It points out the defects of the piesent charter so far as It places the appointment and contiol of the police In the hands of the mayor. It loters to the Impiopc activity of the police In politics and their lntei ferenee with the light of citizens at both primary and general elections. Attention is called to the airay of witnesses who complained of police outiasea not only at the polls, but elsewhere. It Is claimed that In most cases the deielictlons of the men were virtually encouiaged by the fail ure of the authorities to adequately discipline the offendeis. The police boaid of inquliy is seveily con demned by the committee. Its fail ure to accomplish the puipose foi which It was organized Is attiibuted to the fact that It Is made up of In tel ested pel. sons It Is contended that a tribunal of this character should be constituted of impaitial and disin terested olllelals. To obviate the de fects In the police system the commit tee suggests such ladical legislation as may meet the demands of the situa tion. Pel haps one of the most impoitant subjects discussed Is that In relation to electric lighting. The committee lec ommends the cieatlon of a state bouid, to be composed of three commlssioneis, who shall have supei'lsion and con trol of such coi poi atlons. This is some what In the natute of the law that has been In force In Massachusetts for the last ten years and in other states for a less period. It Is probable that the bill now before the leglslatuie, which pro vides for a commission to supervise gas, water and electilc light corpoia tlons, be favored by the committee. BLEEDING THE CITY. The testimony of expeits, including Professor Slaiks and Arthur II. I,en, is cited to prove that the city of Phila delphia has been paying exoibltant pi Ices to private coiporatlons for Its electric lighting. It Is shown that many cities, including most of the smaller municipalities, have their own plants and opeiate them at less cost to the taxpayers than Is the case in Philadel phia. The committee further says that from the testimony It nnnpms thnt tho city Is divided Into districts by the cor porations themselves and that the eon tracts go to certain companies, thus stilling competition, Much space Is devoted to the ques tion of contructs. The committee claims that diastlc refoims are need ed in this particular. It is pointed out that in one instance a change was made In the speclllcatlons after a por tion of the woik had been done. Much of tho testimony' goes to show that contractoia aie unable to comply with the specifications of their contracts and "come out whole." Hence men frequently accept exacting contracts with tho intention of slighting the woik and with the feelln-r that they w HI be leniently treated by thu authorities. Instances of laying sewer bilcks In two feet of water and insuillcient Inspection are pointed out. Defects are alluded to in tho rr-ntter of street cleaning, building of sewers, street paving, ie palring streets and in the collection of garbage. The committee lecommends longer contracts than for one year for garbago collection and street cleaning, legislation is urged that will make contracts mere binding. POLITICAL ASSESSMENTS. The -next matter taken up Is that of political assessments. The testimony of the real e3tato assessors and othors is taken up to show that the practice of levying assessments upon office holders for political purposes Is gen eial. The remedy is suggested in a sweeping, sp '1173 and compiehenslvt) bill which leaves no room lor evasion or doubt. Fines and lmpilsonment are the penalties for violation of the act. The prevention of brlbeiy at pilmaiy elections Is another lefonn aimed at. One of the purposes of tho bill offered In this connection Is to compel judges and olflceis of primal y elections to give certificates to the pioper peisons. Tho final subject, which has not been completed, relates to magistrates and the necessity of enlarging their duties so that borne one magistiate may bo constantly at a station house to accept ball for prlsonois who may bo bi ought In late nt night and who do not want to spend the night In a cell. Two ) Passengers Killed and Several Injured by a Chicago and Illinois Locomotive, Chicago', Feb. 25. A north bound train on tho Chlcaaro and Eastern Illi nois road and the Columbia Heights race tialn, south bound on the bame toad, simultaneously struck a Calumet electilc car at the One Hundred and Thltd street ctosslnsr this afternoon. The mototman and two passengets were instantly killed, two other pas sengers piobably fatally Injured and the car smashed Into kindling wood. The thiee peisons killed were so bad ly mangled as to be unrecognizable. The injured are: Mis. Manslleld, wife of tho editor of the Roselaml, Illinois, Entet prise, thtown two bundled leet, probably fa tally Injuied. Robett Hlnes, a motor man on the road, probably fatally in jured. The railway people claim that the gates woie down and that the motor inan lost control of his car which clashed through the gates. The noith bound train and tho race train meet at this ctosslnc at the same time every day. They weie due at the time the electilc car struck the gates. The couit of ap peals in this state has taken the initial step in determining the limit of a man's attention to a woman without laying himself liable to damnges of a breach of piomlse suit. Judge Halght hands down tho opinion in the case of Nellie E. Yale against William R. Curtlss, the general term having afllimed damages to Miss Yale, and the cape having been appealed. Meantime, Mr. Cuitlss has mairled another woman. The little scene is laid In Norwich, N. Y, It con slats mainly in such innocent joys as band conceits, walks home ftom church and calls "until 10 or 11 o'clock, never remaining after that hour." Miss Yale vus a member of tht Con gtegatlonal chutch, and sang in the choir. Mr. Cuitlss joined the chutch and was pressed Into the choral service.
