There were two Important steps In Wnshlngton today towards actual hos tilities, not to mention the overt act Involved in the seizure of the Spanish vessel, Duena Ventura, off Key West. The first was the issue by the presi dent of his proclamation announcing to the world a blockade of a number of Cuban ports, nnd the second wus the signing by him of the bill providing fur the utilization of the olunteer foiees in war. Following; up the formalities begin ning with the blockade proclamation, the state department this afternoon ad dressed an Identical note to all foielgn nations, notifying them of the policy to be pursued by this government in the matter of privateering and neutral ity.
