some clever work in the difficult por

Ever since last December the office
of deputy United , States marshal has
been vacant, contrary to general belief.
A number of persons promintn: in
Democratic circles have sought th- ap
pointment and when Marshal Wulker
was here this week in attendance upon
the sesiioc of United States court, he
gave his attention to the matter. It is
stated upon reliable authority that just
before leaving Hcranton Mnrshal
Walker appointed A. Scanlon, jr., as
deputy mnrshal. Mr. Scanlon is a
well known detective of this city and
bis large experience hss qnali&ed him
in every way to fulfill the duties of the
office.

The funeral of Miss Sabina Kelly, an
esteemed young lady residing on Hamp
ton Street who passed away on Mon

Father Dunn celenrated a solemn high
mass of requiem in St. Patrick's church.
Interment was made in the Hyde Park

cross, anchor, pillow aud basket, winch

At Beers' hall on North Main avenne
last evening a select party was given in
honor of the daughter of the proprietor,
Miss May F. Beers, of Msmflefd ave
nue. The room was tastefully deco
rated. The walls wero draped in bunt
ing and .lapauese lanterns hung in pro
fusion. Miss Beers received the guests

place was a sceue of gaiety and mrry

ing were indulged in until midnight,
when an excellent supper wa served.

rection of street Commissioner Kirst
at $1 per day, which sum would be
paid by the poor hoard in relief orders.
It was hoped by this method to nuke
the destitute feel they were not
subsisting on charity and enable
them to keep their self respect and pre
vent them from Incoming permanent
uit'inbers of the army of paupers. In
pursuance of this ptau, which those
present at Inst SToning's meeting As
sists to be a goo I one, Poor Director
Gibbons had sat fire or six m m at
work under Mr. Kust.

Poor Direc'or Charles Tropp said
that he oonsidered the plan a very good
one, hut be feared the poor board had
not th i power to carry it into execution
without fanning counter to the law.
He said that the law provldss that
when n person brings to a poor director
a statement signed by two aldermen to
the effect tint he is in destitute cir
cumstances the director is hound to in
vestigate, and if he finds the case a do-
S'-rviug one, give imm ! ,-t. relief
"If vou pur ths applicant at work
for the city," continued Mr. Tropp,
"you are reallv giving the relief to
the city, as the man you are granting
relief to gives service to the icity for
the amount vou give him. It is a ones
tion in my mind if, after branding a
man a pauper by giving him nu order
for relief von can make him do labor
corresponding to the amount of th
order. If he does not go before two
magistrates and obtain an order for
relief and thus put htm on the level of
a panpsr, we can p iy . him no money,
no matter how much labor he may
perform.
This was a new phase of the ca,
but it was agreed that Mr. Tropp was
correct aud that some other plan must
he devised. After considerable discus
sion it was suggested by Colonel E H.
Ripple that hereafter the Bjard of As
soc.ated Charities turn over to the
Poor Board nil applications for relief,
save those from able bodied men,
