Tho postofllco de partment during the last fiscal year ran behind $11,411,779, an Increase In tho deficit over 1S96 of $3,2S1,C01. More than half of the deficit of tho United State3 treasury last year must bo ch'arged against postal operations. The postal receipts for the vear from all sources were $82,665,402, and tho ex penditures $31,077,242. It Is a disturb ing fact that this enormous business Is attended by an enormous Iops, and that tha loss Increased owr J.1,000,000 m a slnglo year. Thero Is evidently a lack of proper adjustment somewhere In tho postal transactions, and congress should search It out for correction. Tho Urltlsh nostofllce for the year ending March 31, 1890, received 11,403,370 and paid out m,3SO,000, a surplus of 85,370, The total postal receipts of France In 1894 amounted to 214,311.331 francs, and the expenditure was 167,808,195 francs, a surplus of 40,503,193 francs. In Ger many In 1895 the postal surplus wns 29, 781,646 marks. While the United States has a laruar and more thinly settled territory to cover, tlure Is no rsason a'blo excuso for Its exDendlturo of $1 for every 87 cents received. Ono cause of tho postnl deficit In this country has often been pointed out and Is perfectly well understood. In the laBt congress an effort was made to reach It, but the proposed legislation fell by tho way. The leak referred to Is In the transmission of second-class mall matter. Last year 1S2.740 tons of second-class matter wns sent through tho malls nnd dlsrlbuted for tho sum of $3,106,GSl, or $17 a ton, It costs Ih'o government about $160 to haul a ton of mall matter from Now York to Buf falo. Whllo the postofllco Is a great popu lar Institution and performs an Indis pensable service for the people, It Is not perfect and needs some rcvslon for Its own good. The cheap transporta tion of useful publications Is In the In terest of the masses, "but penny dread fuls carrying a date to prove that they are periodicals printed four times a year, and other trashy matter passing under the same pretense, Is an unjust but den upon the postal department ond an injury to public morality. As long bb such abuses aro perpetrated It Is vain to think of penny letter postage.
