IMPORTANT ISSUES BEFORE THE SENATE Mr. Turpie, of Indiana, Introduces the Cuban Question. REFERS TO DEFIANCE OF OLNEY Thu .Mutter ol' (lie Arbitration Trent Is Hrouglit Upon the Tiipis--Mr. Hour Objects to the Intemperate Zeal .Manifested in l'uvor ofllatili ciition ol the Trout) --The Cieileu tials ofltoies Penrose Kcecivud. Washington, Jan. 22. Questions of deep Intel est and Importance came up before the .senate today In a most un expected manner. Flist aiose the sub ject of the recognition by congress of the lepublle of Cuba, Jlr. Turpie, of Indiana, giving notice of his Intention to call up Senator Cameron's resolution on Monday next and to address the sen ate on the subject. Mr. Tuiple advert ed to Seeietaiy Olney's dellanee of con gress In the matter of Cuba and said that It reminded him of the school mas ter of anthiulty who "whipped his pu pils generally," He also refeired to a newspaper statement of an alleged compact yesterday between the preserrt secretary of state and the premier of the rrext administration that there would be no action in relation to Cuba during the present congress. This staterrrerrt was bluntly contradicted by Senator Sherman as orre without the slightest foundation. "Ther e had been" he declared, "no conversation at all be tween us on the subject matter, no ex pression of opinion." After this episode the question of the niblttation treaty was brought upon the tapis irr an equally irrforrnal and chance matter. Mr. Cullom, of Illinois, had earlier in the day, sent to the clerk's desk for publication in the record a large number of letters which he had lecelved on tire subject of the treaty, some favoring and others objecting to the latllleatlon. Mr. Hoar, of Massa chusetts, presented other memorials on the same subject and took opportunity of lecturing a great many of the "wisest and best men In all par ts of the coun try" for what he called their "Intem perate zeal" In favor of ratification of the treaty. He reminded them that the treaty was still in progress of negotia tion and that it wus poor diplomacy, while the matter was still Inchoate to have "lear ned, eloquent, heated, Impas sioned utterances come from the pulpit, the press, and college halls" in favor of instant i allocation. He pointed out, thut, if some modifications were deemed necessary and If Mr. Olney submitted them to the Marquis of Salisbury, the Mai qui!) might well leply: "Your peo ple are clamoring for it as it it. You do not represent your countiy and your country's Interests." Ho repelled the Insinuation that the serrate was to have the spurs jabbed into it If it did not dlspo'-c- of the tteaty in twenty-lour hours. MR HOAR'S VIEWS SUSTAINED. II Hoar's views were sustained and re-enforced by his colleague Mr. Lodge, w ho said It would not conduce to the Interest of peace between nations if, in a year or two, the treaty would develop causes of disagreement which would lead to its Immediate denuncia tion and would set back the whole plan of arbitration for years. The discussion was continued in somewhat the same strain by Senators Sheiman, Ohio; Cullom, Illinois; Haw ley, Connecticut; Sew all, New Jersey and Stewart, Nevada, and then Mr. Morgan, of Alabama, Interposed an ob jection that the whole debate was out of older und the matter was dropped. After this there was a lull of some twenty minutes in the proceedlrrgs dur ing which the milltaiy academy appro priation bill was under consideration its prog! ess being impeded by a prop osition to have the West Point cadets participate In the lnauguiatlorr parade. .Before the knot had been disentangled the motnlng hour expired and the Nic aragua canal bill was taken up as the unllrrislred business. At the threshold another International question was injected In the shape of a letter from tire secretary of state transmitting a communication from Mr. Rodriguez, the minister of the Greater Republic of Central America, protest ing against the various Nicaragua bills before congress as being In violation of the contiact with the Maritime Can al Company. Mr Morgan plunged into the discus sion In his usual manner, hitting light ana left. He insinuated that this Rod liguez letter had been written at the Instigation of a greater power (Great Britain), which always advanced its ends but never failed to protect Its sub jects. He charged that the letter was an attempt on the part of Nlc aicgua to collect four million dollars "blackmail" and asked what kind of a senate It was that would uecept dic tation of this kind without being fur nished with the requisite Information fiom the state department, and with out knowing "what passed between the president and this man Rodriguez in the blue room of the white house." Mr. Hale, Maine, suggested an ad journment until Monday so as to se cure any further Information that might be forthcoming, but Mr. Morgan warmly replied that Mr. Hale must ask that Information of Secretary Ol ney himself, ob