From what I have 'seen of Neenah, it has the appearithee lusinesis place. i she sireeks,gre full of teams to-day; some loaded viith wood, some with wheat and others with, logs, for the mills, erwhich there is quite a number in this place. Neenah is ',hosted on tho Fox River, Biz miles above Appleton, at the foot of Lake Winnebago. A short distance above the town the waters of the River divide, forming an island, in which there is about 1,000 acres of land. On this island is located the depot of the Chicago k N. W. Railroad. On the South side of this island, across that branch of the River, lies the town,: or city as they call it, of Neenah, and across the other branch, on the North side, lies the city of blenosha, directly Opposite, the one . Railroad Depot answering for both places. The popu• lation of these two places are' about equal -8,000 or 8,600 inhabitants each. Between the citizens of the two places there is 11' good deal of jealousy and contention respecting their lo• cation _and advantages, which sometimes comes near leading to personal encounters. The ma jority were of the opinion that, while . the laws permitted members to frank lettere to con stituents, there was no justice in requiring the !latter to pay postage on their letters to mem bers. When this subject was before the House, several attempts were made to amens the bill by substituting a section abolfshing the frank ing privilege altogetheribut Mr. Farnsworth, who had the bill in eharge,refused to allow the substitute to be offered, being "entirely satis fied,". as be said, 44 4 at ,such a Proposition could not become the law." The abiolute Radical majority of the present Congress have been guilty of many outrages upon individual right:and publio justice in the fOrtherance of their unierapulous partisan' ends. But the grossest and most flagrant 'of all, was that perpetrated by the House tin Thursday last, in the decision of the contested election case of Switzler vs. Anderson, from the Ninth Congress' deal District of Missouri. Nearly a year ago,tho Committee on Elections, composed of eeten Radicals and only two Democrats} made a unanimous report &cloy, ing 14r.1Switzler, the 'Democratic, contestant, entitled' to his seat as the legally elected repre sentative of that District. It appeared_ from the evidence that the official returns gave Mr.' Swilator a majority of 1120; but the entire vote of one county (CallawaY) was thrown out by the,Seeretary of State of Missouri, without warrant of law, upon some flimsy pretext that 780 of the registered voters of that Bounty were "disloyal men." By this arbitrary tampering with the returna l Andersou (Radical) was count? ed in, and the certificate of election given to him. In July last, when the case came before the Meese, and there appeared tehasame daii• ger that Anderson would be ousted, Baja min, one of his , Radical colleagues, 'tromped up a charge of disloyalty against Mr. &Thaler, and succeeded in having the matter recomtAiit-. tea to the Klection Cominittee, for further in veitigation. That this charge was utterly &lie, and made only for delay, and' denial of justice to the contestant, is evident' from the fact.that, altheinir full time ,and epportunity, were given to Anderson atid his friends to substantiate 3t, they "failed to do so, or even to,!thake 4 feint *Tad Proving the charge. , The Committee therefore again re ported in favor of Mr. Switeler. The Case was ably argued, on behalf of the Committee, by Messrs. Cook and Poland (Radical) and Mr. Kerr (Detneerat)—thrie of the best lair yen in the House—but notwithstanding the incontrovertible, facts And arguments they pre sented, the hide-bound majority rejected the report of their own Committee, and decided that Anderson should keep the seat , to which he was no elected. The vote stood 55 to 88. The Tow Radicals who voted with the Demo cratet on this question (such men 4 Baker, Bingham, Blair, Cook, Jenekes, Lefliti, Moor head, Poland, Trowbridge, Vinson, B. B, Waihburne, Jas. P. Wilson, and Woodbridge) deserve credit for having shown independence enough,. in this instance, at least, to do jui tico oven at the expense of party fealty.
