Vest, of Missouri, teported back fioni the com mittee on commerce a house bill which had been refeiied to that committee and stated that the same bill pieciselv had passed both houses at tho ptesent session, had been nppiove'd and signed b the president and was now a law. Tho diplomatic and consulni appio pilntlon bill, cairylng' an asgiegate of $1,C05,30S, was pushed after some caus tic temarks by Mr. Morgan, of Ala bama, on an Item of $10,000 foi a min ister plenipotentinty to the states of Is'lcaiagua, Costa Rica and Salvador. Two of these states, he said, had, ac coidlng to newspaper lepoits, foimod, with Honduras, a new government, called the Qi eater Republic of Cen tral America, Bending a minister to "Washington who had been formally received by the president and closing their lespecthe foielgn olllces, so that an Ameilcail minister could hold no diplomatic lclatlons with them hull 's idualh Hut, of this change, the piesident of the United States had not condescended to glo any Infoimatlon to congress or the people.
