim In 1S31, but not till Nov. 4, 1S47. was Simpson led to experi ment with its possible anesthetic qual ities. On tho evening of that day, with Drs Keith and Duncan, he first in haled Its fumes. Its marked stimulat ing effect was noticed at once, grad ually increasing Into something like intoxication Then, nfter a black blank, Simpson had the joy of awaken ing to n sitting postrrro on the floor to find Keith and Duncan still uncon scious under the table Simpson had experimented with ether in accouche ments, to find Its after effects unsatis factory. He introduced eholoform Into obstetrics, a place that It ever since has hold. As has been common w 1th Innova tions In nil times, the discovery of an esthetics aroused opposition, and to Simpson, more than to any other man, is due the breaking down of this preju dice in Europe. Tho bugbear of the surgeon In those days was a thigh nm putntlon, and in these cases Simpson brought proof that tho use of anes thetics reduced fatalities from 62 in 100 to 25 in 100, taking the hospitals of Europe as they ran. Today the painlessness of an operation Is as much desired by the surgeon as by the pa tient, and the use of cocaine nnd ether spray is considered essential when only slight suffering would be occa sioned by tho knife. ONLY A STEP TO ANTSEPTICS. From anesthetics to nntiseptlcs was only a step, the Koch germ theory having intervened. Lister first advo cated tho theory of the pus germ and sought for a specific which while death to the germ, should be a non Irritant to surrounding tissues, Ho was laughed at and scoffed nt, but his ex periments wrought proofs of his theory. Various b -products of coal tnr were found to have antiseptic properties, chief of which is carbolic acid. Quinine was discovered to bo equally valuable, nnd from these a long list of substances has been found to be effective against tho pus germ. Today there are prac titioners who, if not opposed to anti septic dressings, are at least Indiffer ent to them, but In tho main surgeons regard the formation of pus In a wound as a mark of careless treat ment. If with reference only to tubercu losis. Professor Koch's germ discovery must stand as the greatest epoch marking Incident of the century. Vll- lemln In 1865 had proved tho Infectious ness of tho disease to tho satisfaction of tho French Academy of Medicine Seventeen years later Koch proved why It was so. Ho found the bacillus that gives life to the disease, and It Is according to his scheme of deter minations that the microscope of today Is revealing tho disease in diagnoses Straus 13 authority that tuberculosis Is the least contagious of tho germ diseases, but when It In considered that Professor Leyden estimates that 1,300.000 persons in Germany have the dlbeasa at all times, and In the United States 1,200,000 persons, the significance of contagion In any degree Is appalling. Civilization, as represented by the big cities, makes for tho spread of tho dis ease, and in Now York or Chicago one person out of every fifty has tuber culosis. Out of 1,000 deaths from It, Bertrllon has shown that 760 victims are between the nges of 20 und CO 1 year, showing the terrible ravages of this disease nrnong the breadwin ners nnd homomakers of tho world. So far as concerns tuberculosis, Koch's germ theory hns led to tho se gregation of the bacillus, the dis covery of Us habitat, tho knowledge of tho conditions under which It thrives or deteriorates. Tho specific has not been found, but In tho last years of tho century the medical pro fession Is Joined as It never has been Joined before in a move upon tho strongholds of this gravest ill that is known to humanity a dlseuse that Is responsible for one-seventh ot tho deaths 'rr the world. Hospitals for tuberculous patients nre being urged, and education Is busy with means of prevention. Physicians nro confident that n specific Is a promise that Is to be fulflll"d by the future, and that specific vlll bo applicable In the light of tuberculosis ns a germ disease. Smallpox nnd yellow fever, ns the dread scourges of the early part of tho nineteenth century, nro no longer formidable. Quarantine methods throt tle them in their Inclplency. As dis eases, too, they have deteriorated in mallpnltv. Typhoid fever has been traced until today the disease Is regarded as a badge of Ignorance on tho part of tho patient. Even the homely boll, that once bore the stigma of an outcropping of Impure blood, has been traced to Its' active germ, capable of transplant ing to any epidermis. Tho untl -toxins for treatment ot ncutc diseases work a new departure In medicine. To some extent they nro in the experimental stage, but some thing more than promb'e has been found 'rr them. Skin grafting Is nn accomplishment that anesthetics nn 1 nntiseptlcs have made possible In hospital practice. Eve and ear surgery have been dig nified into specialties in which prac tltlori"s make fame anl fortune. Tho neurologist In his srocial field repre sents tho highest plnuncle in the med ical pioftslon And thoe have como out of that nebulous stage of the gen eral profession where a phial of calo mel nnd a lancet for bleeding held chief place in the phvslrlan'n medicine case.
