THE SCRANTON TRIBUNE-WEDNESDAY, SEPTEMBER 2i, 1898 2 3 THE EVACUATION , IS UNDER WAY PORTO RICO THE SCENE OF OP ERATION. Posts Adjacent to Ban Juan Aban doned by the Spanish Americans May Enter Spanish Lines In Pur suit of Marauders Influx of Scheme Promoters Continues. Han Juun, Island of Porto Rico, Sept. 19 (Delayed In Transmission) The ovaruatlon of the outlying positions oc cupied by the Spaniards began today. Aguadltla, San Sebastian and Laros were abandoned by them, and the troops of General Clarlton's brigade and the Eleventh Infantry moved In and hoisted the American flap. The Spanish troops fiom the abandoned positions arc being concentrated ut Areclbo, from whence they will reach Sun Juan by lnllioad so soon ns tians imitation is available. They could not enter the cltv befoie, owing- to Its crowded condition. On Wednesday the Spanlatds will evacuate the Island of VIecjuos, where a imnpnny of Amerl an troops, dispatched from General Giant's brigade, has ulready been landed The Spanish tioops from the Island of Vlequo.' will lemaln at IIu macafi until the Spaniards fall back on tho line of, the military road. Spanish control Is now confined to within a line diawn fiom Humncao, to Abonlto and f i oin theip to Aiecibo, less than one third of the Island. The Spanish evacuation commission cr ut the meeting of the Spanish and American commlsslonets today, ofllc lalv Infotmed the Americans that they had been notified of the salllnsr fiorp Spain of two transports intended to cmbjik Hoop-- licit' and also that 400 Spanish 'oldleis will sail fiom heie to mot low on u tianspoit which is ex pected from Cuba The dopaitlng tioops consist of 200 sick men and 200 membeis of the KiiBliiocis'teglment. The meeting of the commlbsloners was entlrelj without filctlon. and It was owing to the good feeling pie- ailing between our soldleis and those at Spain that It was decided to a'low the company of Americans to land at the Island of Vteciuos befoie the Span lards left. It was decided todaj in the Interest of tho older of the Island to allow Americans to outer tho Spanish lines, and vice veisa. in nuisult of maraud eis. This obltteiates the neutral zone between the lines and It Is believed It will result In the complete suppression of disorders at Utuade and other places In the interior, and affoid protection to natives and Spanish residents alike. In spite of the fact that some of them have been disillusioned, the In llux of Ameilcan promoteis continues. Most of them are at Ponce and unable to leach San Juan, owing to the mil itary regulations. An agent of the Sugar Trust is here, and manv others ait seeking business opportunities, franchises and concessions. All of them are fretting over the unavoidable de lays. The condition of the troops on the Island is not improving. Almost two thousand men have repotted sick. Gen eral Brooke is doing all In his power to Imptove the condition of the sol diers and affoid them every comfort possible. In so doing, he has oideied eveiy military tent on the Island to be fitted with flooring. THE MANILA TROOPS. A Question of the Rights of the United States. Washington, Sept. 20. Some ques tion has ailfen ah to the rights of th.3 I'nlted States to send troops to Manila under the teims of the pro tocol and the armstlte wnich followed. I'pon ' this matter being brought to the attention of the officials of the war department It wn? stated that un der the protocol Manila city, hatbor and bav weie placed under the control of the ITnIted States and that we have the sam right to relnfoicp Manila that we would have to send tioops to any other arm post. ''pain, It was said, would have no light to protest against the action of th ITnIted States, as thp movement of tioops to Manila wa not like send ing them to an island or station In dis pute. MR. The great taco at tho second dnv's meet of the New England Trotting Horse llreed ers' association was tho 2.10 stallion trot. In which Cresceus and tho Blue Hill horse, Illngcn, fought out three of tho five heats In grand style. Twice llingcn led the big chestnut under tho wlte, but In tho deciding heat the Torbcs horse was not quite fast enough and again followed the tiadltlon that he could not win a taco on his own track, for Cresceus took the heat and i ace by a short neck. New York, Sept. 10. The stock mar ket today presented nil tho character istics of genuine reaction. Last week's sharp recovery eliminated thu short In terests very largely and the forced liquidation of profits had been mostly completed dutlng the previous contin ued decline. Tho market was thus freed to a great extent from tho tech nical Influences and In condition to re spond to tho prospects for general busi ness In tho country. Its failure to do so yesterday was attributed to the un settling Influence of the slump In Sugar. The bears were evidently timid about continuing their campaign further against Sugar and were inclined to cover, so that this Influence towards reaction was removed. Nevcitheless, the market dropped heavily towards a lower basis with one or two exceptions in the list and closed only barely steady at a level generally 1 per cent, or more below last night's level. Total sales were 452,100 shares. furnished by WILLIAM LINN ALLRN & CO., stock broker, rcoms 7O5-70C, Mcars building. Open- High- Low- Clos ing, cat. est. Ing. Am, Cot. Oil 3o, SJ?i 3o .' Am Sug.
