the 21st day of July, A. D. 1866, that all persons who

BALES OF COTTON, captured on the high seas,•
"to wit," on the Roanoke River on the coast of
North Carolina, by the steamer "Walley City," a
vessel-of-war of the United States, be monlshed and
cited,
