Concluded from Page 1. far as relates to Increased activity In manufacturing and ir, reflex Influences upon other lines of business until th new measure Is not only upon the sta tute books, but has time to make It self felt and time Is given for the nb sorptlon of the enormous quantity of foreign goods now being foiced upon the market. I believe that people will see prosperity when It has had time to produce Its natural effect, but It Is not reasonable to assume that It could accomplish these results m nd vance of Its existence ns a law, or even In the first few weeks or months of Its operation." THE FREE IMPORTATIONS. Mr. Dlngley's remarks with refer ence to Increased importations and their prospective effect In delaying the demand for the products of Amer ican manufactories suggest nn exam ination of tho official figures on this subject. They fully confirm his state ments with reference to the great in crease In Importations since It be came known that an Increase In tariff rates Is to be had. This Is especially tiue with reference to nrtlcles upon the free list, while the fact that the cus toms collections have doubled during the past few months shows the great Increase In Importations of dutiable articles. The free Importations In the month of March, 1E07, were greater than in any other month, with a single exception, since the early part of 1S33, nnd the free Importations for the pres ent month seem likely to exceed those of the last month. The disposition to rush Into the country articles now upon the free list Is also shown In tho per centage tables of the buieau of statistics, which Indicate that the per centage of free Importations lnct eased very greatly ihe moment the result of the November election was known. In the 10 months prior to the November election, the Importations had aver aged only 40 per cetu. upon the free list. Beginning with November, how ever, and continuing up to l ds time, mote than 55 per cent, of tho Importa tions have been those upon the free list, while the importations of dutiable goods have, nB shown by the Increase In customs receipts, also enormously Increased.
