It is a ones tion in my mind if, after branding a man a pauper by giving him nu order for relief von can make him do labor corresponding to the amount of th order. If he does not go before two magistrates and obtain an order for relief and thus put htm on the level of a panpsr, we can p iy . him no money, no matter how much labor he may perform. This was a new phase of the ca, but it was agreed that Mr. Tropp was correct aud that some other plan must he devised. After considerable discus sion it was suggested by Colonel E H.