he had found him In accessible. Most of the senators pres ent were desirous of adjourning over until Monday, but they lacked a quo rum, and so the senate simply ad journed, which means that It will bo called to order again at noon to-rnor-iow. rnNROsirs credentials. Eaily In the day tiro credentials of 13oles Penrose as senator-elect from Pennsylvania for the term beginning Murch 4, 1697, were presented by Mr. Cameron, read and placed on tile. This was private bill day, and there was little of public Interest done In the house. tn...i -..,.1 i)nit. i. 1ia atnnninli. KIM? Tlnnilnclio. Trombllny Hunjatlons .to . Wl,,n th lippn nyuin- oivn ri:- Mr. Cooper, of Texas, called up and the house passed over the President's veto the bill to establish a new divi sion of the easterrr judicial district of Texas. The debate orr the matter was a caustic criticism by Mr. Clros venor, of Ohio, upon the executive or der which denied senators and repre sentatives access to the president ex cept thiough the private seeietaiy of the president. At G o'clock the house took the U"ual recess until this evening. Private pension bills were considered. POWER OF WHISKEY IN ALASKA. A Government Olliccr Indicted tor Libel in His Report. Washington, D. C , Jan. 22. A good deal of astonishment has been caused at the treasury by the announcement from Alaska that Special Agent Mur ray had been indicted by the grand Jury for libel upon the citizens and public of ficials of the teirltory. The alleged libel consisted of a report to the secre tary of the Treasury, setting forth the bad administration of law and Its open violation. There were a good many things in the report which might cause a delinquent official to squirm, among otheis being the statement that 30 liquor saloons are openly run at full blast In the face of the law which prohibits the Inti educ tion of liquor except for medical pur poses. The astonishing feature of the pro ceeding lies In the fact that a United States judge should sanction an indict ment of a special agent of the treasury for a privileged report to his supeilors. DUN'S REVIEW OF TRADE More Business, Though Not at Better Prices Market for Securities Are Much Stronger Daily. New York, Jan. 22. R. G. Dun and Company will say tomorrow in their weekly review of trade: There Is more business, though not at better prices. It is interesting that al most all prices which change at all are lower than a week ago and yet not us much Increase Irr consump tion and there Is larger buying of ma terials, but at preserrt only because better prices are expected Irr the future. The market for securities is slightly stronger and yet there Is very little doing. All apprehension of foreign dis turbance of money markets has passed away, but there Is still great caution in making loans. It is a mistake to reck on these as symtoms of depressions. On the contiary, irr spite of the lower range of prices irr Important indus tries, the conditions all indicate larger production and a consumption Increas ing, not as yet largely but steadily. The earnings of railroads in January hne been -4.4 per cent, smaller than last year. Wheat, corn and cotton epoits are the key of the financial situation, and during the past week wheat has de clined ? cent and com cent, while cotton Is unchanged. The woolen In dustry Is as slow as ever and no real Impiovement appears In the demand for goods, although owing to the late ness of the season there Is a little more doing, both In spring and In win ter goods, without change in prices. The iron industry is engaged in set tling relative prices and the slow oper ation retards business in many branch es, since the future of pi Ices Is un certain. The bar association has been In session to consider the reduction of steel bars to one cent and Irr large con ttacts ever lower, and 'the billet as sociation has again been called to gether to meet on the 29th although there Is no prospect of Its le-organiza-tlon and billets are selling at 15 23 at Pittsburg. Falluies for the week have been 409 In the United States against .173 last year and 03 in Canada, against CI last year. . THE EMIR'S ARMY FLED. Royal Niger Coinpnuj'-, Military E jieditioii 1'inds No I'oe. Brass, Guinea Coast, Jon. 22. News has just been received hero that the expedition sent by the Royal Niger company against the Emir of Nupe, from Lokoja, found the Foulah nrmy dispersed and In lllght when it arrived at Kabba. The expedition consisted of GOO Haussa troops, six Maxim lapld llie guns, twenty-six mounted Europ ean officers nnd 900 carriers. It was headed by the governor, Sir George Goldie, and was accompanied by the Royal Niger company's flotilla of arm ed stern-wheeled steameis. The quail el between the powerful Emir of Nupe and the Niger company Is an old one and arose from the Emir's raiding the company's terrltoiy for falaves, The Foulah force at Kabba was estimated to amount to 20,000 foot and 2,000 cavalry.
