Harris and Corny strike out the of fices of clnrk to lieutenant coventor, day watchman and numerous other new positions provided for by tho pro posed net. The bill passed second read ing, after which a motion wns offered by Mr. Hllss and carried that the meas ure be committed to the Judiciary gen eral committee. Mr. Harris, of Clear Held, ottered a resolution which was adopted that tho desk and chair used by Lieutenant Colonel Harnett, of the Tenth Pennsylvania regiment, while deputy secretary of the commonwealth, be presented to him. Thu contract stipulates the delivery of the locomo tives In four months and It seems that the British manufacturers needed eigh teen months to do the work. Mr. II. J. Ivatts, chief locomotive superintendent of the Orent Northern, who Is now in the United States with other Kiifrilsli railroad men studying the American automatic coupling sys tem, writes that he is surprised at the great capacity of the American works. It Is learned that further orders from the Indian and Australian governments have been given to the Baldwin com pany. The same cnpaclty for speedy deliv ery by tiiH Americans secured for tho Pcncoyd Iron works, of Philadelphia, the contract to build the Atbara bridge In tho Soudan, to the Intense disap pointment of British firms, nono ot whom, however, were able to guaran tee the delivery of the necessary Iron work within the prescribed time. In contrast with the promptitude ot the Americnns, It may be mentioned that the Soudan railroad had to wait four months for a small bridge weigh ing thirty-one tons.
